Minutes of a Meeting of Council held on Wednesday 3rd February 2010
PRESENT:             Cllrs. Ros Holt, Peter Johns, Linda Bolchover, Barbara Small, Ann Guard, John Fitzjohn, Mike Egan, Susan Jones (arrived at 8.00pm and left at 8.45pm ), Colin Staples (arrived 7.55pm) and Lynne Carey.

86 DISCLOSURES OF INTEREST FROM MEMBERS

Cllr Susan Jones declared interest in all Planning matters and left meeting for all discussions.
87 MEETING WITH:

88 PUBLIC REPRESENTATIONS:
Resident - Mr Bond - (Representing 4 other residents re: Planning Application 2010/0082)
Mr Bond is very concerned in relation to application for renewal of planning application for land adjacent to Brynymor rd for site of 50 Caravan/Tents and other community buildings - housing shop etc.  Mr Bond strongly objects to this application for the following reasons:
  • There is already a caravan site in locality.
  • It would exacerbate traffic problems in area, and would cause problems to residential area nearby.
  • Poorly placed notice advertising the application.
  • Already sewerage in area is overloading facilities.
  • Flooding in area.
  • Noise pollution in area this would cause.
  • Quality of life for local residents would be impacted greatly as noise carries across to ‘Ballard Home Estate’.
Community Council thanked Mr Bond for his comments in relation to this application, and this would be discussed in full by full Council on Agenda Item 7.
Resident Mr Jones ( Re: Planning Application 2010/0097)
Mr Jones strongly objects to application due to following issues:
  • Overbearing impact on surrounding properties.
  • Loss of sunlight.
  • Overshadowing his residence.
  • Mr Jones stated that he feels the plans are misleading.
  • Privacy issues.
  • Out of character with surrounding properties - thereby danger of setting precedence in future for over development.
  • Overall affecting his quality of life.
Community Council thanked Mr Bond for his comments in relation to this application, and this would be discussed in full by full Council on Agenda Item 7.

89 COUNCIL MINUTES   - 6th January 2010

a)       the Minutes were accepted as a true record. Except to add that Cllr Ann Guard gave apologies for absence, and amount raised in raffle was £303.20 to go to Maggie’s Centre for Cancer Care.
b)       Matters arising: Noted.  The written report of the Clerk regarding matters arising and subsequent actions taken was noted. 
90  REPORT OF THE WARD MEMBER

 

Cllr Sue Jones gave the following report:

·     Stray dogs are being looked for by Dog Officers around the village.

·     Sue has been visiting residential facilities in the City and County of Swansea Area looking at provisions.

·     Many meetings attended with Police, Planning Committees and site visits, various forums.

·     Parking enforcement by Tesco’s is being looked into.

·     Looking at ‘lifeline’ provisions - possible charges for people who only have the facility for ‘peace of mind’ as there is no budget available.

·     The litter/dog bin in Park Rd park was established on 14.12.09, and has already been burnt out by vandals.

·     There has been report in the paper by Phil Barrow in relation to leaving items visible in cars.

·     Ongoing issues in relation to recycling at car park on inner relief rd.

·     Hopefully the Council is looking into roadside collection of plastics.

·     Cllr Jones is looking into plot by Clos Bevan as it is overgrown, to establish ownership for maintenance to be carried out.

·     Also Sue will check on progress of clearing of gulley on Mount Street.

·     No confirmation has yet been received in relation to the amalgamation of Tregwyr Junior and Infants school.

·     A planning application needs to be received from head of junior school before entrance way to school is sorted out.

·     Finally Sue will chase up issues with drains once again in Gowerton.

One Councillor mentioned that Sue may want to consider stepping down as a community councillor as she already attends meetings as County Councillor, however Cllr Jones stated that while that is now the case, in two years time another election will take place for County Council and there is no guarantee that she will be elected again.

 

It was also mentioned to Cllr Jones that the wall by Infants school is falling apart, causing potential safety issues.

 

91 PLANNING MATTERS

 
2010/0097 - 2 Clos Ty Gwyn, Gowerton.  Extension to first floor.  Object due to over development of site, overbearing impact on surrounding properties and out of character with surrounding properties.
2010/0082 - Glan-yr-afon, Hendy Rd, Penclawdd.  Application for removal or variation of a condition following grant of planning permission.  Object due to breeching of UDP in relation to building in open countryside, exacerbating traffic problems already identified in area, impact on residential area adjacent to proposed site and detrimental effect on the street scene.

 

 

92  CHAIRMAN’S ANNOUNCEMENTS

Chairperson Cllr Ros Holt made the following report:

·     Cllr Holt attended the funeral of Robert Evans - a highly respected member of the community.  Mr Evans was a former teacher and was committed to the village, and Cllr Holt extends deepest sympathies to Mrs Evans and family.

·     Mr Gary Brice (former newsagent in village) has sadly died.

 

 93 CLERK REPORT
(A) MISCELLANEOUS

1.   Code of conduct draft - Guidance from the Public Services Ombudsman for Wales.  Circulated.

2.   Want to complain about a public body?  Booklets circulated.

3.   Borrowing by Community and Town Councils 2010/11.  Letter read and noted.

4.   Consultation on Accounts Audit Wales amendment regulations.  Comments noted.

5.   New officer now dealing with Environment issues. Noted.

6.   Buckingham Palace garden party 20th July 2010 - invitation to chairperson.

7.   Diversion of footpath 61 in the Community of Gowerton.  No Objection.

94    QUESTIONS RELATIVE TO COUNCIL BUSINESS

Following question/issues raised by Members it was RESOLVED that:

 

a)   There is a continued dog mess problem on the Elba, and a dog dispenser is required.  Clerk to request from Environment.

b)   There is a speeding problem on and around the round about by Tesco’s in inner relief rd.  Clerk to request Police operation in area.

c)   Lane from Park Rd - Bryneithin. Footpath in poor condition.  Clerk to request footpaths officer to inspect.

d)   Dog bin/sign needed for by infants school by lane.  Clerk to request again from Environment.

e)   There is a problem on Bryneithen rd with horse muck.  There is a bridleway but horse owners should be clearing up after their horses.  Clerk to advise Environment.

f)     There is problems with bus passing on Mansel Street, with cars parked both sides.  Clerk to advise traffic management.

g)   Antisocial behaviour issues by Welcome to Gower Pub.  These issues were captured on CCTv and case was to go to course, however case collapsed due to non attendance of witness, and face not visible on CCTV.

h)   Lighting needed on walkway between Brynymor Rd - Ballad Homes.  Lamposts needed for area for safety.
