Ilston Community Council


At a meeting of the Ilston Community Council held at Penmaen and Nicholaston Parish Hall on Wednesday, 25 July 2007

Present:            Councillors Mrs. F. Owen-John, H. John, N. Hollett, V. Jones,
            P. Burgess, Mrs. J. Llewellyn and J. Harris

Members of the Public:    Mr. David Andrews, Clive and Kate Probert, Rosemary and Palle Mason.


1.    Apologies for Absence.
    Apologies for absence was received from Councillors Mrs. J. A. Griffiths, W. Anderson,     Rod Hanson and Tom Beynon

Prior to the agenda matters, representations were made by members of the public listed above on the planning application for Bryn Cottage, Penmaen.  Views were noted by the Council.

2.    Minutes.
    The minutes of the meeting held on 27 June 2007 were read, confirmed and signed as a true record.    
3.    Matters Arising.
On 3(a)    Barham Centre, Mount Pisgah Chapel, Parkmill.  Noted  letter dated 9 July 2007 from Grenville Fisher and that the URC have agreed without prejudice to sell their interest in the Chapel.  A rescue fund has been set up to raise money for this purpose and the Welsh Assembly have indicated that the Centre would be eligible to apply for a grant towards possible acquisition and refurbishment.
    The Trustees of the Centre would also like to meet representatives of the Council to involve as much community interest as possible.
    Agreed that the Chairman, Councillors Peter Burgess, W. Anderson and V. Jones meet the Trustees and report back.  Councillor Vivian Jones to act as Liaison Member with Grenville Fisher.
    Further agreed that the approved donation of £200 be held until the cost of purchase is known, then the question of a donation could be reconsidered.
On 6(a)    Signage on Cefn Bryn.   Noted that Councillor Burgess had been informed that no signs could be erected on common land.
    Further noted that Councillor Burgess would now further this matter direct with John English of the Engineers’ Department.
On 5(a)    Planning Application No. 2007/1266, Field 5077, Three Cliffs Bay Caravan Park, Penmaen, Gower -– use of land for a Christian Youth Camp 21 July 2008 to 16 August 2008 inclusive.  Noted letter dated 4 July 2007 together with enclosure giving detailed information as to numbers attending, etc.
    After deliberation, agreed to raise no objection.


4.    Reports from Members.
Noted that Councillor Anderson had been unable to attend the following meetings:  Community Council Forum 3rd July 2007 and the Swansea Stakeholder Forum on 12 July 2007.

5.    Planning Applications.
    The weekly lists were received
(a)    Planning Application No. 2007/1485
Location:    Parc Le Breos Court, Penmaen.
Proposal:    Two-storey side extension with front and rear dormers.
Applicants:    Mr. & Mrs. T. H. Ley
After discussion, agreed to raise no objection.

(b)    Planning Application No. 2007/1510
Location:    Bryn Cottage, Penmaen.
Proposal:    Replacement detached dwelling and garage.
Applicants:    Mr. & Mrs. M. Morgan.
    After very lengthy discussion agreed to object on the grounds shown as Appendix ‘A’ to this minute.

    The Area 2 Development Control Committee Agenda and papers for 17 July 2007 had been forwarded to Councillor H. John on 16/7/07 and papers for 3rd and 24th July 2007 were handed to Councillor John at this meeting.

6.    Correspondence.
    Received and noted:-
a)    Invoice dated 25/7/07 Penmaen & Nicholaston Village Hall rental January to July 2007 in the sum of £121.60 (7 sessions @ £15 = £105.00, and 83 units of electricity @ 20p per unit = £16.60).   Agreed payment.
b)    D. Cottle Typing Services invoice dated 17/7/07 – typing etc. to 17 July 2007 in the sum of £197.12.   Agreed payment.
c)    Richard Beale Planning Services letter dated 17 July 2007 stating Picnic Area Penmaen Overnight Parking sign now erected.
d)    Letter dated 10 June 2007 from Mrs. Carol Williams, 15 Lon Mafon, Tycoch, regarding the bench at Penmaen Village Green, which has now been put back after refurbishment.  Mrs. Williams’ husband was tragically killed in a road accident in June 2003 near the Village Green and she now informs the Council that when the seat needs replacing she would like to donate a new one.   This gesture was noted with grateful thanks.  The Clerk stated he would contact Mrs. Williams, expressing the Council’s thanks for her generous gesture and telling her that her letter would remain on file until her kind offer needed to be taken up.
e)    Electoral Registration Officer letter dated July 07 regarding current Community Council membership.  Noted the Clerk had already responded accordingly as there was no change to the information already in the City & County’s possession.
f)    Letter dated 23 July 2007, Peter McLellan, Ash Tree Cottage, Penmaen, and copy letter dated 11 July 2007 from Mr. Rupert Kett-White to Mr. E. K. Harris, Tredegar Farm, Llangyfelach regarding noise pollution at Penmaen House, Penmaen, particularly on 8/9 July and 21/22 July 2007.   Agreed matter be brought up again with the Noise Pollution Officer, C & C of Swansea and that Mr. Harris be asked if he is able to do anything about it.
g)    Brian Smith, Pennard Community Council letter dated 2/7/07 re feedback from Community Councils, website – presentation to a future meeting.  Agreed to further with Councillor Rod Hanson in first instance, then Brian Smith.
h)    Ombudsman for Wales Annual Report for 2006/07 – to Chairman in first instance.
i)    Christadelphians Killay – poster.
j)    Society of Local Council Clerks, Notice of Welsh Conference, Cwmbran, 12 September 2007.
k)    Martin Caton MP and Edwina Hart AM, Summer Surgeries, Gower Constituency, 30 July to 31 August 2007.

9.    Any Other Business
(a)    Path to Tor Bay
    Councillor John Harries reported that the last 100 yards of path to Tor Pay needs cutting and the seat needs repair or replacing.
    Agreed matter be taken up with the National Trust.
(b)    Sandy Lane surface
Councillor J. Llewellyn reported that Sandy Lane needed many potholes to be filled in.  The Clerk stated he had taken this up on several occasions and would do so again.

        Noted date as Wednesday, 26 September 2007 at 7.30 p.m.

(d)    Advance apology for absence
        Noted the Chairman would be away for the September meeting.
