Minutes of a Meeting of Council held on Wednesday  5th December 2007

67 DISCLOSURES OF INTEREST FROM MEMBERS

Ward Member disclosed an interest in all planning matters, and left meeting before any discussions took place.

70 COUNCIL MINUTES   –   7th November 2007

a)       the Minutes were accepted as a true record.-
b)       Matters arising: Noted.

The written report of the Clerk regarding matters arising and subsequent actions taken was noted.

Including a report from Cllr Linda Bolchover in relation to a recent consultation meeting with Hyder.  Cllr Linda Bolchover stated that Hyder are currently looking into criteria for potential sites, for future use and plants.  Good discussion was had, they are ultimately not deciding where the sites will be  themselves, but are deciding upon the criteria involved.

 

71      REPORTS BY THE WARD MEMBER

Cllr Ron Thomas reported the following:

A Cae Graun resident has been served notice by the courts due to the maintenance of area by Mansel St, The resident has been to see Cllr Thomas and has shown him the deeds, she does not even own this land.  He has now dealt with the issue, and they have now put costing forwards.  Cllr Thomas is concerned it’s a bigger issue across Council.

Currently there is a shortage of a crossing patrol person at infants school and welsh school on Cecil Rd and Talbot Street.  This is a shortage across many areas.  Hopefully a Pelican crossing will be put in place, however it really needs a manned crossing.

Cllr Thomas recently attended the new science block opening; he was very impressed and enjoyed the event.

There has been request made to extend residents parking on Mansel Street.  Resourcing is a problem across Council.

There is currently a regulation order submitted for the Pontycob rd speed limit.  The Council want this to be changed to 30 mph.

Council advised Cllr Thomas, that they have concerns in relation to the amalgamation of classes within Tregwyr schools - Many of the classes have been mixed to incorporate either the year above or below. The age gap between children in each class could be up to two years.

The changes were only announced a couple of days before the end of term which did not allow time for any discussions.  The Governors must have democratically agreed this decision.

Council have written to the education department, with no response, a further letter to be sent recorded delivery. 

72      PLANNING MATTERS

The Clerk commented upon her written report.  RESOLVED:

 
1.      2007/2469 - 10 The Mount, Gowerton.  Work on trees covered by TPO.  No Objection provided deemed necessary by specialist tree officer.
2.      2007/2647 - 149a Gorwydd Rd, Gowerton. Rear conservatory.  No Objection
3.      2007/2567 - Post Office, Sterry Rd, Gowerton.  Installation of ATM.  No Objection.


 

73      CHAIRMAN’S ANNOUNCEMENTS

Cllr Gareth Evans made the following announcements:

Cllr Evans recently attended the opening of the new science block with Cllr Peter Johns. The new science blocks are designed to be in-keeping with the character of the existing school.  It was an enjoyable experience and they had a chance to talk to the children.  The English department is hoping to have the old blocks.  Cllr Evans stated it is very fortunate they have the resources to make such improvements.  The speakers were very informative at the event.

It is unfortunate that this year Community Council were unable to erect a tree outside the Temple, this will be rectified by next year, however the need of specific lighting and barriers around the area may it extremely challenging this year. This will be raised at the next One Voice Wales meeting.

The tanning salon would like to be incorporated in the Christmas lighting for next year. Noted

1.      Tregwyr Infants School Govenor for Community Council appointment. To be delayed until AGM.
2.      Quote for removal of tree - Brynymor Rd. £250.00. Accepted by Council, Clerk to arrange.
3.      Risk Reduction Plan 2008/09 - for circulation
4.      Christmas evening - 09.12.2007 - Mansion House Ffynone. Noted
5.      Local Councillors Newsletter. Noted
6.      Ambition is critical - Update for circulation. Noted.
7.      Spotlight on Police - Meeting - Thursday 24th January - County Hall, Swansea. Noted
8.      Adjucation Panel for Wales - Annual report - For circulation. Noted
9.      Date of next Community Council Forum - Tuesday 15th January 2008 - 5pm. Noted.
10.  City Carol Service - St Mary’s Church, Swansea. 20.12.2007 - 7.30pm. Noted
11.  Christmas Working Party - Clerk advised that weather warning have been televised for the weekend of parade, a contingency plan should be put into place.  Clerk to request use of temple for Santa’s grotto and parade.

(C)  CORRESPONDENCE

The   items of correspondence were noted and the Clerk informed Members of the 1 additional item received. 

 
 
75        QUESTIONS RELATIVE TO COUNCIL BUSINESS

Following question/issues raised by Members it was RESOLVED that:

 

a)   It would be advantageous to set up youth forum for area.  Early in year to set up a speaker from Swansea Youth Forum to do presentation.  Clerk to arrange in due course.

b)   Produce Market.  Cllr Sue Jones advised this would be beneficial for area.  Cllr Jones to find contact details and pass on to Clerk to pursue.

c)   Leaves on Mount Street need removing.  Clerk to contact Environment Dept.

d)   Ice cream van litter.  Message from Cllr Small passed on in relation to litter originating from other shops.  Noted.

e)   Gorwydd Rd has recently been flooded in areas, sand bags were in use.  Problems with drains in area, possibly due to leaves blocking drains.  Clerk to advise environment for road cleaning for Ceil, Gorwydd and Park Rd.

f)     Parking on road upon entry to Elba complex (on yellow lines). Complaint received from Ffordd Beck resident, car parked onto pavement, child tried to cross, and a very near serious accident occurred.  Clerk to contact parks for site survey.

g)   Sterry Rd Parking by ‘Sylvesters’.  Discussions made in relation to having no parking on this area of Sterry rd, due to hold ups by traffic lights. Noted.
