At a meeting of the Ilston Community Council held at Penmaen and Nicholaston Parish Hall on Wednesday, 22 February 2006

1.����������� Apologies for Absence.
����������� Apologies for absence were received from Councillors P. Burgess, R. Hanson and N. Hollett.

2.�������� Minutes.
The minutes for the meeting held on 25 January 2006 were read, confirmed and signed as a true record.

3.�������� Matters Arising.
On 3 para (b) Traffic problems, Penmaen Hill.� The Clerk reported that Councillor P. Burgess had been in contact with Gwyn Evans, Group (Traffic) Leader, and would update the Council at the next meeting.� The Clerk had been in touch with Mr. Jeff Green who stated that he was fully aware of the problems but could do nothing until the Police had completed investigations after the fatality in November 2005.� Mr. Green will keep the Council informed on progress.
On 3.3.7(a) Fly Tipping.� Noted matter ongoing with Councillor R. Hanson.
On 3.9(b) Bryncoch Farm, Fairwood.� Noted letter dated 26 January 2006 and that further to the Contravention Notice being served, a meeting had been held with the owner and the Planning Department are satisfied that the garage is not being used as self-contained holiday accommodation.� However, the site will be monitored on an occasional basis during the summer months.
���������������� The replacement caravan is used as overspill accommodation for friends and family and therefor ancillary to the main use of the property as a dwelling.� The caravan is also within the curtilage of the site.� Consequently Planning are unable to pursue this matter further.� The caravan will also be monitored during the summer months.
On 3.6 Letter from the Leader, C & C of Swansea � Outstanding Matters.� Noted letter dated 26 January 2006 which gave part answer to the points raised on Nicholaston Farm, i.e. Enforcement Proceedings have been instigated in respect of unauthorised camping on field 1229.� To date, however, no Enforcement Notice has been issued and discussions are ongoing with the landowner in respect of the matter.
���������������� The question regarding camping and touring caravan sites in fields numbered. 2038 and 2839� - What is the position? � has not been answered and neither have the problems raised with regard to hedge cutting (particularly Perriswood) and flooding and speed of vehicles on road A4118 and signage and markings, Penmaen Hill.
���������������� Further noted the Clerk was furthering the unanswered matters.
On 8(a) Highway Problems.� Noted the Clerk had furthered the matter regarding signs at Nicholaston Church.
4.����������� Reports from Members
����������� The Chairman reported she had received written notes in respect of the meeting she had attended on 16 January 2006 at Swansea Museum regarding the proposed exhibition to mark the 50th Anniversary of Gower as an AONB.� Noted it is hoped to put out an appeal in the Evening Post for relevant objects, ephemera, etc. and organise opportunities for oral history recordings in the near future.� In the meantime relevant objects are being selected from the Museum�s collections and lists made of objects already offered.� The next meeting is to be held at 11.00 a.m. on Monday, 27th February, at Swansea Museum.� The Chairman will attend and report back.

5.����������� Planning Applications.
����������� The weekly lists were received.
����������� a)�������� Planning letter 6.2.06 � Penmaen Farmhouse and Jasmine Cottage � 2 single-storey rear extensions and detached single garage.
����������������������� Agreed to respond as follows:� �Garage not being looked at in isolation but is part of planning permission for Penmaen Farm and Jasmine Cottage.� Council has already expressed its opposition to what has been proposed�.
����������� b)�������� Application No. 2006/0115
Location: Parc Le Breos Court, Penmaen.
Proposal: Retention of detached outbuilding.
Applicants: Mr. T. H. Ley.
Agreed to raise no objection.
b)�������� Application No. 2006/0323
Location: Myrtle Cottage, Nicholaston.
Proposal: Two-storey side extension, side conservatory and two-storey rear extension.
The consensus of opinion is to raise no objection.� However, the Clerk was asked to hold the letter of response until Councillor H. John had checked the previous application and contacted the Clerk.
Area 2 Development Control Committee Agenda and papers for 7th and 14th February 2006 were handed to Councillor H. John.

a)�������� Wales Audit Office Invoice 0/P1001065 dated 3.2.06 in respect of 2004/05 Audit fee in the sum of �58.75 (fee �50, VAT �8.75).� Agreed payment.

c)�������� Letter dated 20/2/06, Dr. & Mrs. B. Phillips, �Waitawhiti�, Penmaen, regarding possibility of turning area using hard-core at the end of the road and the possibility of a larger rubbish bin by the bus stop at Nicholaston Cross.
����������� Agreed that both matters be taken up with the appropriate departments and that Dr. & Mrs. Phillips be advised of this, as well as the possibility of, in addition to the �No Through Road� notice, a notice saying �Unsuitable for heavy vehicles� and, prior to cross-roads on south side, a direction post giving distances to Oxwich and Reynoldston.

(a) Highway
Matters
����������� Councillor John Harris stated that the double white lines on the road A4118 starting at Torbay Car Park going west to Nicholaston should be extended eastwards for 240 yards for safety reasons.� In addition, double white centre-of-the-road lines may well be considered for Penmaen Hill.
����������� Agreed matter be taken up with the Highways Department and that Councillor John Harris� name and telephone number be passed on to the Department in order that contact could be made with regard to both maters.
