RESIGNATION

 

A letter had been received from Mr. Peter Morris resigning as a Community Councillor on grounds of ill health.  Mr. Morris was unanimously thanked for his efforts as a Councillor on behalf of the community.  It was hoped that he would soon enjoy better health.

MATTERS ARISING

 

 

-         Proposed traffic regulations outside Pennard School.  Noted letter from the City and County of Swansea dated 22nd February 2007 stating that the PACP had agreed to relocate the speed limit sign to Great Highway Farm.  Council representatives on PACP did not agree to this.

-         Meeting with the Golf Club re animals.  AG/GG/RC/WW to attend the meeting.

-         Ragwort – refer the problem of ragwort on grass verges along Pennard Road, Vennaway Lane and outside Pennard School to Chief Environmental Health Officer.  Advise re stock grazing on these verges.

-         Newsletter – agreed questionnaire and comments be analysed for April meeting.

-         Noted letter from Mr. A. Meacham about Council expenditure.  Clerk to draft suitable response.

Concerned that the verges of the roads being eroded by large vehicles, particularly a tractor carrying waste for the farm at Kittle Hill Lane.  Also the trailer was not always covered, creating an environmental hazard.

 

 

 

Agreed Councillor Smith pursue this with the Environmental Health Department.   Pennard Community Council also to write separately to the City and County of Swansea and the National Trust, Police and Commoners expressing similar concerns.

Members endorsed the letter sent by the Clerk to Planning as to whether planning permission required for change of use from a surgery to nursery, and for erecting an external porch.

Concern expressed that the badgers run not suitably fenced off.

-         The Central Library had written to decline the offer of the former surgery as a new library.

-         Agreed that there be no charge to St. Mary’s Church for the use of hall for the evening of the 14th April 2007 for a dance in aid of the Tower Fund.

-         PCSO  now started operating from the hall.  Agreed that a suitable cupboard be supplied.

-         Proposed Nursery – Dr. Waymark reported on negotiations which were progressing.  She also advised the Council that the financial implications may be greater than at first thought.

-         Car Park drainage.  Dyno Rod had attempted to clear the blocked drain but their effort was unsuccessful. Agreed renew section of drain  where it joins the City and County of Swansea’s pipes.

-         Removal of bushes and other related works.  Four quotes invited.  Only one response from Spencers.
It was agreed that in view of the need to renew a section of the  drain, quotations be sought to renew the drains and remove the bushes.

Changing Rooms

Dr. Waymark reported on ongoing discussions with Dunvant AFC about damage to the Pavilion.

Stile

Concern expressed that by the City and County of Swansea removing the stiles, one of which was erected by Pennard Community Council, without consulting Pennard Community Council, on the path between Burrows Close and the field.  The type of gate which has been placed at one end means that the  field is no longer stock proof.  City and County of Swansea’s Footpath Officer be asked to rectify the problem as a matter of urgency.

Neighbourhood Watch

 

 

The need for a set of rules the Hall/School/Surgery site was noted.  Agreed these be deferred until a meeting at the beginning of May when the  PCSOs have settled  into  their new role.  Clerk to arrange a meeting for early May.

The Police advised that where skateboard ramps installed, invariably these caused problems for residents living nearby.

-         Mrs. James reported on the Forum Meeting held on 6th March 2007 about planning matters which could be delegated to officers and the County Council Budget for 2007/08.

-         One Voice Wales asked for nominations to attend the Buckingham Palace Garden Party on 10th June 2007.  Confirmed that Dr. Waymark be nominated.

-         City and County of Swansea – Hearing about the petition re the chicane on Southgate Road, 8th March 2007.  Dr. Cook attended.

-         South Wales Police – changes within the S.W. Police

-         Allianz Cornhill – about paving and lighting to the hall.  This work now completed.

-         RNID – support for the deaf and hard of hearing consultation meetings on 19th and 10th March 2007.

-         Kittle Residents Association – accounts for 2006/07 submitted and found satisfactory

-         Making Connections – Local Service Boards in Wales.  Agreed LJ respond to the consultation Paper.

-         19 Anderson Lane – litter in the field adjacent to the hall.  Agreed to purchase two guiding hand litter pickers.
