Minutes of a Meeting of Council held on Wednesday 4th February 2009
 
PRESENT:  Cllrs. Peter Johns, Mike Sander, Mike Egan, Gareth Evans, Colin Staples, Susan Jones, Lynne Carey, Barbara Small, Linda Bolchover and Gareth Morgan.

89 COUNCIL MINUTES   - 21st January 2009

 
a)      the Minutes were accepted as a true record. Except to remove payment to Tesco’s of £49.24 for wine for the Arts and Crafts exhibition.  Cllr Johns covered this payment by choice at his own expense.
b)      Matters arising: Noted. 
 
90  REPORT OF THE WARD MEMBER
 

Cllr Sue Jones gave the following report of issues currently being dealt with:

·       The short stay car park by surgery is currently experiencing problems in relation to people using it to car pool, resulting in cars being left there all day and patients being unable to park.  The City and County of Swansea intend to erect relevant signage and direct traffic patrols to the area for enforcement subject to resourcing.

·       Cllr. Jones has met with district housing due to some bungalows in Clos Morgan Owen having damp problems, causing mould to grow.  Previously the damp has been painted over, and the source has not been dealt with.

·       A dog bin is being sought for Clos Morgan Owen.

·       The issues of dog mess is being raised regularly, and Cllr Jones has been in touch with Carl Watkins at County, he has stated that an inspection of the area will shortly take place, and that currently the dog bins are not in stock which is why there has been a delay.

·       There was a sewerage issue at the bottom of Cefn Stylle, which has now been rectified.

·       The roadworks on Gorwydd Rd have been an issue for some time, Cllr Jones has been informed of the following - Welsh Water have experienced problems which have delayed the works, they should be completed by the end of March,  the Gas board should be finished by the beginning of March.  Cllr. Jones has suggested to highways that resurfacing after the works are completed.  The pavements also need attention.

·       A meeting has been held with the empty premises officer to discuss the Tabernacle Church and ex Halifax shop on Sterry Rd.

·       A resident has requested the re-instatement of a lamp post basket to the bottom of the inner relief rd.

·       Cllr Jones has met with the youth service to arrange something to be arranged for the youth of the village.

·       There are some graffiti problems surfacing within the village, particularly by the shop at the top of Mount Pleasant.  Sue requested location of other graffiti issues from Councillors at meeting.

·       Complaint has been received by resident in relation to painting of ‘Touch of Pink’ in pink and black.

91       PLANNING MATTERS

 

The Clerk commented upon her written report.  RESOLVED:

 
  1. 2008/2385 - Gowerton Medical Centre, Mill Street, Gowerton.  Two storey front extension and renewal of planning permission for formation of new access ramp and doctors car parking area.   No Objection - and recommend that this extra access have some form of barrier control to deter late night anti-social behaviour as this is by sheltered accommodation.
  2. 2009/0042 - 4 Cefn Stylle, Gowerton.  Two storey detached dwelling.  Object, due to overdevelopment of site.  Proposal would be uncharacteristic with surrounding properties. Decelopment would make a ‘terrace’ effect.  House would be too close to boundary each side.
  3. 2009/0110 - 79 Cecil Rd, Gowerton.  Loft conversion, two dormer windows to rear of property. 
No Objection.

93 CLERK REPORT
(A) MISCELLANEOUS
  1. Email received from Adam Mason - thanking all members for support for graffiti wall proposal, and advising that he will keen Council updated.  Noted.
  2. Website meeting Wednesday 11th February, to discuss way forward for website.  Cllr Mike Egan and Clerk to attend.
  3. Community Councillor - West Ward vacancy advertised on notice board and in library.  Electoral services at City and County of Swansea advised, they will advise council via clerk whether any election will be required, or whether council will co-opt. Noted.
  4. Newsletter - deadline for articles - 15th March 2009.  Noted.
  5. Email received from local resident - in relation to - dog bin by Glanmorfa - dog mess around village - colour of paint on ‘Touch of Pink’ and general state of Gowerton.  Clerk read entire email to all members, and advised of action that has been taken, including forwarding this to local Ward member.  Ongoing.

94         QUESTIONS RELATIVE TO COUNCIL BUSINESS

Following question/issues raised by Members it was RESOLVED that:

 

a)   The dog bag dispensers on the Elba sports complex/playing fields do not seem to be positioned to give full advantage to dog walkers.  Clerk to suggest to Environment department that they should be positioned by barrier to playing fields and at the main entrance.

b)  Further to recent Governor meeting, report given to advise relevant information for Community Council.  It seem likely that when Mrs. Morris -headteacher of Tregwyr Infants school retires,  one option is not to employ a further head teacher, with the possibility of amalgamating the infants and junior school, having one primary school on one site.  This is for information only, and this is not a definite course of action, just one that is being considered.

c)   Cllr Small advised that the sewerage issue from the manhole has now been fixed.

d)  The train station has had some issues of vandalism, the notice boards have been vandalised and there has been some fly-tipping.

e)   There are some large potholes on road going out of Gowerton towards Dunvant.  Clerk to advise Highways.
