PRESENT:  Cllrs. Gareth Evans, Sue Jones, Gareth Morgan, Linda Bolchover, Barbara Small, Lynne Carey, Ros Holt and Mike Egan.

50 COUNCIL MINUTES   - 5th September 2007

a)       the Minutes were accepted as a true record except to clarify that under minute 36, Cllr Sue Jones clarified she was absent from the Council meeting due to a Council Community commitment.
b)       Matters arising:  Noted.

The written report of the Clerk regarding matters arising and subsequent actions taken was noted.

Resolved that:
 
  1. 2007/1133 - 8 Cefn Stylle - AMENDED PLANS - No Objection
  2. 2007/2029 - Plot 3 Pont y Cob - No Objection.    Clerk to check current speed limits on road.
  3. 2007/1687 - Plot 26 Cae Mansel Rd. Query site location and right of way.
 
 

53       CHAIRMAN’S ANNOUNCEMENTS

Cllr Evans reported the following:
  1. Thanks to Peter Johns for chairing the last meeting.
  2. Congratulations to Linda Bolchover for her nomination to Swansea Bay Woman of the Year. Linda does a lot of work to the village and is very dedicated.
  3. Been in contact with Brynymor resident - Mrs Gammon about the overhanging tree from Ccouncil land over her property.  Clerk will update further in report.
  4. Thanks to Serena for accurately balancing the Accounts.
  5. Barrie Guards resignation due to health. Very sorry about this resignation, and hope health improves. Cllr Guard will be missed, and did a lot of work for the Community.  Currently in position where a verbal resignation has been received, a written letter will be needed before vacancy will be advertised.
  6. Chairmans Allowance - £100.00 to go to Cancer Research.

(A)  MISCELLANEOUS
  The Clerk further commented upon her report, previously circulated with the agenda. 
Christmas Arts and Crafts Theme for schools - Christmas Past and Future.  Noted.
Christmas working party arrangements. 17th October.. Noted
Advertising for new Councillor in place of Anita Bowen. Awaiting resignation letter from Barrie Guard before proceeding.
Follow up details in relation to neighbourhood watch sign funding wanted.  Agreed £69.00
Letter from Department for Environment Food and Rural Affairs - Pass copy to Country Stores and Williams Pet Supplies.
Ysgol Gyfun Gwyr - Lease information - Clerk to pursue refund of landscape maintenance refund since 1st July 2007.  Also raised was current conditions of classes and teaching at Tregwyr Junior school.  Mixed years classes.  Clerk to write to Education department c.c Edwina Hart, as Council feel this infringes on human right law, as Welsh speaking children, and English Speaking children do not get the same standard of teaching.  Funding also needs to be addressed within this equality.  Clarification of exact poition of this is to be checked with LEA. Clerk to pursue.
Wall by Mill Street green area landscaping completed.  Noted
Internal Auditors report on 2006/07 Council Accounts.  Noted
Licensing Draft Review of Statement of Policy.Noted.
Resident Complaint re overhanging tree from cCouncil adopted land.  Ongoing, clerk to obtain quotes for work to be carried out.
Lord Mayors Charity Fashion Extravaganza.  Information given.  Noted.

45        QUESTIONS RELATIVE TO COUNCIL BUSINESS

Following question/issues raised by Members it was RESOLVED that:

1.   Tregwyr Governor - Cllr Gareth Morgan will be happy to continue until the following AGM.

2.   Resident complaint received re: Used condoms found by Tesco on Brynymor Rd. Police to be advised.

3.    Bins on Hill Street - Bags still have not been replaced.  Clerk to chase up.
