·        The Clerk’s annual appraisal be carried out by the Chairman and (due to sickness of the Vice-Chairman) by Ms. Musgrave.

·        Mrs. James reported on the City & County of Swansea’s Strategy Update.  Agreed suitable response drafted by Mrs. James be sent to the City & County of Swansea by the Clerk.

·        Mrs. James also reported on the report ‘Beyond Boundaries’ about closer working relationships, which was noted.

·        Mrs. James reported on One Voice Wales’ training programme.  Agreed that this be considered when the Business Plan discussed on 2nd November 2006.

·        Concern expressed at apparent lack of action by the City and County of Swansea over concerns raised under Councillor Smith’s matters on the agenda.

·        Agreed that for a trial period, the Clerk contact the City and County of Swansea direct with the list of concerns, with a copy to Councillor Smith. 

·        Councillor Smith then to follow up those queries  to which the Clerk receives no response.

Decision:  Objection on the following grounds:

        This not a ‘late night’ chemist

        The chemist is located in an Area of Outstanding Natural Beauty and an illuminated sign would intrusive visually and not compatible with a village environment

        The application does not appear to be in compliance with the Unitary Development Plan.

Decision:  Objection on the following grounds:

In an Area of Outstanding Natural Beauty, where we are trying to reduce the number of signs, this is visually intrusive. 
-   Doubt is also expressed about whether the appropriate Section 194 approval has been given for the sign to be erected on common land.

For Clarification

·           Badgers Meadow  -  Pennard Community Council are concerned that details in the brochure being circulated by Meadgate, on plots 12 and 13, do not coincide with the details on their planning application.  Planning Department be asked to investigate.

 

 

Community Hall

 

 

·        School Gates  -  concern that as no springs on these gates, they  are frequently left open enabling cattle to enter the complex.  Agreed refer to the County Education Authority.

·        Pavement edge rear of the hall  -  agreed tenders be sought to level off the edge and provide additional lighting.

·        Cancer Research UK  -  agreed free use of the hall 21st October 2006 for charity and fund raising.

·        Pennard Showcase  -  noted letter of appreciation from the organisers for free use of the hall.

·        W.I. request for repositioning piano and trolley to move chairs  -  agreed further discussions with users.

·        Future use of surgery premises  -  agreed explore the possibility of other users being interested in the vacancy when it arises.  Advertise locally, possibly Newsletter to the Evening Post.

·        Dr. Waymark reported that the occupant of 17 Anderson Lane has no objection to new fencing at the rear of the premises.  Only one tender received for the work.  This tender did not comply with the tender document and needed clarification.  Agreed three further tenders be sought

·        The Clerk reported he had refused permission for the ashes of the late JH to be interred in the Burial Ground on the grounds that he left Kittle some 15 years ago.  The decision was upheld.

GOWER WEBSITE

 

 

·        Mrs. James reported on the meeting held on 3rd October 2006.  Need to encourage users to update information about their area.

·        Agreed £100.00 be placed in the draft budget, to jointly fund with other Gower communities, a tent advertising the role of community councils at the next Gower Show.

·        Not agreed that a group photograph of Pennard Community Council be taken and placed on the website.

·        A training and social evening being organised for 21st November 2006 to be held at County Hall following the Community Forum meeting.  It is hoped that all members of all Gower Councils will attend.

FACILITIES FOR YOUNG PEOPLE

 

 

·        Dr. Waymark reported on the proposed future development of the field and premises.  This was agreed in principle, budget provision to be made for this purpose.

·        Agreed the first step be the provision of a Youth Shelter located near the main entrance.  This to be erected in the current financial year. Agreed to consult young people and residents.

·        It was also agreed to arrange for a demonstration on a try before you buy basis of a mobile skate board ramp system from Tribeskate.  This might in future be installed on a temporary basis in the hall car park and any other flat area on an ad hoc basis. Neighbouring community councils to be invited to attend the try before you but with a view to co-operation on the matter.

·        It was agreed that the City and County of Swansea be approached about the possibility of Fairwood Airport being used for motor cycling.

·        Street Dancing classes had ten attendees at their first class, Aikido five attendees.
