llston Community Council
At a meeting of the Ilston Community Council held at Penmaen and Nicholaston Parish Hall on Wednesday, 31 January 2007
Present:        Councillors R. Hanson, W. J. Anderson, H. John, P. Burgess, T. Beynon and V.M. Jones.
In the Chair:    Councillor R. Hanson, Vice-Chairman, who occupied the Chair in the absence of the Chairman, Mrs. F. Owen-John.
1.    Apologies for Absence.
Apologies for absence were received from Councillors Mrs. F. Owen-John, J. Harris, Mrs. J. A. Griffiths, N. Hollett and Mrs. J. Llewellyn.
2.     Minutes.
The minutes for the meeting held on 29 November 2006 were read, confirmed and signed as a true record.
3.     Matters Arising.
On 3 3 para (b) Traffic problems, Penmaen Hill. Noted sign on dangerous bend had now been removed (letter dated 20 November 2007 from Highways Department). Agreed the Clerk send a further letter asking that the work on the other necessary signage be carried out before Easter when visitors start coming to Gower again.
On 3.3.7(a) Fly Tipping. Noted matter ongoing with Councillor R. Hanson.
On 8 (b)    Drainage off Cefn Bryn. Noted matters ongoing.
On 3.8(a)   Land north of Western Farm, Nicholaston. Noted report still awaited from Mr. Rhodri Williams in relation to the physical work carried out on the Common. Clerk will further this matter with Mr. Williams.
On6(b)    Letter dated 14/10/06, L. Shinner. Parkmill - inappropriate car parking. Noted letter dated 11/12/07 and that the Community-based Police Officer will deal with the inappropriate parking. Further noted that Mr. Shinner has been advised to liaise with the Police as and when problems arise.
On 9(3)    Grazing. Fairwood Common. Noted copy of a letter from Legal Services, C & C of Swansea, dated 7/11/06. (Letter shown as Appendix A to this minute).
On 4(a)    Code of Conduct for Members. Noted Councillor T. Beynon would return the papers to the next meeting.
On 6.      Precept 2007/2008. Noted the Clerk\'s report on future expenditure in relation to the fees for a Clerk when the new appointment is made. At current rates taken on the mid point of £9 per hour for 12 hours per month, the fee would be £1,296 per annum.
Fees to the current Clerk are paid on the basis of 50% fee and 50% as rent of accommodation as the Council have no office premises. This would have to be taken into consideration with a new appointment. Annual leave on a pro rata basis would need to be looked at, as would a budget for training.
With regard to the gratuity to the current Clerk, this is calculated to a set LG formula payable up to the age of 70 and would work out at £2,389.

5.     Planning Applications.
The Planning lists were received. a)    Application No. 2007/0094
Location:     Brookside Cottage, Parkmill, Gower. Proposal:     Incorporation of land into residential cartilage and retention of new vehicular access and driveway. Applicant:    Mr. M. D. Von Mantripp. Noted villagers\' concerns and objections. Further noted the acute parking problems in Parkmill Village. After lengthy debate, agreed to raise no objection but to ask that the materials for the hardstanding should be "grasscrete" blocks in order to prevent further loss or erosion of the grass area.
The Area 2 Development Control Agenda and papers for 5/12/06 and 9th, 16th and 30th January had been delivered by hand to Councillor H. John earlier today.
6.    Correspondence.
Received and noted:-
a)     Letter dated 14/12/06 Planning Services, stating that App. No. 2001/1219 (Part of Field 3333, Nicholaston Farm,Nicholaston - proposed erection of building to include swimming pool, toilets and lockers) had been withdrawn by the applicant on 14/11/06.
b)    WA letter 29/11/06 - Consultation paper on proposed marine minerals dredging Regs. and Procedural Guidance, which had been handed to Councillor Peter Burgess on 2/12/06, was received by the Council and Councillor P. Burgess stated the paper was putting the current informal consultation onto a statutory footing and needed no response by the Council.
c)    Legal Services letters, 22 December 2006 and 25 January 2007, date of next Community Councils Forum 6 March 2007. Agenda to follow.
d)    National Trust, Sian Musgrave, Head Warden letter 26/1/07. Next month or so work will be carried out on Penmaen Common, Cefn Bryn, consisting of ditch clearance and scrub removal on the spring line and the laying of the hedge along the roadside opposite car park and Rose Cottage. Agreed the Clerk ask Sian Musgrave if the ditch upside of the Loop Road, Penmaen, could be cleared out by the contractors.

6.    Any Other Business
a) Pothole, Ilston Lane
Councillor V. Jones reported on the state of Ilston Lane and that there was a large pothole on the lane running from Lunnon to Ilston near the property called Stoneleigh. Agreed Clerk take up the matter with the Highways Department.
b) Date of Next Meeting.
Noted date as Wednesday, 28 February 2007 at 7.30 p.m.
