Appointment of Assistant Clerk (Minute 09/250)

Council agreed the appointment of Mr. Colin Stacey as the Assistant Clerk, starting on 1st April 2009, subject to satisfactory references.(Plenary powers had been given to the Chair, Councillors L. Silver, N. King and the Clerk for appointing an assistant).

CATTLE ON THE HIGHWAY (Minute 09/251)

 

 

Council agreed that Pennard Golf Club be advised about Pennard Community Council�s concern of cattle on the highway as this will be subject to review once the comments of the City and County of Swansea received.

Cllr. James reported that the Website Working Party was concerned at maintenance costs of the website and that a review is currently underway with regard to restructuring of the Website.Members were asked to consider Rhossili Community Council�s entry as a best practice template for Model Freedom of Information Scheme.

        Green Path � financial assistance being looked at by both the Footpath Committee and County Councillor Margaret Smith.(Possible use of sustainable and rural development funding).Target 2010/2011 for action.

        Car Parking -Linkside Drive/Pennard Drive � no progress to report.

        National Trust � no progress on car parking at the cliffs or disabled access on footpath 1.

        The Minutes of the Environment Committee held on 3rd March 2009 had been circulated and were approved.

Letter to be sent to Swansea Council requesting clarification of whether it is possible for them to undertake enforcement action in respect of dog mess on private land.(Letter to be sent to Chief Environmental Health Officer expressing concern that dog litter bins not emptied often enough, resulting in dog litter being left in plastic bags on the pavement.This poses a risk to health, apart from the unsightliness

NEIGHBOURHOOD WATCH

        Cllr. James reported on a recent joint meeting with Bishopston Neighbourhood Watch, with Chief Superintendent Matthias.
The main theme of discussion was the future role of PCSO�s and the current Police staffing review.

 

COMMUNITY COUNCILS

        The Chair reported on the Policy Committee of One Voice Wales that he attended in Newtown, which was mainly about the closure of rural Post Offices and rural waterways and additional powers for the WAG.

        Agreed to renew the annual subscription of �299.00 to One Voice Wales.

        Noted Community Forum to be held on 17th March 2009 at 5.00pm at the Civic Centre.

The Chair and Clerk had circulated a paper with the Agenda on current procedures for amending Minutes.

 

The question was asked �What is to prevent the Chair and Clerk, at some future date, colluding to amend old Council Minutes?�

 

It was agreed that the advice of One Voice Wales be sought on this issue.
