MINUTES OF 15TH JULY 2009

 

 

The Minutes were approved, as amended, by Cllr. Smith and seconded by Cllr. Nash.

The balance as at 15th July 2009 was a clerical error.  Cash at bank should have read £32,864.51.  Reference to cattle grids should have been under Communications and not Pennard Area Community Partnership.

a)         Draft reports submitted by Mark Smith agreed.  It was also agreed that we would attempt to have two Newsletters per annum in future and that this newsletter would be delivered on or about 19/20 September.

 

 

b)        The Swaziland Project had been rejected as not being appropriate.  Agreed this be referred to St. Mary’s Church

c)         Cllr. Middleton to arrange printing.

d)        Agreed that where properties are on the periphery/isolated, Newsletters would be sent by mail

Mrs. Smith also advised that the City and County of Swansea felt that a meeting with the Golf Club would not achieve anything.

Councillor Thomas raised the issue of whether Pennard Community Council should be registered for VAT.  This to be referred to Finance Committee.

 

 

 

Cllr. Thomas reported that he had carried out the quarterly audit of the accounts, which were found satisfactory.

 

 

 

FIELD COMMITTEE

Minutes of the Field Committee held on 7th August 2009 were noted. 

On Item 5, Minutes of the Cricket Club, there was a difference of opinion as to what was resolved.  Two Council Members present at the meeting with the Cricket Club did not agree with the accuracy of the Minute and one Council Member was uncertain.  The three Cricket Club Members did agree that it was a correct record.  These Minutes have, in the meantime, been superseded by the amended rules for the hire of the field.

 

 

 

Rules for the Hire of the Field

The recommendations of the Field Committee have been circulated.  The rules in Appendix 1 were agreed.  (Appendix 1 attached).

 

 

 

Letters sent out by the Clerk on behalf of the Council. 

It was agreed that the Clerk continue to use his judgement as to when to involve the Chairman before any correspondence is sent out, as was the case with the letter to the Cricket Club, which was approved by both the Chairman of the Field Committee and the Chairman of Council.

Noted the Minutes of the Meeting held on 4th August 2009.

Decisions of the Council:

a)         Londis Store patio – agreed that the Clerk approach the owner informally drawing the condition of the patio to their attention

b)        Produce Market – surplus money to be referred to Finance Committee

c)         Litter Pick – agreed date of 27th September 2009, details to be finalised.  This will be part of the ‘Keep Wales Tidy’ week.

FOOTPATHS

Minutes of the Footpaths Committee of 3rd August 2009 were noted.

Decisions of the Council:

a)         Agreed to proceed for funding for the Green Path from the Sustainable Development Fund.  Possibly include funding from the Safe Routes to School fund.

b)        Board Walks – the City and County of Swansea to be advised that repairs are required to the boardwalks on the headland between Pobbles and Three Cliffs.  Copy also to be sent to Pennard Golf Club.
