The Clerk reported that no applications had been received by the Electoral Registration Officer for Councillor, but a letter had been received by the Clerk from Mrs. Lin Silver asking to be co-opted.  This was unanimously agreed.

QUESTIONS BY THE PUBLIC

 

 

Mrs. M. T. was invited by the Chair to address the meeting about the burial of ashes.  Members re-affirmed their decision of 8th November 2007, Minute 07/146 (e).

MATTERS ARISING FROM MINUTES OF 16th OCTOBER 2007

 

Concern with the City and County of Swansea

The Chief Executive has written to apologise for the delay in replying to our letter of concern at the apparent role of PACP in Community Council matters.

The Chief Executive had no intention of excluding Pennard Community Council on matters regarding community consultation and hoped that his explanation allays the Council’s concerns.

The letter was accepted.

Former Surgery

 

Tenders

In accordance with Standing Order 31(a), five Members had written asking that the tenders accepted at the meeting of 8th November 2007 be rescinded.  This was agreed.

 

 

It was agreed that a new tender be prepared for work which is the direct responsibility of the Council only.  Work to include an ordinary toilet.

 

The proposed tenant would then arrange his own tender for works he specifically requires (subject to the approval of the Council).

Annual Audit for the year ending 31st March 2007

The Auditor General for Wales reported that the Council’s annual returns were completed satisfactorily and there was no cause for concern.

 

 

 

Internal Audit

Dr. Cook had carried out the audit of accounts for the period ended 16th October 2007, which were satisfactory.

Dr. Waymark reported that the car park drainage now complete.

·        Dr. Waymark reported that the moles were still active and Western Power now nearing completion with the renewal of the overhead cables.

·        Dr. Waymark wished it noted that she was concerned about the frequency of times the gate at Burrows Close left open.

 

 

BURIAL GROUND

 

Burial Ground Committee to review policies and layout of the Burial Ground generally.

Mr. King reported that work had started on improvements to the Parish Hall.

NEIGHBOURHOOD WATCH

 

It was agreed to release £200.00 as Section 37 Grant to Neighbourhood Watch.

 

 

BLS

COMMUNITY COUNCILS

 

·        Meeting with the Police on 23rd October, 2007.  The Clerk reported that the main concerns of delegates were drugs and alcohol abuse, anti-social behaviour, and managing young people.

 

·        Mrs. James reported on the Community Forum held on 13th November where she gave a presentation on the Gower Website.

·        A presentation on the Leisure Centre was also on the agenda.

·        One Voice Wales regional meeting and Christmas Party to be held at Gowerton Rugby Club.  Agreed Mr. Nash and Dr. Cook attend.

·        One Voice Wales and Clerks’/Councils’ Newsletters noted.

Mr. Nash reported on the litter pick planned for on 24th November.

·        Kittle Residents Association about car parking at Kittle

·        City and County of Swansea – lighting schemes in Gower.  Note need for rural type lamp posts and reconsideration of curfew to lighting on village halls.

·        City and County of Swansea – fencing from Kittle to Barland Quarry complete as far as they are concerned.  Agreed to  complain to the Evening Post and ask Kittle Residents Association if they would support the Council in this.
