RESIGNATION

It was with regret that the Council had received Ms. Siân Musgrave’s resignation as a Member due to pressure of work.  Ms. Musgrave was unanimously thanked for the very positive role she played as a Councillor and her contribution to the community.

MINUTES OF 2nd July 2007

 

 

It was agreed that 

(a)    A minimum of six tenders to be invited in two parts, one for the work required by Pennard Community Council and one by proposed nursery. 

(b)    Customs and Excise had responded to the Council’s query about VAT on the total project.  In principle the interpretation of the response from Customs and Excise was that the Council could charge whatever they thought reasonable.  The Clerk to write to Customs and Excise to confirm this decision.

(c)     That a Committee comprising of GG/WW/AT/GN/MW be appointed to oversee the details of the project.

Single storey front extension, single storey side extension and detached agricultural building.

Decision:  This property should be designated for occupation by an agricultural worker or associated industry.  The proposed development appears to be overdevelopment of the site.

 

Concern is expressed at the proposed detached agricultural building to be erected on domestic land.  If it is clearly demonstrated that there is a need for an agricultural building, this should be built on agricultural land.

Agreed two specifications be drawn up as follows - to construct new charcom/eco drainage system on the surface OR to install new underground piping.  Both systems to drain into the soak away outside the Hall gates and to include removal of some bushes.

Council confirmed the action of the Chairman in contacting the Surgery, School and Library about a combined directional sign outside the school.

It was agreed that Dr. Waymark explore the costs of hiring a mechanical sweeper for both the hall and field car parks.

·        Dr. Waymark gave a report on painting and a minor repair to the changing rooms.

·        Concern expressed at specific glass bottles left on the field.

·        Litter on the field to be raised at the September meeting of the Council.

·        Two quotations received for safety surfacing – Enkoplay for £2,450.00 plus VAT, and DCM for £2,425.50 plus VAT.  Agreed quotation from DCM.

Neighbourhood Watch

The Chairman of Neighbourhood Watch had written expressing concern that the base for the Community Police is now at Murton.  The Clerk to respond outlining the current situation with Community Police presence still in the Pennard area.

Community Councils

 

·        SLCC Conference September   - agreed that £47.00 be paid for the Clerk to attend the SLCC Conference in September to represent the Glamorgan Branch.  This cost to be reimbursed by the SLCC Glamorgan Branch.

 

 

·        Community Forum - the Chair gave a report on the meeting held on 3rd July, which included new project in the city centre framework.

 

 

·        Clerks’ and Councils’ Newsletters - Noted

 

 

·        One Voice Wales AGM – 13.10.07 - Noted

 

 

PACP

NK & LJ reported on the PACP AGM.

Concern expressed that the City and County of Swansea consulting PACP on general community matters outside the remit of PACP, in particular safe routes in the community. 

Agreed that the Clerk write to the City and County of Swansea expressing concern that the Community Council is being bypassed and not consulted directly over these community issues.

Noted the following from:

·        Shelter – seeking financial assistance

·        City and County of Swansea about advertising for a Gower Ranger

·        Kittle Residents Association about proposed parking restrictions in the layby in Kittle and whether Pennard Community Council would fund such proposals.
This was deferred pending further discussion on this problem.
