MINUTES OF THE MEETING

 

HELD AT PENCLAWDD COMMUNITY CENTRE

 

ON THURSDAY 15th APRIL, 2010 AT 7.00p.m.

 

 

MEMBERS PRESENT:                   Chairman Councillor Mrs. P. Guy.

Councillors  J. Guy, C. Jones, Mrs. S. Davis, D. Jones, P. Place, P. Tucker, G. Nicholls & Mrs. J. Usher.


Also present at the meeting were a group of residents from Llanmorlais

 

The Chairman welcomed everyone to the meeting and invited the group to speak. Their representative Mr. M. Divers, addressed the meeting.

 

Mr. Divers raised the resident’s concerns over the light pollution they were experiencing from the Machynys driving range. Mr Divers explained that the floodlighting at the range was adversely affecting their quality of life and despite correspondence with the owners of the range no resolution to the problem was forthcoming. Mr. Divers explained the lighting was especially severe in the winter months and that as the summer months arrived the residents were concerned the problem would just be dropped for a year. Mr. Divers requested the Council’s help with this matter.

 

The Council gave advice to Mr. Divers on whom to contact to further the complaint and voted to write to all the concerned parties supporting the residents in this matter.

 

Mr. Divers thanked the Council for its time and the group left the meeting.

 

171.     APOLOGIES FOR ABSENCE :

172.     TO RECEIVE DISCLOSURE OF PERSONAL INTEREST FROM MEMBERS IN ACCORDANCE WITH THE PROVISIONS OF THE CODE OF CONDUCT ADOPTED BY LHCC ON 2nd MAY, 2008:

 

City & County Councillor P. Tucker declared an interest in respect of matters relating to the City and County of Swansea.


Councillor Mrs. S. Davis declared an interest in respect of the contractor’s account for grounds maintenance.

The Chairman thanked all present for attending.

174.     TO CONFIRM THE MINUTES OF THE MEETINGS HELD ON THE 18th APRIL,  2010:


Councillor Mrs. S. Davis reminded the Clerk she had left the meeting and this had not been correctly reported. With this amendment, the minutes of the Council meeting held on the 18th March, 2010 was confirmed as a true record.

 

175.     MATTERS ARISING:

 

Councillor Mrs. S. Davis reported on matters concerning Hermon cemetery and it was agreed to arrange a meeting with Mr. M. Hughes to clarify matters concerning the burial of ashes.

 

Councillor C. Jones requested clarification on crumbling graves at Parc Hendy. It was agreed to arrange a meeting with the Council’s contractor to examine the graveyard.

 

Councillor Mrs. S. Davis reported that Swansea Council now had specially trained crews to pick litter on unpaved roads and that they would now be picking in the Community Councils ward’s. The Council thanked Councillor Davis for her work in this matter.

 

Councillor Mrs. S. Davis reported that the Hall Committee in Llanmorlais was willing to display records from Llanmorlais school depending on available space. Matters had been put in progress regarding the construction of some display cabinets and Councillor Davis would report back when matters had progressed. The Council thanked Councillor Davis for her work on this matter.

 

Councillor Mrs. S. Davis requested on behalf of the community of Llanmorlais for permission to use the playing fields on 26th June, 2010 for the Llanmorlais carnival. The Council agreed that permission be given on behalf of the Council and the Llanrhidian Higher Sports Association under the usual conditions.

 

176.     CLERK’S REPORT:


The Clerk reported correspondence with a member of the public concerning Hermon cemetery car park. Whilst attending graves, the complainants car had been broken into. The complainant requested that a sign be situated at the car park warning of the danger of theft. The Council sympathised with the complainant and noted the problem but regretted that based on previous experience any sign situated at the car park would soon be vandalised and destroyed.


The Clerk reported that the matter concerning the misallocation of the grave at Hermon cemetery had now been resolved and thanked all parties involved for their understanding.


The Clerk reported that regarding the amendment to the lease at Graig y Coed, the City & County of Swansea propose a site meeting to resolve any outstanding issues. It was agreed that this meeting take place on the 11th May, 2010.

 

           The Clerk reported the Scout Association have requested permission to use the playing fields at Dan y Lan on Saturday 5th June for the Scout Carnival. This was approved subject to the usual conditions.

 

           The Clerk reported the alarm at Three Crosses Community Centre is faulty and would require repair or replacement. It was agreed the Clerk proceed to resolve this issue.

At this point Councillor Mrs. S. Davis reminded the Council of her interest regarding the Ground Maintenance Contract and left the building.

 

Councillor P. Tucker declared an interest regarding the Ground Maintenance Contract on personal grounds and left the meeting.

 

177.     CONSIDERATION OF TENDERS FOR GROUNDS MAINTENANCE CONTRACT

The Clerk reported that six copies of the Councils requirements had been sent out and that two applications had been received. The Clerk produced the sealed tenders that had been received and confirmed that they had been kept safely in his possession.

Before the tenders were opened the Council discussed the contract and agreed to accept the lowest tender providing it met the stipulated requirements.


The Clerk opened the sealed tenders and reported the bids as Tender A - £33,496-77 and Tender B - £32,626-56. Council agreed to accept Tender B. The Clerk reported Tender B had been submitted by Spencer E.C.A. Ltd and was thus awarded the Ground Maintenance Contract for Llanrhidian Higher Community Council until March 2013.

 

178.     SUB COMMITTEE REPORTS:


No sub committee reports were submitted.

 

179.     ACCOUNTS FOR PAYMENT/FINANCIAL REPORT:

 

The accounts as detailed and agreed by the Clerk were passed for payment.

 

180.     COUNCIL PROPERTY, LOTTERY FUNDING AND COMMUNITY PROJECTS:

 

Councillor J. Guy reported that the Llanmorlais MUGA project was currently under budget and there was the possibility that a little money would be left. Councillor Guy requested suggestions on the allocation of this money.

Councillor J. Guy reported the netting around the tennis courts in Penclawdd was now complete.

 

Councillor P. Tucker reported that with the opening of the Llanmorlais MUGA it was important that adequate litter bins be provided. It was unanimously agreed to order bins and request that the Councils contractor install the bins for the opening.

 

Councillor D. Jones requested clarification on matters concerning Three Crosses Community Centre. Councillor J. Guy reported the Council was awaiting the adoption of a constitution by the Hall Committee.

 

181.       SWANSEA CITY COUNCIL:

 

No matters were raised.


Councillor Tucker withdrew.

Applications received from the Local Planning Authority were read out.  The applications considered were:

184.     FOOTPATHS, CYCLE PATHS AND BRIDLEWAYS:

 

Councillor Mrs. J. Usher reported on graffiti at Wernffrwd cross. Councillor P. Tucker agreed to investigate.

 

Councillor P. Tucker reported on overgrown trees at GCraig y Coed. Councillor Tucker requested the Council write to Sketty Park Estate and request the trees be trimmed. This was unanimously agreed.

186.     DATE, TIME AND VENUE OF NEXT MEETING:
