MATTERS ARISING

·        Gower – Area of Outstanding Natural Beauty   -   Mrs. White gave a written progress report on discussions taking place to celebrate the anniversary of Gower as an Area of Outstanding Natural Beauty.

·        Speed Restrictions  -  Noted the response of the City and County of Swansea about our comments on the proposed speed limit from the Glebe to Campion Gardens.

·        No reply to Pennard Community Council’s query about monitoring the chicane built on Southgate Road.

·        No reply from Bishopston Community Council  following Pennard Community Council’s response to the letter from their Chairman.

COUNCILLOR MRS. M. SMITH

 

·        Councillor Mrs. Smith gave a progress report on those items listed in paragraph 05/109.

·        Mrs. White asked if the City and County of Swansea’s budget for 2006/2007 included a sum for the resurfacing of Kittle Hill Lane.

·        Mrs. James concerned at the condition of the pavement in the vicinity of the shops at Kittle (near the lay-by).

·        Mr. Weeks concerned at the need for pavement and surface water drains to be cleared in Beaufort Drive.

·        Mr. Nash concerned about potential traffic danger near Londis Store.

 

 

 

·        Mrs. Langford concerned about the need to replace a dangerous pavement edging stone  near Londis Store (on Linkside Drive), and the need to repair/replace the deteriorating Linkside Road street sign.

·        Mrs. Radcliffe asked if the aluminium highway post to Heatherslade Road could be replaced with a wooden one.

·        Mr. Morris concerned that the edge of Pennard Road (near the narrows) is breaking up.

·        Dr. Waymark asked that the temporary road sign on Southgate Road be removed.

·        Councillor Mrs. Smith reported on a meeting with some residents on Heatherslade Road about painting additional yellow lines.   This was not supported by Councillor Smith.

Finance Committee  

Finance Committee met on the 8th December 2005 and proposed a budget which had been circulated with the Agenda. Minor amendments were made to the draft budget.  It was agreed that the precept for 2006/2007 be £33,000.00, the tax base for Band ‘D’ equivalent properties being £23.20.

Planning Committee 

 

 

 

·        New Planning Applications

Application No: 2005/2357  -  Land off Burrows Close

Construction of 17 detached dwellings and garages with associated landscaping and highway works.

 

Decision:

Pennard Community Council are concerned that the plans submitted do not accord with the existing dwellings in the area, in terms of both style and density.  The Community Council hope that they do not present a yardstick for future development in the area, which would strike a discordant note in an Area of Outstanding Natural Beauty.

 

From the plans, it is also difficult to assess the type of development and style of house in relation to individual plots.

 

The height of the proposed buildings appears to be out of keeping with the surrounding properties.

 

City and County of Swansea be asked to ensure that levels are taken, and agreed upon, before actual construction takes place.

 

(Mrs. Radcliffe declared an interest).

Single storey side/rear conservatory and front porch.

Decision:  Concern at the introduction of a flat roof to the porch.

Community Hall Committee

 

·        The Minutes of the Community Hall Committee of 25th November 2005 were agreed.

·        Dr. Waymark reported that the emergency pointing now completed, no progress with the City and County of Swansea about a site meeting about the car park flooding, and that a compensation claim had been made on behalf of Patricia de’Torres for an accident on 22nd January, 2005, of which the Council had no record.

·        Agreed that a thank-you letter be sent to Mr. Roger Waymark for moving the fire extinguisher and fitting mirrors in the hall.

·        It was agreed that the City and County of Swansea be asked to  carry out the annual safety check on play equipment, at a cost of £50.00 per visit.
