09/386 Declarations of Interest

Cllr M Layton declared an interest in planning application number 2009/1410-Kittle Hill poultry farm-and he did not participate in any discussions in relation to this application

09/387 Questions by the Public

Mr. Adrian Cowley informed Council of his objection to planning application number 2009/1346-32 E. Cliff, Southgate. Mr. Cowley was informed that Council supported his viewpoint and the relevant planning authorities would be advised of the council’s objections.

09/388 Minutes of 13 October 2009

Proposed by councillor G Nash and seconded by councillor P Middleton, it was resolved that the minutes are true and accurate with one typographical error.

The total funding available to the Swansea rural development fund is £795,000 and not £795 million as set out in the minutes.

08/389 Matters Arising

·        Minute 09/372 re-roaming cattle. It was noted that the meeting is rescheduled for Thursday, 26 November 2009 at 3 PM in Pennard Community Hall. All interested parties have been advised. It was agreed that the clerk is to attend.

·        Minute 09/375 re councillors’ training. It was noted that the training programme venue is now the Guildhall, Swansea. Also, the date of training is changed to 21 January 2010. All interested parties have been informed of the changes

·        Minute 09/380 re nomination of representative on Pennard governing body. A letter from City and County of Swansea regarding the appointment of this representative was noted.

 

09/390 Clerk’s Contract

Staff and public were excluded whilst this item was discussed because of its confidential nature. The council agreed that the new clerk (Mr Colin Stacey) would be permitted to have up to one week’s unpaid leave in each leave year.

 

09/391 Subcommittees

 

Burial Ground - No report

Field - For information

(a)    The Pavilion working party reported its progress in obtaining funding and support from local interested parties in relation to the proposed replacement Pavilion. It was agreed that an initial application be submitted for funding before the closing date in late November 2009. An agreement, in principle, to this application is expected within 30 days of submission. Research was also underway to find sources of additional funding for the project. Councillor Mark Smith agreed to join the working party.  LS/MS/LJ

(b)    The pig wire has been removed at no cost to the Council. A letter of thanks has been sent to Mr. Andrew Oliver for his assistance in this matter.  CS

(c)    The three heaters are now installed in the Pavilion and appear satisfactory.

(d)    The  work on repairing the monkey bars in the play area is to start shortly.

(e)    The work to join up the tarmac footpaths on the field is to start shortly.

(f)     Levelling of the field is delayed because of the weather.

Decisions of Council

Further quotations for the replacement for the floodlights are awaited. Proposed by councillor M Layton and seconded by councillor D Hickery, it was resolved to give plenary powers to councillors G Nash, D Hickery, L James or H Langford to pursue this matter with a ceiling of £3000.  CS

Hall -For Information

(a)    The gas check was satisfactory.

(b)    The rateable value of the Hall remains unaltered £2900.

(c)    The accuracy of the electrical meters is being investigated.

Decisions of Council

(a)    Proposed by councillor M Layton and seconded by councillor D Hickery, it was resolved to spend up to £150 to install a water isolating valve in the Hall

(b)    It was agreed to waive the rental fee for Gower WI  choir on this occasion as requested in their recent letter  CS

(c)    Following a recent survey of Hall users, it was agreed to remove the BT telephone.  CS

Environment - For Information

The committee reported that the focus of its efforts is the Christmas produce market. A positive response was received from Coastwatch in relation to providing catering arrangements at future produce markets.  PM

Planning Committee
New applications

·        2009/1508-plot  2, rear of 65 Pennard Road, Pennard.

Decision: no objection

·        2009/1346 - 32 Eastcliff. Southgate
Decision: objection on the grounds that the original conditions should apply

·        2009/1410-Kittle Hill Poultry Farm
Decision: objection on the grounds that the new building is substantially taller than the original with a detrimental visual impact on the local environment in an Area of Outstanding Beauty.  The disposal of roof water does not appear adequate.  This is a very narrow road and increased traffic will impact upon the residents and make the access even more hazardous.

·         2009/1501 - Land between 22 and 24 Eastcliff, Southgate
Decision: objection on the grounds that further development, according to the Unitary Development Plan, should be strongly resisted in this area.

Enforcement

·        Widegate   Farm. Clerk to obtain an update from City and County of Swansea about alleged illegal dumping of waste

·        35C Linkside Drive. Clerk to obtain an update from City and County of Swansea about the height of the fence in the front.

Appeals

·        Land at The Old Farm House, Great Kittle Farm Kittle Green, Kittle. There is an appeal against the enforcement notice.  It was agreed that the Council would submit a written submission, in the approved form, supporting the enforcement notice  CS

·        43 a Pennard Road, Pennard -- incorporation of land into residential curtilage to facilitate a single story side extension with accommodation in the roof space

·        91 Southgate Road, Penarth -- two story rear/side extension incorporating garage and front dormer

Speaking rights at City & County planning meetings.           Councillor Langford confirmed that she had signed the on-line petition on behalf of the Council. 

09/393 Finance and Employment

·        Internal Auditor. The Council\'s internal auditor has resigned due to personal circumstances. A replacement will need to be appointed by May 2010  CS

·        Councillor A Thomas carried out his quarterly audit check of the accounts on 27 October 2009. He confirmed the accounts are maintained to a satisfactory standard

 noted that the weatherproofing to the church is now complete

 There is a meeting of the Forum on 17 November 2009 at 5 PM in the Council chamber Swansea 

09/ 395 Value Added Tax

It was agreed that the Council takes no action in registering for VAT following advice received.
