Agreed the Chairman and Vice-Chairman carry out an annual appraisal of the Clerk’s work performance.  Noted that the Clerk’s salary had been reviewed in April 2006.

The Clerk reported that the Notice of Advisement about the Annual Audit now displayed on the Council’s notice boards.

·        No:  2006/1801  -  65 Pennard Road 
Two detached dwellings with integral garages.
Decision:  No objections but concern that there may be a large chamber under one of the plots taking surface water from Browns Drive.

Single storey rear extension and new pitched roof over existing side extension.
Decision:  No objection

 

 


 

·        O2 Pre-Planning Consultation

 

        The Clerk reported that Edwina Hart, AM, had offered to chair a public meeting, the purpose of which was to draw the local community’s attention to O2’s proposals. 

 

        Mrs. Hart may be able to provide a speaker from the National Assembly, plus possibly someone with a medical input.

 

        It was suggested that someone opposed to Tetra masts may be invited to speak.

 

        These proposals agreed.  Councillor Mrs. Smith also be invited to the meeting, which will take place on Monday, 9th October 2006 at 7.00pm at Pennard Community Hall.

·        31 Beaufort Drive about the erection of a free-standing shelter in the front garden.

·        Ravenhill, Sandy Lane – demolition and replacement of existing chalet.

 

 

Community Hall

 

 

·        Dental Surgery  -  The Clerk reported that an interest in a dental surgery had been expressed by one dental practitioner.  The financial implications need to be resolved initially with the National Assembly and the NHS.

·        Gates to the School  -  Concern that the lack of spring on the small gates mean livestock can become trapped in the school area.  Agreed the Clerk contact the School  and recommend that the school use same strength springs on the school gates  as used on the playground gate.

·        Pavement edge, rear of hall  - Agreed that the Hall Committee review the removal/grading of the pavement.

Field

 

·        Dr. Waymark reported that the mobile football posts would be ready within the next four weeks; that Western Power are putting the overhead cables underground in early 2007;  that the ramp to the changing rooms complied with both the Disability Act and the tender document. The invoice for safety surfacing had been reduced.

·        Information on current regular hire was also given.

·        It was agreed that the owner of 17 Anderson Lane be asked if the Council could use 11mm wire fencing to replace the existing barbed wire.

Burial Ground

 

 

·        Agreed the action of the Clerk in signing a certificate of agreement for the overhead electricity supply for the Burial Ground with Western Power.

Community Councils

 

 

·        One Voice Wales AGM on 14th October 2006 noted

·        One Voice Wales, National Training Advisory Group, requesting information about Members’ training requirements.  Mrs. James to review.

Pennard Cliffs Liaison Group

 

 

·        There was a proposal that the Committee be disbanded and that the group meet with Pennard Community Council three times a year at 7.00 pm, prior to Pennard Community Council’s meeting.  This was agreed.

Youth Development

 

 

·        Dr. Waymark gave a progress report, which included the setting up in the school of  beginners’ Aikido and Street Dancing. Distribution of newsletters regarding progress was arranged.   Clerk to liaise with various parties regarding arrangements for the classes.

 

·        Working group to consider field layout before the next meeting.

 

·        Youth Development to be shown as a separate item on the Agenda in future.
