Minutes of the Annual Meeting of Council held on Wednesday 2nd September  2009
 
PRESENT:  Cllrs Peter Johns, Ros Holt, Lynne Carey, Barbara Small, Ann Guard, Sue Jones, Mike Sander, Gareth Morgan, Linda Bolchover and Mike Egan.
 
ALSO PRESENT:  Clerk - Serena Thomas.
 
Prior to this evenings meeting two candidates were interviewed in relation to Co-option to Council, a third candidate will be interviewed prior to October’s meeting, and subsequent to this a decision will be made.

Cllr Susan Jones declared an interest in all Planning matters, and left meeting when all discussions took place.

40 REPORT BY THE WARD MEMBER

Cllr Sue Jones reported the following:

 
Cllr Jones has been attending the following meetings and dealing with the following issues in the village:
  • Closure of Mansel Street delay for works.
  • Various meetings included the ‘Freedom of City’ attended.
  • Various interviews with Social Services.
  • Problems with the Culvert on Brynymor Rd.
  • Attempting to get landscaping finished on Ballard Homes.
  • Problem of watercourse on Brynymor Rd.
  • Possibility of charging for Doctor’s surgery car park.  Consultation still in process.
  • Meeting attended re: refurbishing Park on Park Rd, including discussions of a rolling programme in force to renew equipment.
  • PACT meeting attended for Upper Mount Street.
  • Attending sheriff award for Robert Moore - bravery -for intervening in a fight.

41       PLANNING MATTERS

 

The Clerk commented upon her written report.  RESOLVED:

1.      2009/11971 - 26 Maes Y Deri - Gowerton.  Formation of habitable rooms in roofspace with raised ridge.  No Objection

2.      2009/1208 - 27 Clos Bevan - Gowerton.  Tree work - subject to a TPO.  Object due to overly radical work proposed.

3.      2009/1210 - Penllwyn Robert Farm, Cilonnen.  Outline approval for one detached two-storey dwelling. No Objection

 


 

42  CHAIRMAN’S ANNOUNCEMENTS

Cllr Ros Holt reported she has attended the Twinning Association reception on Sat 19th July, to meet with the cyclists.  Very pleasant afternoon with children from Tregwyr Junior School supplying the entertainment.  Also Ros was involved in the singing with the choir.
 

43  REPORT OF THE CLERK

(A)  MISCELLANEOUSE

RESOLVED that:

1.      Upper Gowerton Residents Association - thank you letter for recent contribution of £245.00.  Also confirming that Community Councils contribution will be included in their forthcoming newsletter.
2.      Local Government Partnership Scheme Annual Report 2008-09. For circulation.
3.      One Voice Wales - Swansea Area Committee - Agenda and minutes.
4.      Royal Air Force Civic Reception on Wednesday 16th September 2009.
5.      Review of Community Boundaries in the City and County of Swansea. - Comments required by 4th September.
6.      Save Our Common Mountain Environment - letter received in relation to possibility of Wind Power Station.

7.  End of year accounts - 2008/2009.  Council formally resolved to adopt the 08/09 accounts and approve Statement of Assurance as outlined by audit documents from Wales Audit Office. 

8.  Resident complaint in relation to speed on Gorwydd Rd.  Complaint passed to Police to deal.

44         QUESTIONS RELATIVE TO COUNCIL BUSINESS

Following question/issues raised by Members it was RESOLVED that:

 

a.   In Phase 2 car park, on grassed bank by disabled space a small metal pole is sticking out of bank (approx half inch in diameter), this needs to be removed.  Clerk to advise Environment.

b.   Gorwydd Rd drains in such a state.  Cllr Mike Sander supplied clerk with a hard copy of an appraisal he has undertaken of drains in the area.  Clerk to send copy to Bob Fenwick at Highways.

c.   Gowerton train station - improvements are due to be made within 5 years, such as doubling line, putting in another platform and bridge.  Funding to be supplied by WAG.

d.   Woodlands drains are full to top.  Clerk to advise Highways.

e.   Shoe shop by corner of Talbot Street, drains adjacent to this are flooding causing children having to walk onto the road to walk past.  Clerk to advise Highways.

f.    Over summer some cars in Woodlands were trampled on - there is an arrangement in place for Laurel bushes to be planted on bank to deter any further vandalism - and to make area safer for children.

g.   Outside 12 Elba Street - big patch of muddy grass - very dangerous in dark, request to have this area tarmacced.

h.   Entrance to Junior school still full of stones and gravel.  Clerk to request removal.

i.    If Marquee is being lent out, check whether insurance covers this item.  Clerk to advise.
