The monthly meeting of Ilston Community Council will be held on Wednesday,   24 March 2010, at 7.30 p.m. in Penmaen & Nicholaston Parish Hall.

 

MEMBERS OF THE COMMUNITY ARE WELCOME TO ATTEND AND ANY MATTERS THEY WISH TO RAISE WILL BE HEARD DURING THE FIRST TEN MINUTES OF THE MEETING PRIOR TO THE COMMENCEMENT OF THE AGENDA

At a meeting of the Ilston Community Council held at Penmaen and Nicholaston Parish Hall on Wednesday, 24 February 2010

Present:              Councillors Peter Burgess, V. M. Jones, T. A. Beynon (Northhills), Mrs. C. Grove,

                             W.J. Anderson, Mrs. F. Owen John, Mrs. J. Llewellyn, T. Beynon (Nicholaston) and R. Church.

In the Chair:       In the absence of the Chairman through illness, the Chair was occupied by the Vice Chairman, Councillor P. J. Burgess.

The Chairman, Members and Clerk expressed their congratulations and best wishes to Councillor and Mrs. Nigel Hollett on the birth of their baby son.

1.       Apologies for Absence.

          Apologies for absence were received from Councillors Mrs. J. A. Griffiths and N. Hollett.           

2.       Minutes.

          The minutes of the meeting held on 13 January 2010 were confirmed and signed as a true record.

3.       Matters Arising.

On 3.4      Shed at The Forge, Cartersford.  Noted still ongoing.

On 7(c)     Community & Town Councils Forum, 19 January 2010.   Noted meeting postponed and rearranged for 16 March 2010.

On 8(c)     Grit Boxes.   Noted additional boxes needed:-

                 1 below and 1 above the bend on Penmaen Hill, and 1 lower side and 1 upside by bus-stop at Nicholaston Cross.

                 Agreed Clerk to further with Highways Department.

4.       Reports from Members.

(a)        Councillor R. Church reported on Rural Business Project – Village Enhancement Scheme – and that the Authority will come back to him in a month’s time.  In the meanwhile, any specific projects are to be forwarded to Councillor Church by next meeting.

(b)        Councillor W. Anderson reported on monitoring strategy (dredging), Nobel & Helwick Banks, and that the base-line survey is not yet done.   A non-technical report would be very beneficial.

            Agreed Port Eynon Council be asked as to where they are on follow up after meeting with Alan Cairns AM on sand dredging over 12 months ago.  

The Councillors were thanked for their reports.

           

5.       Planning Applications.

          The weekly lists were received.

          Applications dealt with by Planning Sub-Committee:

          Location:              Little Waterstone Farm.

          Proposal:              Retention and completion of new detached dwelling for holiday let.

          Applicant:             Mr. N. Woollacott.

          Council’s observations shown as Appendix ‘A’ to this minute.

Council confirmed the Sub-Committee’s action.

6.       Correspondence

          Received and noted:-     

a)       Invoice D. Cottle typing services dated 17/12/10 for period ended 17 February 2010, typing etc., in the sum of £173.37.   Agreed payment. 

b)      Letter 24 January 2010 from Councillor Tom Beynon, Northhills, Penmaen regarding Penmaen Green maintenance (mole extermination) and mole problem on Green and parts of Penmaen Church.  The Green is at present cut by Councillor Beynon and his father on a purely voluntary basis and molehills are causing problems with the mower blades.  Councillor Beynon has a contact who is a certified mole catcher who suggests a one-off fee of £30 set-up charge then £10 per mole caught.  Councillor Beynon envisages the cost per year to amount to no more than £40 - 4 moles at £10 (except this year when he envisages the cost to be £70, i.e. £30 set-up fee and 4 moles at £10).

          In fact, the Green has already been set up and 5 moles caught which amounts to £80.

          Councillor Beynon was informed that before any costs are incurred by the Council, requests are put before the Community Council for approval or otherwise.

          After deliberation, the Community Council agreed that a one-off payment of £80 be made to the mole exterminator on receipt of an invoice, and that no further work be carried out on behalf of the Community Council with regard to mole catching.

c)       C & C of Swansea letter dated 13 January 2010 informing the Council that the next meeting of the Community/Town Councils Forum is scheduled for Tuesday, 16 March 2010 at 5.00 p.m.   Civic Centre, Swansea.   Councillor W. Anderson to attend.

d)      C & C of Swansea, Education Department, re option to close Gowerton 6th Form – no decision as yet.  However, Council will be kept informed.   Further information on www.swansea.gov.uk/ed

e)       Finance Department letter, 8 February 2010 – Precept payment dates for 2010/11.
