Minutes of a Meeting of Council held on Wednesday  7th November 2007
PRESENT:             Cllrs. Gareth Evans, Sue Jones, Mike Sander, Barbara Small, Peter Johns, Lynne Carey, Gareth Morgan, Linda Bolchover and Mike Egan.

58 MEETING WITH :  Police - P.C. Phil Barrow
PC Barrow reported the following:
Surgery is now in operation at Gowerton Police station. Tues and Fri 2 hrs per day. Every other Sunday.
Next PACT meeting on Nov 12th - Rechabite Hall
They are trying to get a computer installed with police net access in the station.  PC Barrow requested some financial input from Council to make progress.  Community Council agreed in principle, to making a pro-rata contribution. Although Community Council did state that South Wales Police should be contributing also, not just Community Councils.
Parking on Elba currently a problem, although it is not a public road, so Pc Barrow is limited in what he can do.  Clerk to contact parks department to advise.
Bonfire night, there were hardly any issues in the area.
PC Barrow advised that it may be worth checking out the bye-laws in Gowerton, if there are any which may help alleviate problems.  Clerk to check.
 
59 PUBLIC REPRESENTATIONS:
None received.
 

60 COUNCIL MINUTES   - 5th October 2007

a)       the Minutes were accepted as a true record except to amend minute 55 (3) No bin at all on hill St, Clerk to advise environment.

The written report of the Clerk regarding matters arising and subsequent actions taken was noted.

 

61  REPORTS BY THE WARD MEMBER

No apologies and no report received.

Council expressed concern again due to the lack of attendance and communication from the ward member and the Community Council.  Clerk to write letter requesting confirmation of whether minutes are still required to be delivered.  Also letter to be c.c’d to the head of democracy services.

 
62   PLANNING MATTERS
Resolved that:
 
  1. 2007/2350 - 41 Brynymor Rd. Object - Out of character, Parking and request  site survey due to complaints re out house.
  2. 2007/2281- Cwntrolle Cottage, Bishwell Cottage. No Objection.
  3. 2007/2304 - Land adjacent 4 Cae Mansel rd. No Objection, although to be noted that it is a limited plot, possible overlooking and cramped appearance.
  4. 2007/2353 - 3 Alder Way. Rear conservatory. No Objection
 
 

63 CHAIRMAN’S ANNOUNCEMENTS

Cllr Evans reported he has met with new headteacher for Gowerton School, Peter Harrison, very positive about links with the Community Council.  Has stated that helping each other is important.  Contributions will be made towards our newsletters, so we can report what is happening in the school.  The headteacher did state that they will be finding it financially hard over the next few years, but is still very positive about taking up the position.

Hyder Consulting - Meeting 13th November 2007. Noted
Recent newspaper article re: opening of Gowerton Police Station.  Comment made that it would have been courteous to include a representative from Community Council as they had played a part in the original funding to build station.  Noted
Resident complaint re: youth annoyance Surgery car park. Noted
Community Council Forum. 13.11.2007. Noted
Christmas working party details confirmed.  Next meeting Nov 21st at 7.30pm. Noted

The   items of correspondence were noted and the Clerk informed Members of the 3 additional items received. 

 
65    QUESTIONS RELATIVE TO COUNCIL BUSINESS

Following question/issues raised by Members it was RESOLVED that:

 

1.   Problems with parking on Elba St.  Possibly employees of Aunty Ivy’s.  Clerk to write letter to request consideration of residents.

2.   There is a charity night coming up in Penyrheol, with the mayor of Gorseinon.  For information.

3.   Grovesend Market well attended. May be worth considering one for Gowerton For information.

4.   Letter received from Arriva trains, re management of Swansea Station. For information.

5.   Japanese Knottweed by Tregwyr nursery class.  Clerk to advise Knottweed officer at CCOS.

6.   Resident from Fairwood Terrace, complaint re: underpass by railway is filthly.  It is overgrown and covered in brambles. Clerk to request attention.

7.   Resident request re buses stopping at end of Brynymor. Clerk to chase up again.

8.   Parking on Elba, after gates onwards.  Clerk to advise Parks.

9.   Lane by Ysgol Gyfun Gwyr,is a public footpath.  Cllr Small has advised the workmen that this is frequently used so this needs to be kept open.  For information.

10.  Generally within Gowerton. Many of the dog bins are overflowing. Clerk to contact environment.
