VACANCY FOR COUNCILLOR

 

 

No response received by the City and County of Swansea for the election of a Councillor for the Pennard Ward.  Agreed to advertise for a Co-opted Member.

MINUTES OF THE MEETING WITH MS. S. JONES, NATIONAL TRUST

 

 

Ms. Jones gave a synopsis of the activities currently being carried out in the area by the National Trust.  This included the work of the Heathland Liaison Officer, the success story with the increase of chuffs in the area, and the curtailment of bracken.

 

 

Scrub management at Bishopston Valley and High Pennard on hold during the bird-breeding season.

 

 

Work being done to reduce the size of the hard core at Barland Quarry.

 

 

 

It was agreed that Pennard Community Council meet annually with the National Trust, subject to their approval, for a similar presentation.

The Chair declared an interest in item 07/51 about the City and County of Swansea’s proposal to reduce the number of stiles on Footpath 21.

Litter

Mr. King reported that he had recommended that litter be placed on the agenda for the next PACP meeting.

 

 

Noted letter from Kittle Residents Association about litter and the attempt to enrol the support of Bishopston Comprehensive School.

 

 

Agreed that a working party be formed to consider the problem of litter and possible solutions.  (GN/HL/NK/ER/PL).

MEETING WITH PENNARD GOLF CLUB

 

 

 

Mr. Gregory reported on the meeting held with Pennard Golf Club about the problems associated with cattle.

 

 

The Golf Club want to erect a fence between National Trust land and Golf Club land in the vicinity of Pobbles.  Agreed to defer this item until further details available from the Golf Club.  The Commoners Association and National Trust will also have to be included in any firm proposals.

Edwina Hart, AM, had responded to the Council’s concern about the Audit Commission’s monopoly on the external audit of community councils.  Agreed that she be asked to follow up with questions to the Minister.

Kittle Residents Association (£500.00 for planting)

Parish Hall  (£700.00)  ground maintenance)

St. Mary’s Church  (£200.00 Church tower

Agreed that hall rates be paid by direct debit monthly.

 

 

Planning

 

 

Minutes of the Planning Committee of 30th March 2007 were approved (see attached).  It was agreed that Planning Committee be given plenary powers to act on any new application where there was a danger the Council’s response to the City and County of Swansea might otherwise be too late.

The City and County of Swansea advised that the landowner had stated that the fencing  in dispute had been at its current height for over ten years.  Query whether there is evidence to support this claim.

-         PCSO’s now provided with their own cupboard .  Further discussions to take place with the Police.

-         delays with cleaning and investigation of surface water drainage to the car park.

The City and County of Swansea had advised that policy and legislation generally was to replace stiles with more user friendly gates giving better access to the disabled and push chair users.

 

The stiles at Burrows Close removed without realising that they were Pennard Community Council’s.  Agreed to monitor the situation.

 

 

Proposal to remove stiles on Footpath 21 and replace with kissing gates referred to Footpaths Committee.

Discussions ongoing with Dunvant AFC about damage to the pavilion.

It was agreed that this be referred to the Field Committee to pursue.

 

 

Burial Ground

 

Noted that Spencers to turf over recently dug graves and carry out maintenance to the three benches during week commencing 16th April 2007.

 

Noted letter of concern from Parkmill WI about the bench they had donated.  Maintenance work to be done week commencing 14th April 2007.

Parish Hall

 

 

Letter from St. Mary’s Church thanking the Council for the free use of the hall on 14th April noted.

 

Mr. King reported that refurbishment work was being considered for  the Parish Hall. 

 

Agreed that the May Council Meeting discuss the use of the Parish Hall, can the Community Council assist in encouraging more use of the village facility.

Footpaths

 

 

Footpath 21 (Proposal to remove stiles and replace with kissing gates referred to Footpaths Committee).

 

Footpath 14.  Letter received from Mr. & Mrs. Lowe about access to the footpath off Bendrick Drive being regularly blocked land the poor condition of the gate.  Agreed Footpath Committee visit the site and identify the problems.

One Voice Wales – agreed that Dr. Cook be the Council’s nominee on One Voice Wales Area Committee.  Two delegates can attend, but only one can vote.

 

One Voice Wales – noted  guidance on establishing complaints procedures and ‘A Shared Responsibility’ Welsh Assembly  policy statement.

 

 

 

 

Pennard Area Community Partnership

 

Noted that Mr. King had requested that litter and the constitution of the PACP be placed on the next PACP agenda.
