Ilston Community Council

At a meeting of the Ilston Community Council held at Penmaen and Nicholaston Parish Hall on Wednesday, 26 March 2008

Present:        Councillors R. Hanson, V.M. Jones, W. J. Anderson, N. Hollett,
    Mrs. J. A. Griffiths, Mrs. J. Llewellyn, W. J. Harris and T. Beynon.

In the Chair:        The Chairman being absent, the Chair was occupied by the
    Vice-Chairman, Councillor Rodney Hanson.

Councillor Richard Lewis made a late appearance at the meeting.

Prior to commencing the Agenda, Mr. Roy Church of the Barham Centre, Parkmill, addressed the meeting on the current position with the Centre.   Mr. Church’s letter dated 20 March 2008 was noted and he stated the Centre had been successful in an application for a grant which is worth up to £100,000 over a two-year period.  Mr. Church also wished to seek election to the Community Council at the next election in order to ensure that the Barham Centre project properly integrates into the Local Community.

    Apologies for absence were received from Councillors Mrs. F. Owen-John, H. John and Peter Burgess.
    
2.    Minutes.
    The minutes of the meeting held on 27 February 2008 were read, confirmed and signed as a true record.    

3.    Matters Arising.
On 4.    Shed at The Forge, Cartersford.  Noted matters still ongoing with Rhodri Williams, Planning Enforcement Section.
On 8.1(c)    Hill, Penmaen – on bend – car debris and stones both sides.  Noted matter now to be reported to the Chief Executive, City & County of Swansea.
On 5(a)    Planning Application No. 2007/1826 – Amended Plans, Byways, Lunnon.  Noted response shown as APPENDIX ‘A’ to this minutes.
On 6(b)    Official Opening, Civic Centre, 18 March 2008.  Noted Clerk unable to attend on the day.
On 7(b)    Jasmine Cottage, Penmaen Farm, Penmaen.  Noted that work being carried out was being monitored by the Conservation Officer and Planning Enforcement of the City & County of Swansea.  Further noted Councillor John Harris would keep a watching brief and report any problems direct to the Conservation Officer.
On 7(c)    Highway Matters.  Noted all matters are now to be reported to the Chief Executive, City & County of Swansea.



4.    Reports from Members.
Councillor W. Anderson reported on the meeting he had attended on 29 February 2008 on Development of the New 2008 Community Strategy – Our Ambition No. 5, which dealt with the Local Services Boards (Partnerships) Citizen Centred Vision, Horizon Planning and Open Projects.  Noted that Partnership Boards are statutory.
Councillor Anderson was thanked for his detailed report.

4(a)    Service Agreement with City & County of Swansea.  Noted report by Councillor W. Anderson and agreed a response to the Chief Executive, City & County of Swansea (shown as APPENDIX ‘B’ to this minute).
(4(b)    Letter to Chief Executive, City & County of Swansea, regarding ongoing requests for action.   Noted report by Councillor W. Anderson on Community Council Forum held on 4 March 2008 when criticism was levelled at the City & County of Swansea because of the lack of response to requests.  The Chief Executive has asked that a list of all requests for action not responded to be sent to him.    Council’s response is shown as APPENDIX ‘C’ to this minute.    

5.    Planning Applications.
    The planning lists were received.
    Noted there were no applications on this occasion.
The Area 2 Development Control Committee Agenda and papers for 4 March 2008 were handed to Councillor V. M. Jones.

6.    Correspondence
    Received and noted:-    
a)    Letter dated 5 March 2008 – Penrice Community Council regarding the possibility of Perriswood being transferred to Penrice under the Boundaries Commission Review.  Agreed that Penrice be told that as the residents of Perriswood are long-established members of the Nicholaston Ward, this Council is content with the boundaries as the stand, and indeed have informed the Boundaries Commission that it wishes the status quo to remain.

7.    Any Other Business
(a)    Community Council Elections, 1st May 2008
    Noted that Councillors John Harris and Howard John from the Penmaen Ward were standing down for the Election of Community Councillors on 1 May 2008.
    Further noted that Mr. Thomas A. Beynon of Penmaen and Mr. Roy Church of Parkmill had indicated to the Council that they would stand for election on 1 May 2008.
    Nomination papers were handed to Members present and arrangements made for papers to be given to those not present.
    Papers were also given to Mr. Roy Church earlier at the meeting and to Councillor John Harris for onward transmission to Mr. Tom A. Beynon.

(b)    Layby on left above Gower Inn towards Swansea
    Noted soil had been dumped there.  Agreed Clerk contact Clerk to Pennard Community Council as this was in the Pennard area.  

(c)    Cattle grid on approach into Ilston from Fairwood Common
    Noted tyres had been dumped there.  Agreed matters be taken up with the Environment Department.

(d)    Date of next meeting
    Noted date of next meeting as Wednesday, 30 April 2008.
