Cllr Susan Jones took no part in the discussion in relation to this request. 98 PUBLIC REPRESENTATIONS: None received 99 MEETINGS WITH: PCSO KAREN GARRINGTON PCSO GARRINGTON REPORTED THE FOLLOWING: Ø The recent lack of attendance at Council meetings is probably due to the arrangements of PACT meetings and the fact that any problems can be reported at those meetings. Ø Gowerton Police Station has been painted, there is a new PC - Phil Barrow, who has asked for signage and a budget for this station. Ø Council raised the following issues for PCSO Garrington to progress - Parking on Sterry Rd by take-aways (mainly from 5.30-7.30). Park Rd park, vehicles are driving on green areas, ruining general character and quality of area. Elba concern for on going police attendance, this is needed, there is also an access problem, and restriction of the road by cars parking all of the way on yellow lines before the car park and yet no one is enforcing these restrictions. Potential risk of an accident, especially as this are attracts youths. 100 COUNCIL MINUTES To consider the minutes of the meeting held on 7th February 2007: a) the Minutes were accepted as a true record except that paragraph after point 14 under questions for council business should be deleted as this was a carry over from previous month. b) Matters Arising: The written report of the Clerk regarding matters arising and subsequent actions taken was noted. 101 TO RECEIVE THE REPORT OF THE WARD MEMBER Cllr Ronald Thomas reported the following: Ø Footpath 74 - Willow Close - has attended two public meeting in relation to stopping the footpath. Officers conceded pathway had not been used. The residents have encountered a lot of vandalism, and under their own initiative have blocked this up. Ø Gorwydd Rd - 1-17 new development on road behind - access to garage. This area should have be tarmacced and made into a turning point for rear access for residents. Cllr Thomas will contact Bryant homes and Taylor Woodrow to ask them to put top coat and tarmac on. Council commented to Cllr Thomas how badly designed this development is, with very poor access. Cllr Thomas is contacted engineers for roundabout. Ø Cefn Stylle - farmer resident - access needed for cattle - Council need to make provision for farmer. 102 PLANNING MATTERS The Clerk commented upon her written report. No Objection 103 REPORT OF CHAIRMAN Chairman Mike Sander reported the following: Ø Attended adopt a station committee meeting, but felt that it was basically a promotional exercise to say how well the company is doing. Unfortunately there was no sufficient time for questions. Cllr Sander did complain to Geraint Morgan and did make it known that there are no northbound stops in Gowerton. 104 REPORT OF THE CLERK (1) MISCELLANEOUS RESOLVED that: Ø Response from City and County of Swansea re: access between Drovers Point and Station Rd. Noted Ø Letter from South Wales Police. Invite new superintendent to meeting Ø Buckingham Palace Garden Party 10th July 2007. Cllr Mike Sander and wife Mary Sander to be entered into draw for tickets Ø Hanging Basket Scheme 2007. Order to be made for Summer 2007 to include 3 new 3 tier flower fountains Ø Email received re: Elba Fencing. Ongoing progress is to be made and funding has now been fully achieved. Noted Ø Email received from Community Parks Ranger re: anti social behaviour in parks. Noted Ø Senior Awards evening - Tuesday 27th March re: Gowerton Community Council Award. Cllr Mike Sander will attend and make the presentation. Ø Tower Fund Committee - meeting to be arranged. Ø Bay Landscapes. Letter of reference for their use approved by Council. Ø Detailed map received from Cllr Barrie Guard re: proposed developments at Ysgol Gyfun Gwyr. Cllr Anthony Yardley left meeting. 105 QUESTIONS RELATIVE TO COUNCIL BUSINESS Following questions raised by Members it was RESOLVED that: 1. Current state of Elba grounds. All established conifers have now been removed; all new saplings have been destroyed. All flowers have been cleared out, and all windows have been smashed, all pathways are flooding. Clerk to contact parks department and request attention to the area. 2. Cefn Stylle (by elderly homes) Culvert has broken, very dangerous to cars. Clerk to contact highways. 3. Cecil Rd/Sterry Rd toilets, grass needs to be cut, ivy has grown to such and extent it is encroaching onto the footpath. Clerk to contact highways/parks/environment. 4. Brynymor Rd, 2 x bollards have been put by 23 Brynymor Rd, no notice to householders. Clerk to check with planning whether this is necessary. 5. Emails received from Adrian Bailey in relation to Calor Village of the Year. Cllr S Jones to pass on email to Clerk to deal. 6. Land adjacent to 1 Fairwood Terrace has lots of rubbish, needs to be cleared. Clerk to contact environment. 7. Community Council Forum. Feedback - Information on planning matters, and information on budget for 07/08 increase of 3.5%. 8. Cllr Susan Jones has copy of Swansea 2020 book for circulation.
