Ilston Community Council


At a meeting of the Ilston Community Council held at Penmaen and Nicholaston Parish Hall on Wednesday, 26 September 2007

Present:        Councillors R. Hanson, V. M. Jones, Mrs. Julia Llewellyn, Mrs. J. A. Griffiths,
        W. J. Harris and Tom Beynon.

In the Chair:        In the absence of the Chairman, who was abroad, the Chair was occupied by the Vice Chairman Councillor Rodney Hanson.

Prior to the agenda matters, the Rev. Grenville Fisher addressed members on the position with Pisgah Chapel (The Barham Centre) and stated that the URC were prepared to accept £65,000 for the Chapel.  Rev. Fisher further stated that he was not seeking financial assistance at present, as a 100% grant could well come from the Welsh Assembly for purchase, and other grants could be obtained to improve facilities.  It was hoped to provide further community facilities at the Centre.  The Post Office is already there and various small groups are holding meetings, etc.  Rev. Fisher hoped that the Management Committee at the Centre and the Community Council could work together to achieve their aim.  Noted that the Council would not lose sight of a donation in the future if needs be.
The Council were then asked for a letter of support which could be forwarded to the Welsh Assembly.  Rev. Fisher was asked to obtain relevant information from Mr. Roy Church and forward it to the Clerk for inclusion in an appropriate letter from the Council.  It was noted that the Barham Centre AGM was to be held on Monday, 8th October 2007.  Council representatives hoped to be present at the meeting.   
(Members appointed to deal with Barham Centre matters are The Chairman, Councillors P. Burgess,    V. Jones and W. Anderson, with the last two named acting as Liaison Members.)
Rev. Fisher was thanked for his attendance and left the meeting.
Councillor John Harris then reported on the death of Terry Thomas, a Member and past Chairman of the Council, who will be sadly missed in the community.  Members and the Clerk stood in silence as a mark of respect.

1.    Apologies for Absence.
    Apologies for absence were received from Councillors Mrs. F. Owen-John, W. Anderson,        P. Burgess, N. Hollett and Howard John.
    It was noted that apart from holidays in New Zealand, this was the first meeting missed by Councillor Howard John since his election to the Council in 1991, a truly remarkable record.

2.    Minutes.
    The minutes of the meeting held on 25 July 2007 were read, confirmed and signed as a true record.    
    The minutes of the planning sub-committee held on 2 September 2007 which considered the following applications:

(c)    Application No. 2007/1829   )    Byways,

were approved (minute shown as Appendix ‘A’ to this minute).
3.    Matters Arising.
On 3.6(a) Signage on Cefn Bryn.   Noted matter ongoing with Councillor P. Burgess and John English of the Engineers’ Department of City and County of Swansea.    
On 6(f)    Noise pollution, Penmaen House, Penmaen.    Noted letter dated 5 August 2007 from Mrs. Ros Harris and shown as Appendix ‘B’ to this minute.  
    Further noted that the Noise Pollution Officer, City and Council of Swansea, was furthering matters and would report back in due course.
On 6(g)    Feedback from Community Councils’ website – presentation to a future meeting (Brian Smith, Pennard Community Council).   Noted Councillor R. Hanson sat on this group on the Council’s behalf and Council felt that any feedbacks could adequately be reported by him.

4.    Reports from Members.
Noted that Councillor Hanson reported that a large shed had been erected at Mrs. E. Morgan’s The Forge, Cartersford, Pengwern Common.  The Clerk was instructed to check if planning permission had been sought.

5.    Planning Applications.
    The weekly lists were received.
    Noted there was one further application to those which had already been dealt with by the Planning Sub Committee held on 2 September 2007, namely:-

    Planning Application No. 2007/1826 and letter dated 18/9/07 from Planning Services (amended plans).
Location:    Byways, Lunnon, Gower.
Proposal:    Demolition of an existing bungalow and construction of detached dwelling, extension of residential curtilage and new access drive (outline).
Applicant:    Mrs. G. M. Morgan
After discussion, agreed to object on the grounds that the proposed construction of a detached dwelling, extension of residential curtilage and new access drive (outline) is encroaching on agricultural land which contravenes planning regulations.

    The Area 2 Development Control Committee Agenda and papers for 7 and 14 August and 4, 11, 25 September 2007 were handed to Councillor John Harris for onward transmission to Councillor Howard John.

6.    Correspondence.
    Received and noted:-
a)    Lord Mayor’s secretary’s letter, 10 September 07 – invitation to Lord Mayor’s Civic Service 14 October 2007, St. Peter’s Church, Newton, 3.00 p.m.  Agreed Chairman attend if convenient.
b)    Commons Commissioners, Smith Square, London, Commons Registration Act 1965 – hearings held in Swansea on 25, 26 and 27 October 2006 – decisions – papers to the Chairman.
c)    Application for Government permission, Area 486 (Western Bristol Channel) aggregate extraction licence.  Noted response dated 27 September 2007 and agreed it be forwarded to EMU Ltd., Southampton.  (Précis – futile to resist, strict monitoring, subject to review in the light of that monitoring.)
d)    Letter dated 7/9/07 – Legal Services, City and County of Swansea – alleged right of way Penmaen to Nicholaston.   After consideration and scrutiny of the plan, agreed to respond as follows:    “Hatched line between  ·A and  ·B is  not a  public  right of way  and should  not  be
    described as such.  The anomaly on the definitive map in respect of NI 10 to the west of ·X should be resolved by reclassifying the footpath to a bridleway.
e)    Letter received 4/8/07 Electoral Officer, City and County of Swansea – Review of Polling Districts and Polling Stations.   After discussion, agreed the status quo remains.
f)    Gower Society News Letter, Autumn 2007.
g)    Defra, Page Street, London letter dated 25/9/07 – International Animal Health Division – Export of Horses from GB to Jersey.
h)    Community and Town Councils Forum Agenda for meeting on 18/9/07 (Councillor Anderson unable to attend) and hard copy of the presentations made on 3 July 2007.  Also letter regarding time of meetings (Clerk to liaise with Councillor Anderson).
i)    Age Concern invitation to AGM 25/10/07.

7.    Any Other Business
(a)    Potholes
    Members reported on bad potholes in the following places:
    a)    Road, Torview Carpark, Penmaen.
    b)    Lunnon Hill.
    c)    Lunnon Road shoulder.
    d)    Furzehill Lane from Brynafel Farm entrance to Ilston Village.
    e)    Ilston Church path (within metre of the road), Highways ref. no. 208076.
    Agreed  matters be taken up with the Highways Authority.


(b)    Speeding, Furzehill Lane
Councillor J. Griffiths reported on persons speeding in Furzehill Lane and felt that the best way to deal with it in the first instance is that she and Councillor Hanson speak to persons concerned and report back.  Council agreed with this course of action.

(c)    Overhanging trees on Gower
    Councillor J. Llewellyn raised this problem again and asked if Councillor Richard Lewis could be asked to attend the next meeting to update the Council on this matter (problem referred to him several weeks ago) and also that he be asked to support the Council’s objections to development at Byways, Lunnon.

(d)    Date of Next Meeting
