The Chair reported that he had mediated between the two parties concerned, and a satisfactory conclusion had been reached.

MINUTES OF FINANCE COMMITTEE 13TH JANUARY 2009

The Minutes had been circulated with the Agenda about the appointment of an Assistant Clerk.

 

The Minutes were approved, as amended.

 

The Chair and Clerk to draw up a short list of candidates for interview.The interview panel to be the Chair, Clerk, and Councillors Silver and King.

CATTLE ON THE PUBLIC HIGHWAY

The problems of cattle on the public highway were discussed.

 

It was agreed that a working party of Councillor Thomas, James and Hickery, together with Cllr. Mrs. Smith and a representative of the City and County of Swansea, meet Pennard Golf Club to explore ways in which this problem can be resolved.

It was also agreed that the erection of electrified wires around the greens be discussed with the Golf Club.

FIELD COMMITTEE

The Minutes of the Field Committees held on 16th January 2009 and 2nd February 2009, had been circulated and approved.

 

 

Decisions of Council:

 

        Footpath Adjacent to Picnic Table

Agreed that additional paving slabs be laid next to existing slabs making the path wider.

        Proposed Footpath

From Footpath 21 to base of wall leading from main entrance, recommended that a hardcore footpath be laid.Materials to be paid for by Pennard Community Council, work executed by the Probation Service.This was agreed.

        Outside Lighting

Agreed that advice be sought for the renewal of the outside lights, (type, quantity, position).

        Pavilion Heating

Agreed the purchase of three wall-mounted heaters to replace existing heating.An additional wall socket required in the middle room to accommodate heater.

        Practice Area

The area has ridges and troughs which add to the muddy playing conditions.

Agreed that the site be levelled and advice sought on type of foundation to be laid to alleviate future difficult playing conditions.

HALL COMMITTEE

 

        The Minutes of the Hall Committee of the 5th February 2009 were circulated and approved.

        Agreed that the Bowls Club be given free use of the Hall on Saturday 24th January 2009 whilst heating system not working.

        Agreed that an appeal be made about the rating increase due to the hall now having self-contained toilets.

        Following the recent bad weather, the Environment Committee had suggested that a Grit Bin be installed in the Hall car park. Cllr. Mrs. Smith agreed to see if a bin could be installed by the City & County of Swansea, such bin to serve both the School and the Community Hall.

        Cllr. Middleton reported that due to a car parked alongside Squiggles Nursery fencing, access from the car park was reduced, resulting in a car hitting the gate post.
It was agreed that Squiggles Nursery be asked to ensure staff did not park alongside their fence.It was also agreed that the gate posts be removed.

        Mr. Eley had written to thank the Council for free use of the Hall for the charity event.This event raised �1,040.00 to be shared equally between the Motor Neurone Disease Association and the Alzheimer�s Society.

 

 

ENVIRONMENT COMMITTEE

 

The minutes of the Environment Committee on 3rd February 2009 were circulated and approved.

 

 

Decisions of Council

        Application be made for a grant under the Awards for All Wales Scheme in respect of tables for the Produce Market and staging for the Hall

        Cllr. Middleton attend a meeting of South West Wales Farmers Market organisers in Penllergaer on 16th February 2009.

        Agreed plenary powers to the Environment Committee for advertising costs, providing such costs are within the Environment Committee�s budget.

        The City and County of Swansea be advised of potential danger of ice/snow falling off overhanging trees on the road from Kittle to Barland Quarry.

        Bishopston Community Council be asked to pursue with the City and County of Swansea damage to trees due to ivy, on trees from Barland Quarry to Bishopston Road.

        Bishopston Community Council be asked if permission could be given for a banner advertising the Produce Market to be placed on the railings at Northway, for a short period every month.

Some minor changes only required to Pennard Community Council�s existing policy.

 

Need to be pro-active in advertising the policy.
