DECLARATIONS OF INTEREST

 

 

Cllr. James declared an interest in Planning Application 2009/0533 and left the room whilst the item was under discussion.

QUESTIONS FROM THE PUBLIC

 

 

The problem of the cattle grid at Pennard School was raised by PJ.It is noisy and needs adjusting.

 

Cllr. Mrs. Smith reported that this had been discussed by the School Governorswho were responsible for the maintenance of the cattle grid, and that �240.00 had been allocated for the appropriate work.

 

It was agreed that Pennard Community Council ask the School Governors when the work will be done and if the rubbish beneath the grid, which is a health hazard, can be cleared at the same time.(Copy to the Education Department, City and County of Swansea).Situation being monitored.

ANNUAL RETURN FOR THE YEAR ENDED 31ST MARCH 2009

 

 

        The Annual Return had been circulated with the Agenda and approved by an independent auditor and Cllr. Thomas as designated Councillor (Finance).

 

 

        The reasons for the variances between 2007/08 and 2008/09 had also been circulated.

        The independent auditor had also written to say that the accounts were well maintained and there were no matters of concern.

 

        The accounts for the year ended 31st March 2009 were approved.

        It was also agreed that Mr. P. Davies be thanked for carrying out the audit free of charge for several years.

 

        Balances under Committee Heads had also been circulated, showing that Committees had accurately forecast their annual budget for 2008/09 and were very much on target.

 

        Cllr. Thomas raised his concern that in cutting the budget for 2009/10, special care had to be taken during the year that there be no cash flow problem now that reserve funds reduced.

ASSISTANT CLERK�S CONTRACT OF EMPLOYMENT

 

 

The revised Assistant Clerk�s Contract of Employment had been circulated with the Agenda.This was agreed subject to the following amendments:

 

 

a)         Paragraph 6.1(refer to paragraph 21 not 22)

b)        �������������� 8.1(add � leave year is from 1st April to 31st March

c)         �������������� 8.2(add � five working days leave)

d)        �������������� 9.4(add new paragraph � No sickness absence will be paid)

e)         ������������� 21.1(mileage will be 40p. per mile not 58.7 p. per mile)

 

It was also agreed that there be a Committee to consider Employment Law and New Employment Legislation as and when required.This Committee will be Councillors James, Cook, Thomas, Silver and Hickery.

        The meeting arranged for 26th April 2009 was cancelled as there was no quorum.

        Noted concrete strips for future memorial bases completed and miscellaneous work in hand.

        It was agreed that the contractor working on the Church could use the car parking facilities.

        It was agreed that the Assistant Clerk attend a seminar on Burial Ground Legislation at the Marriott Hotel on 10th June at a cost of �95.00

        Painting of fence from Kittle to Barland Quarry-Cllr. Mrs. Smith reported that this would be carried out as part of the cyclical painting programme.

        School Car Park used for mini remote controlled cars in the evening-the school to be advised of the noise and nuisance this causes to neighbours and could this be stopped.

        Footpath PD 21 - City and County of Swansea be asked to cut overhanging branches at the rear of 9 Park Road.

        Community Forum on 21st May 2009 at the Civic Centre noted.

        One Voice Wales � noted that the Chair of Pennard Community Council not successful in being invited to Buckingham Palace Garden Party.

        One Voice Wales � noted that the Social Justice Minister is launching a programme on child poverty.

        One Voice Wales AGM on 10th October 2009 at Ceredigion.

        The Clerk reported that credit cards are not available to Community Councils.This could be considered a loan which would require the approval of the Public Works Loan Board.
