Minutes of the Annual Meeting of Council held on Wednesday 1st Novem 2006

57          DISCLOSURES OF INTEREST FROM MEMBERS: 

One received -  Cllr Mike Egan signed declaration register and withdrew from all discussions in relation to Community Council contributing funds towards fencing for Elba housing backing on to fields - Clerk Report re: letter received requesting funds.

60            COUNCIL MINUTES
To consider the minutes of the meeting held on 1st November 2006:
a)  the Minutes were accepted as a true record except in Cllr Ron Thomas’ report it should read ‘ 50% are for Swansea Housing - not 5%’
            b)  Matters Arising:
            The written report of the Clerk regarding matters arising and subsequent actions taken was noted.

62       PLANNING MATTERS

 
The Clerk commented upon her written report.  RESOLVED that:
 
2005/2644 - Amended Plans - Land off Fairwood Terrace - More clarification required, due to amendments being unclear.
2006/2280 - Work on TPO - 4 The Mount, Gowerton. No objection providing qualified tree surgeon deems this necessary and provisions made for replacing of tree.
2006/2246 - Confirmation requested as to what variation of condition actually is.
2006/2210 - 2 Woodview, Gowerton.  No Objection
Division of footpaths LH72 and LC53, Tai Cyd Cottages, Gowerton.  No Objection

(1)               Miscellaneous
  RESOLVED that:
 
a)         Life Begins @ 50+ Newsletter for distribution - noted
b)         Internal Audit results for year ended - 31/03/06 - noted
c)            Newspaper Article in relation to Specialist childrens unit within schools - noted
d)            Summary booklet re: City and County of Swansea Council’s Improvement plan 2006-2007- noted
e)         Special Needs Conference - 17th November - Cllr Sue Jones will attend
f)          SVCS - AGM Meeting - 23rd November - noted
g)         One Voice Wales - Swansea Area Committee Bulletin - noted
h)         E-mail received advising quotations and requesting monetary contribution for proposed Elba Fencing- Cllr Mike Egan declared an interest, and took no part in any of the discussions surrounding and including the contribution to the Elba fencing - Council resolved top make a monetary contribution towards fencing of £2000.00.  Council also resolved to in the future consider and requests for funding towards various projects on a case by case basis.
i)            Feedback from One Voice Wales Conference in Llandrindod Wells - noted.
j)            Christmas working party information noted.
k)            Informal training evening at County Hall on Nov 21st.  All councillors encouraged to attend and contact Clerk in due course.
l)          Further emails received in relation to resident encountering problems on property from Gowerton Schools.  Ongoing - Noted.

66      QUESTIONS RELATIVE TO COUNCIL BUSINESS
 
Following questions raised by Members it was RESOLVED that:
 
1.   In the Pink - Nail Bar and beauty Salon has front window glass smashed on Halloween.  Noted
2.   Elba Playing field - Glass has been kicked in on reception building, and fireworks set off.  To pursue with Police
3.   Flooding at bottom of junction of Mount Street and Shaw street, and debris at Uplands and Shaw Street - this is due to cemented guttering and heavy rain.  This needs to be removed and cleaned.
4.   Problems with flooding on Brynymor Rd.  Council came out and showed Cllr Barabra Small the drains on tv camera, which appeared to be clear. Noted
5.   Motorbikes on grass on Brynymor Rd. neighbours have asked them to leave.  Attempted to call police, but unable to get through successfully.
