Swansea Rural Development Plan  (RDP)

 

This is a partnership set up to develop a local approach to rural development, encouraging networking and working together.

 

Richard Beale, Chairman of the Partnership and Paul Relf, Secretary of the Partnership, gave an outline of what was involved and how it applied to Swansea.

 

RDP is a joint WAG/EU wide initiative.  The total funding for the project amounts to £795,000.00 and applies to rural Wards in Wales.  There are eight rural Wards in Swansea which are involved in the project, which includes Pennard.

 

The objective is to create better employment opportunities, improve services for the rural economy, promote tourism and craft industry, improve the physical environment and address social exclusion. 

 

On conclusion of the presentation there was a period for questions and answers, after which the Chairman thanked Richard and Paul for their presentation.

Questions by the Public

Mr. J. Eley, on behalf of the Neighbourhood Watch, requested that the Council arrange a joint meeting with interested parties to discuss concerns about the unrestricted movement of cattle.  This was agreed.

Minutes of 14th September 2009

The Minutes were approved, as amended, by Cllr. Waymark and seconded by Cllr. Middleton.

 

Added to Minute 09/370, was that Cllr. Thomas had confirmed that he had checked the accounts, which were found to be satisfactory.

Other amendments were of a minor clerical nature.

The National Training Programme being organised by One Voice Wales would take place in Pennard on 7th January 2010, the subject being “The Council as an Employer”.

Burial Ground   -   No report

 

 

 

Hall

Cllr. Waymark reported the following as a result of the Hall Meeting on the 1st October 2009:

·       Window cleaning contract to be amended.  Nursery windows not to be cleaned externally, instead the Hall windows to be cleaned internally.  No change in price.

·       Nursery – it was agreed that a sign could be painted on the Tarmac indicating a nursery drop-off point.

·       Fire door in main hall – agreed that M. Henwood would renew the hinge.

·       The Clerk reported that a concert was being organised to raise money for the Air Ambulance on 13th March 2010 or 24th April 2010.  It was agreed free use of the Hall for the evening.  .

·       Hall telephone – of the seven organisations that had paid their quarterly invoice to date, all said that they had no use for the BT telephone in the Hall.  Agreed this be referred to the Hall Sub-Committee.

·       Parkmill W.I.  – the W.I. had booked the small hall on the 10th, 17th and 24th of September but had not used the hall and failed to notify the Clerk until after invoices had been sent out.  It was agreed that these charges would stand.

Field

There was a meeting on 1st October 2009.  Cllr. Nash reported on the following:

·       Post and pig wire fence – quotation from A. L. Porter for the sum of £380.00 to remove it was deferred for the time being.

·       Installation of three heaters in the pavilion – two quotations were received from Peter Heenan for £190.00 and Chris Phillips for £382.50.  It was agreed the quotation from Peter Heenan be accepted.

·       Monkey bars – quotation from D. Watkins to weld and replace bars is still awaited.

·       Floodlights – D. E. Electrics of Bridgend have given a quotation of £823.00 for a short-term solution to take down and replace one column.  (This quotation needs to be clarified).  They were preparing a quotation which would be for more permanent floodlights which could be costed and included with the Lottery application for a new pavilion.  It was agreed that plenary powers be given to Cllrs. G. Nash, D. Hickery, L. James or H. Langford to pursue this with a ceiling of £1,200.00.
Other quotations have been received from A. L. Porter to take down the column for £220.00, Electrical Solutions for £506.00, City and County of Swansea for £300.00.  D. Watkins was of the view that the existing column could be made safe but there was no further information on the details or price.

·       Joining up the Tarmac footpaths on the field with an extra row of paving slabs – it was agreed that the estimate of £135.00 from J. Eley be accepted.

·       Noted the email from Natalie Cleaves about the field and young people, which had been circulated to all Members.

Environment

Cllr. Middleton reported on the meeting which took place on 6th October 2009 and the Action Plan which had been circulated.  The Action Plan was approved with the exception of ring fencing Produce Market funds, which would have to be discussed when preparing the 2010/11 Budget.

 

 

 

Footpaths

·       The Minutes of the Footpaths Committee held on 18th September 2009 were noted.  Reference to Minute No. 7 about PD51 was removed, as there is no PD51.

·       The Clerk reported that because of the date he had referred the concerns of the Footpath Committee to the Boundary Commission about the proposed splitting of Kittle Hill Farm into two Community Council areas and recommended that the whole of Kittle Hill Farm remain in the Pennard Ward.  The actions of the Clerk were approved.

·       Green Path – it was agreed that Cllrs. King and Waymark pursue this issue.

Community Councils

·       Cllr. Cook reported on the Area Committee Meeting of One Voice Wales held on 8th October 2009, the general gist of which was about greening and general waste disposal.

 

 

 

Pennard Area Community Partnership

·       Cllr. James reported that the initial meeting on 9th October 2009 to set up a Youth Council had not been successful, with only the Council’s Youth Worker in attendance.

·       It was agreed that Pennard Community Charity be advised that staging and tables could be stored in the Community Hall for the benefit of the community as a whole. 

·       County Councillor Margaret Smith mentioned that discussions had taken place with the Surgery to improve access for the disabled.
