ANNUAL RETURN FOR THE YEAR ENDED 31ST MARCH 2007

 

The annual return had been circulated with the agenda, together with a draft letter to the auditors explaining the variances for the previous year.  The report was accepted and signed by the Chairman.

Dr. Waymark distributed a discussion document about skateboard ramps.  Agreed that a special meeting be arranged for 7.30pm on Monday, 2nd July 2007 at the Community Hall.

Decision:  No objection

 

 

Application 2007/1049  -  ‘Swynydon’, Sandy Lane

Increase in ridge height by 2.4 metres with two-storey side extension, single storey rear extension and single storey side extension.

Decision:  This application does not accord with the Sandy Lane Development Plan and therefore should be rejected.

 

The size of the proposed building is too large, being a two-storey development which does not help to protect the character of the area and the application does not follow the design development guide.  This would be considered overdevelopment of the site.

 

 

Application 2007/1075  -  76 Pennard Road, Pennard

Demolition of existing dwelling and construction of a replacement two storey detached dwelling with attached carport.

Decision:  Pennard Community Council are of the view that this ultra-modern proposed development does not accord with the style and character of the area and as such is incompatible with other properties in the area.

 

This would result in a visually intrusive and discordant feature in the village scene, and fail to respect the layout, scale and character of the surrounding properties.

 

Concern is also raised about the land edged blue on the application.  This is agricultural land and should not be considered as part of the garden of No. 76.

·        91 Southgate Road – refuse increase in height of building

·        16 Southgate Road – approve single storey rear extension

The following were reported

·        PCSOs now based at Murton, but using Pennard as a drop-in centre.

·        PACT Meeting organised for Monday, 18th June 2007 at 7.00pm in Pennard Community Hall.

 

 

 

 

·        Surface Drainage Agreed two specifications be drawn up as follows - to construct new charcom/eco drainage system on the surface  OR to install new underground piping.  Both systems to drain into the soak away outside the Hall gates and to include removal of bushes and repair to wall.

Proposed siting outside the Hall gate by the School authority  considered inappropriate – litter, eyesore, traffic hazard.  School to be requested to relocate possibly near the Library in a  less obtrusive position.

·        Proposed Tenancy for old surgery premises Agreed that MW/GG/GN meet with Anna Morris and her architect to finalise specifications for tender, which will clearly identify the Council’s costs and those of Anna Morris.  Agreed that architectural fees from today be shared with Anna Morris.  Agreed tenders be sought under the Council’s name.  (Query VAT on AM’s costs).

·        Dr. Waymark reported on the successful Gower Gallop and that electric safety check to the Pavilion had been completed. The safety Check to the playground equipment report had been received and Dr Waymark was asked to seek quotations for safety resurfacing for the Hand over Hand.

·         Burrows Close – no reply from the City and County of Swansea about request for a kissing gate to replace self-closing gate.

Mrs. Langford gave a progress report of litter collection scheduled for September about which ‘fliers’ will be circulated.  Poster for Primary School competition prepared, entries to be shown at Pennard Carnival.  Prizes will be given for best posters.

Agreed Litter Committee have a budget of £200.00.
