BUDGET 2009/2010

The Finance Committee had submitted a revised budget for 2009/2010 which was attached to the Agenda.This was further amended, the precept for 2009/2010 now being �39,480.00, with a tax base of �27.13 for 1455 Band D equivalent properties.

Proposal:One detached dwelling
Decision of Council:Objection on the grounds that this development is outside the Unitary Development Plan and in an area where further development is to be strongly resisted.UDP Point 4.6.7. (iii)
Objection also on the grounds that this would contravene Pol. EV.22 p.40 in that it would intrude on the natural environment which should be controlled.

Proposal:Part two storey part single storey rear extension and front porch
Decision of Council:�� Objection on the grounds that the front porch would protrude in front of the building line.

FIELD COMMITTEE

 

 

The Minutes of the Field Committee of 27th November 2008 had been circulated and approved.

 

Decision of Council:

(a)           Agreed that wheelchair access be improved from the tarmac footpath by the pavilion to the picnic table

(b)          that the quotation for materials for CS Workshop of �171.04 plus VAT for the lockers in the pavilion agreed

(c)           that a donation of �100 be made to the Probation Service for their work on the pavilion

(d)          that the quotation from Charterbrook of �234.00 for the three dog signs leading to the pavilion and �64.00 for the skateboard rules, were agreed.

HALL COMMITTEE

 

 

The Minutes of the Hall Committee of 6th December had been circulated.

 

Decision of Council:

(a)           the quotation from Charterbrook of �92.00 for the sign to be fixed in the Community Hall, and �727.000 for the signposts to the campus was agreed.(Campus sign waiting for planning approval).

(b)          the Clerk�s letter to DHJ about the conditions for booking the Hall was approved.

(c)           noted the �thank-you� letter from Coastwatch for the free use of the Hall.Agreed they could continue to have free use during 2009.

(d)          noted accident report of 3rd December 2008 about SS.

(e)           spend up to �250.00 on a gas cooker, to be installed after Christmas

(f)            spend up to �60.00 on a toaster

(g)           confirmed purchase by MW of kitchen base units to fit under hatch area � one of these to be locked for storage of crockery used occasionally

(h)           agreed new work surfaces laminate with granite look for all the tops to be purchased

(i)             two prices to be sought for installation of the units and the tops and decision by Emergency Committee

(j)            crockery � spend up to �300.00 on additional cups, saucers, etc.

ENVIRONMENT COMMITTEE

Minutes of the Environment Committee of 3rd December 2008 had been circulated.

 

Decision of Council:

(a)           Bus Shelter, Southgate Road
Agreed letter be sent to AG, stating that that Pennard Community Council agree with her comments and the Council are pursuing the matter.

(b)          Produce Market
That Pennard Community Council write to all relevant organisations about providing refreshments at the Produce Market.Relevant organisation to retain the profits made.

(c)           Noted that an application for the Registration of a Food Business Establishment had been made to the City and County of Swansea.

(d)          Noted offer of assistance from SCVS to help advertise the market.

(e)           Golf Club land at the corner of Linkside Drive and Pennard Road.
The Golf Club be requested to carry out regular strimming of the area to prevent the accumulation of rubbish and undergrowth, and causing a possible blind spot to motorists leaving Linkside Drive.

FOOTPATHS COMMITTEE

Noted that Modification Order 279 about footpaths 4 and 14 was never confirmed.

The hazardous gate on the footpath between Pennard Golf Club and the rear of Bendrick Drive had been removed by the Golf Club.

PARISH HALL COMMITTEE

NK reported on progress work to the Parish Hall kitchen, and the appreciation of the Parish Hall Committee at the Community Council�s recommendation for four of their Members to receive the Lord Mayor�s Civic Award

 

 

 

NEIGHBOURHOOD WATCH

GN reported on ongoing discussion with the Police and the Parish Hall Committee about use of the Parish hall for the PCSO.

COMMUNITY COUNCIL

(a)           Community Forum
The Clerk reported on the meeting of the Community Forum held on 25th November 2008.Presentations by the City and County of Swansea were about Air Quality and local Service Boards.

(b)          One Voice Wales Training
Module 2 Training Programme will take place at Pennard Community Hall on Monday, 19th January 2009 between 6.00pm and 8.30pm.There will be twenty delegates from Pennard, Upper Killay, Llanrhidian Higher, Llwchr, Llangyfelach, Pontardawe and Gorseinon at a fee of �25.00 per delegate.This will be on a first come, first served basis.
Pennard Community Council delegates� fees will be offset by One Voice Wales for the hire of the Hall, and the provision of tea/coffee and sandwiches.

The City and County of Swansea had advised that Cllr. James could continue for a further four years as a Member of the Standards Sub Committee.The Chairman agreed to withdraw his nomination in favour of Cllr James.This was agreed.
