Minutes of a Meeting of Council held on Wednesday 4th June 2008
 
PRESENT:  Cllrs. Gareth Evans, Mike Sander, Peter Johns, Mike Egan, Barbara Small, Lynne Carey and Linda Bolchover.
 
ALSO PRESENT:              Clerk Serena Thomas
 
15 APOLOGIES FOR ABSENCECllrs. Sue Jones, Ros Holt and Gareth Morgan.
In reference to last months apologies - i.e. Lynne Carey - Declaration/Register of interest received from Lynne Carey.
 

16 DISCLOSURES OF INTEREST FROM MEMBERS

Ward Member disclosed an interest in all planning matters, and left meeting before any discussions took place. 
 
17 MEETING WITH:   None arranged.
 
18 PUBLIC REPRESENTATIONS:

In relation to required Pelican crossing in Gowerton, resident attended meeting as she had seen details on internet about funding given in Oystermouth for a safe crossing for schools on 23rd May.  If this school can get this funding, then why not Gowerton also?  Clerk to advise ward member.

 

19 COUNCIL MINUTES   –   7th May 2008

 
a)       the Minutes were accepted as a true record.
b)       Matters arising: Noted.  Councillor Linda Bolchover stated that she had been invited to a meeting in relation to allotments and objection to current application, and after contacting the clerk as per standing orders to represent Councils objections.

The written report of the Clerk regarding matters arising and subsequent actions taken was noted.

 

20  REPORT BY THE WARD MEMBER

Cllr Sue Jones gave her apologies for absence; however Cllr Jones emailed the following summarized report:

  • She has received various training from several departments and has attended many presentations.
  • Cllr Jones has been allocated a ‘signposter’ who is named contact person within the City and County of Swansea.
  • There are several committees she is a part of i.e. planning area 2, Health and Social care to name but a few.
  • There have been several issues within Gowerton that she has been dealing with, including, new build in Ysgol Gyfun Gwyr, ownership of land in Fairwood Terrace, Pelican crossing appeal and is arranging a meeting with the drug project to see what they have in store for Gowerton after the report of a drop in facility in Gowerton.
  • An award was given to PC Phil Barrow for his hard work within Gowerton and surrounding areas.
  • Also Sue has met with the NEAT team to arrange and give them areas to clear of litter, and arranged for a dog bin receptacle to be erected on Gorwydd Rd and chasing up the upside down sign on Park Rd.
  • There have also been several other individual issues, and many visits she has made to resident homes.
  • She concluded stating she will endeavour to make as many Community Council meetings as possible, but tonight has another meeting in relation to Post Office Closures, but should any Councillors have any issues please do not hesitate to contact her at her home number.
 

21       PLANNING MATTERS

 

The Clerk commented upon her written report.  RESOLVED:

2008/0525 - Additional Plan received The Commercial Hotel - smoking shelter - No Objection.
2008/1009 - Cefn Stylle Farm, off Cefn Stylle Rd.  Agricultural worker dwelling.  No Objection.
2008/1073 - Ysgol Gyfun Gwyr, Talbot Street.  Proposed Teaching Block.  Object.

Letter received re: potential application on 116 Gorwydd Rd read out and noted by members.


 

22  CHAIRMAN’S ANNOUNCEMENTS

 
Chairman reported that he had attended the recent PACT meeting on 12th May 2008 in relation to the Pelican crossing appeal.

(A)  MISCELLANEOUSE

RESOLVED that:

1. Invitation for play for the ‘Youth Theatre Group’ in Gowerton. Noted.
2. Gorseinon Development Trust - Invitation for your of new centre.  Noted.
  1. Post-Office Ltd’s network change programme - Consultation - 5th June 2008.  Mike Sander to attend - Clerk to arrange.
  2. Letter received from Welsh Assembly Government - re: litter, dog control, fly posting fixed penalty notice return request.  Noted.
  3. One Voice Wales - Swansea Area Committee - Agenda/minutes.  Noted.
  4. Community Council Forum - Tuesday 17th June 2008 - 5.00pm - the Council Chamber.  Clerk to send Peter Johns apologies.
  5. Modification of Unitary Development Plan.  Copy given to LB.
  6. Co-Option of 3 x new councillors.  Clerk will contact any candidates to arrange informal interviews on third Weds of July (16th) for new councillors to take position in September’s meeting.

(C)  CORRESPONDENCE

The items of correspondence were noted.

 
24        QUESTIONS RELATIVE TO COUNCIL BUSINESS

Following question/issues raised by Members it was RESOLVED that:

 

a.  Dog Bin needed on waste ground by Gorwydd Rd.  Clerk to contact Environment.

b.  Inner relief Rd landscaping  needs to be cut back urgently.

c.  Park bench at bottom of Bishwell Rd/Gorwydd Rd by BT phone box needs to be replaced or removed.

d. Inner relief rd seating needed between Surgery and Commercial.  Clerk to check whether viable option with highways.

e.  Elba Memorial.  Currently in bad state of repair, needs to be maintained.  Clerk to contact hurch to clarify who is responsible for this work.

f.  Surgery Car Park.  Complaints are being received as many cars are parked in car park all day.  This car park is meant to be a short stay car park, however there is no signage to confirm this.  Clerk to contact relevant Council dept to request this signage.

g. Children from Ysgol Gyfun Gwyr seem to be off school premises during the school day, walking streets.  Clerk to clarify with YGG what their policy is is relation to this issue.

h.  Gower Website Meetings Cllr Egan attended these on 19.05.2008 and 02.06.08.  Many other community councils are experiencing problems with responses from the City and Council of Swansea.  They are currently looking at ways to improve relationships and also to improve the current website.  The current web designer has given her 3 months notice , however she would be willing to reconsider if she was paid in accordance with other web designers.  The website committee has requested that she collate costs for between April-June so they can get an idea of average costings.

i.  Mount Street drainage gulley is still concerted in.  Clerk to chase this up.
