At a meeting of the Ilston Community Council held at Penmaen and Nicholaston Parish Hall on Wednesday, 30 November 2005
Present: Councillors Mrs. J. Llewellyn, V. Jones, H. John, R. Hanson, W. J. Anderson, P. J. Burgess, Mrs. F. Owen-John, W. J. Harris and T. Beynon.
In the Chair: Councillor Mrs. J. Llewellyn.
Prior to the commencement of the Agenda the following persons were heard:
(a) Mr. John Davies, Transport Consultant, who has been contracted by the City and County of Swansea to prepare a marketing strategy for the Gower Explorer bus services. Members raised several points which Mr. Davies would take on board, but unfortunately for Members and the Clerk, Complaints was not one of his remits!
(b) Mr. Adrian Hughes, Fire Service, Reynoldston, regarding accidents on Penmaen Hill (statistics provided). After details and questions, agreed a letter be sent to SDO Wyn Edwards, Swansea County Command HQ Mid & West Wales, F & RS, Sway Road, Morriston, Swansea, expressing great concern with problems on Penmaen Hill and at the same time a further letter to Traffic Section of the City and County of Swansea.
Both gentlemen were thanked for their addresses.
Messrs. G. Mobbs and D. Brown (members of the public who were in attendance) were then addressed again in relation to parking in Parkmill. The gentlemen were told that the land in question did not appear to be common land and the way forward was for them to proceed with the land owners and the Planning Department.

Apologies for absence were received from Councillors Mrs. J. A. Griffiths and N. Hollett.
2. Minutes.
The minutes for the meeting held on 26 October 2005 were read, confirmed and signed as a true record.
3. Matters Arising.
On 3.3.7(a) Fly Tipping. Noted matter ongoing with Councillor R. Hanson.
On 3.9(b) Bryncoch Farm, Fairwood. Noted letter still awaited.
On 3.3.7 Barham Centre, Parkmill. Noted reply from Charity Commissioners dated 11/11/05 and meeting held on 3 November 2005.
On 3.8(a) Letter dated 22/8/05, Forestry Commission Wales, Parkwood and Millwood, Gower. Noted letter dated 14/11/05. Papers to Councillor H. John in first instance, then Chairman.
On 5(c) Application No. 2005/2099. Ilston Park Stables, Ilston. Noted objection as land deemed to be in Open Countryside.
On 8(a) Trekking sign, double bend, Penmaen Hill. Noted matter taken up with Traffic Section and that nothing can be done until police have finished their investigations after the recent fatality.
4. Reports from Members
Noted reports from Councillors Mrs. J. Lewellyn and Mrs. F. Owen-John who had attended a meeting with the Police Authority at the New Stadium, Swansea, on 16 November 2005 regarding the amalgamation of the Welsh Forces, and a meeting with Swansea Museum Service on 21 November 2005 at Swansea Museum regarding 50th anniversary of Gower AONB with an exhibition from May to August 2006 and a conference in May 2006. (Key dates: 9 May 1956 when the AONB was designated and 10 December when the Parliamentary Order was confirmed.)

Agreed to raise no objection to each of the application.
f) Application No. 2005/2225
Location: Kenilworth, Penmaen.
Proposal: Retention of pitched roof to detached garage.
Applicant: Drs. U. and R. E. Prells.
Agreed to respond as follows: Council does not agree with retrospective planning. Had Council been consulted sooner, it would have had concern over increasing the roof height. It is noted application is for use as a storeroom. If there is a material change from this the Planning Authority should be consulted.
Noted report by Councillor V. Jones that local residents were concerned at work being carried out at 4 Lunnon Close, Lunnon, which includes:-
(1) building of a large outbuilding in the garden;
(2) demolition of single-storey side extension which is now being rebuilt;
(3) construction of a rear extension, possibly to be a conservatory.
As the Council is not aware of any planning applications in this respect, agreed the Planning Department be asked for their observations.
Development Control Committee Agenda and papers for 2nd, 8th, 15th and 29th November were handed to Councillor H. John.

6. Letter from The Leader, City and County of Swansea, regarding Outstanding Issues.
Noted letter dated 3 August 2005 and agreed that the following matters be brought up:
1. Nicholaston Farm. Correspondence to Planning Department regarding camping and touring caravan sites in fields 2038 and 2839.
Also the position in relation to field 1229. The next camping season will soon be here and a decision would be welcome.
2. Hedge cutting particularly lane to Perriswood.
3. Flooding problems generally.
4. Speed of vehicles on road 4118 and signage and parking on Penmaen Hill reported previously; no action warranted due to statistics of accidents.
Following recent fatality, matter now referred to Safer Swansea Partnership.
7. Correspondence.
Received and noted:-
a) Invoice Penmaen & Nicholaston Village Hall dated 30 November 2005 in the sum of £64.10. (£60 rent September to November 2005 (2 meetings in October being 24th and 26th) and £4.10 for electricity.)
Noted increase in rent from £10 to £15 per session which had been previously noted at the meeting on 28/9/05.
Agreed to increase in rent and payment.
b) Invoice D. Cottle Typing Services dated 23.11.05, typing, etc. to 23 November 2005 in the sum of £148.68. Agreed payment.
c) Letter dated 23 November 2005, Finance Department, City and County of Swansea, Community Council Precepts 2006/2007. Agreed letter be placed on Agenda for January 2006 meeting.

8. Any Other Business
(a) Highway
Problems
Noted 1. Cattle-grid near Penmaen Church needs cleaning out.
2. Debris on road side near double bend, Penmaen Hill going west, needs clearing.
3. No Through Road sign needs replacing near bus shelter, Nicholaston Cross.
4. Signs needed at Nicholaston Church making motorists aware that there could be pedestrians crossing the road.
Agreed above matters be taken up with the Highway Authority.
c) Date of next meeting. Noted date of next meeting as Wednesday, 25 January 2006 at 7.30 p.m..
As there was no further business, the meeting closed at 9.25 p.m.
