The Clerk reported that Mr. Morris had missed six consecutive Council meetings due to illness.  This automatically bars him from holding office as a Community Councillor.

 

It was agreed that due to the exceptional circumstances, Mr. Morris be allowed to continue in office.  The situation to be reviewed again in March.

DECLARATIONS OF INTEREST

 

 

Declarations of interest in Item 07/17 were declared by Mrs. Radcliffe, Mr. Lanfear, Dr. Waymark and Mr. Smith.

 

Councillor Mrs. Smith stated she had special dispensation to discuss Planning Application 2006/2701, which was from her relative.

SPECIAL MEETING ABOUT STRAYING ANIMALS

 

 

A special meeting took place at 7.00pm, prior to the main meeting, to discuss straying animals. 

 

Mr. Siτn Brackenbury for the Commons Initiative was invited to address the Council on the problem of horses and cattle straying on to the public highway.

 

 

The only permanent solution appears to be appropriate cattle grids and fencing.  This cannot be achieved without the support of the owners of common land.

Most commons on Gower had, or were in the process of being fenced/gridded.  CL13, Pennard was the exception.

 

 

 

Finance had been available for this work in Pennard from the Commons Initiative and Welsh Assembly Grants.

 

 

Barland Common is due to be fenced in two years time but this will still leave access to Kittle via Great Kittle Farm.

 

 

The National Trust would co-operate with fencing and grids but Pennard Golf Club would not.  They argue that this would fence the cattle in on the Golf Course.

 

 

It was agreed that a further meeting be arranged with Pennard Golf Club to see if there was any way forward.

Concerned that the verges of the roads being eroded by large vehicles, particularly a tractor carrying waste for the farm at Kittle Hill Lane.  Also the trailer was not always covered, creating an environmental hazard.

 

 

 

Agreed Councillor Smith pursue this with the Environmental Health Department.   Pennard Community Council also to write separately to the City and County of Swansea and the National Trust, Police and Commoners expressing similar concerns.

Proposal:  Two storey front extension to provide first floor living accommodation, with first floor balcony, addition of pitched roof and side extension to existing garage and detached outbuilding.

 

 

 

 

 

Objection:  objection on the grounds that this dwelling designated for occupation by a family associated with agriculture and, as such, house deemed adequate. Concern also expressed that by removing the hedge, the existing structure becomes visibly intrusive in an Area of Outstanding Natural Beauty.

Great Kittle Farm

The City and County of Swansea have failed to identify the building about which Pennard Community Council expressed concern.  Mrs. James to resolve this issue with the City and County of Swansea.

Planning Application 2006/2701  -  Plot 32, Burrows Close 

Pennard Community Council had objected to this application as it was misleading.  The application refers to an amended planning application which the Community Council had not seen, and which did not relate to the original planning application for which approval had been given.

 

Councillor Mrs. Smith advised the meeting that Pennard Community Council would not receive a written reply from the City and County of Swansea because we referred to the original application and not to the first amended plan, about which we had no knowledge.

 

 

Community Hall

 

 

Charity Dance Saturday, 10th February 2007

Dr. Waymark reported on damage and lack of cleaning following the above event.  The organiser had apologised and paid £10.00 compensation to Pennard Community Council.

 

 

Boiler

Dr. Waymark reported that the defective hot water boiler had to be replaced urgently and temporary repairs made to the boiler in the surgery.  This was approved.

 

 

Charity Event Wednesday, 10th January 2007

It was agreed that, following a letter from the event organiser, the hall charge be waived.  The organiser also concerned that the emergency door did not give adequate privacy to the hall users, and the intimidating presence of youths at the rear of the hall.  Both these items under review by the Hall Committee.

 

 

Surgery

The Clerk reported that whilst the Library Service had visited the site, they had not followed up with any expression of interest.  Mrs. AM was, however, actively pursuing her interest having had an architect and builder to see the premises, enquiring about grants and statutory requirements to establish a nursery.

 

Agreed that Mrs. AM be given three months in which to follow up her enquiries, the Hall Committee given plenary powers to negotiate a financial package with her and report  back to Council.

Police Community Support Officers

Minutes of the meeting with the Police, on 18th January 2007, circulated with the agenda.  Licence agreed with the Police for use of the Hall by Police Community Support Officers dated 5th February 2007.  Architectural Liaison Officer visited site and suggested any recommendations be deferred until after the PCSO’s  start operations.

 

 

Car Park Drainage

Information from the City and County of Swansea still awaited.  In the meantime, it was agreed that tenders be invited to carry out work to clear the drains to Pennard Community Council’s section of drainage pipes and remove the  bushes causing root intrusion.

GOWER WEBSITE

 

 

Mrs. James reported on the result of the seminar held in County Hall in November 2006.  The outstanding concern was the unanimous lack of understanding by the Unitary Authority about the role of Town and Community Councils, which needs to be addressed.

 

 

The Website needs to be better advertised and consideration given to extending the website to all Community Councils in the Swansea area.

 

It was agreed that all Pennard Community Council letterheads advertise the website address.

RAGWORT

 

 

Members were made aware of the toxic danger to animals of ragwort. 

The City and County of Swansea to be asked to remove ragwort from the verge near Pennard Primary School.
