QUESTIONS FROM THE PUBLIC

 

 

(Mr. Weeks acting Chair during discussion on this Minute).

 

 

 

a)         A question was raised by Mr. C. James about communication and monitoring, specifically the proposed new public toilets at Southgate Road.

While the Community Council  initiated discussion between the City and County of Swansea and Pennard Stores on this matter, future negotiations are now a private matter between the City and County of Swansea and Pennard Stores.  The only further input by the Community Council will be at the planning stage.

b)        Mr. B. Hicks raised his concern at cattle coming from the field at the back of Hael Lane and into residential areas via footpath PD 30, and the resulting hazard and inconvenience they caused.

The Footpaths Committee (Minutes of 10.09.08) had already investigated, and referred the problem to the City and County of Swansea.

CODE OF CONDUCT

Mrs. Silver and Mr. Nash reported on the seminar they had attended, held by the City and County of Swansea, on the new Code of Conduct.

 

The revised Code of Conduct, and the acceptance of Pennard Community Council of the Code, has to be published in a local newspaper.

 

Agreed that a joint publication with other local Councils be agreed.  (Total estimated cost £767.00).

LAND ADJACENT TO ST. MARY’S CHURCH (VENNAWAY LANE)

Agreed to refer to Environment Committee the maintenance of the grassed area which is in the City and County of Swansea’s ownership.

a)         Performance Appraisals
A joint paper from the Chair and the Clerk had been circulated prior to the Council meeting.
Agreed that this matter be left with the Chair and Clerk to discuss.

b)        Annual Pay Review
This deferred until the National Association of Local Councils and the Society of Local Council Clerks had an agreed recommendation.

GROUND MAINTENANCE CONTRACT

The current contract ends on 31st December 2008.

Agreed that a further three-year tender contract be drawn up by Mr. Weeks, Dr. Waymark, Mr. Nash and the Clerk.

 

The tender to be in two parts – Tender 1 - the Burial Ground.  Tender 2 the Field, Community Hall, Pound, miscellaneous areas.

Tenders can be for one or both tenders.

CLOSURE OF FIELD ON DAY OF CARNIVAL

Agreed that the field be closed to the general public on the Saturday of the Carnival, from 08.30am to 11.30pm.

ROAD HAZARD NEAR AIRPORT

Mr. Layton concerned at the traffic hazard on the road between the cattle grid off Kittle Hill Lane and the Airport, where inconsiderate drivers overtake other vehicles.

 

Agreed the City and County of Swansea be asked about central white lines.

The Clerk reported that the contract with Squiggles Day Care Nursery now signed by the Chair and Vice Chair, and returned to our Solicitor.

It was agreed that other campus users be contacted with the view of directional signs being erected at the entrance to the site.

 

Estimated cost from Charterbrook of £732.00.

 

Discuss any other issues such as pot-holes and cattle grid.

b)        Litter-pick – Mr. Middleton reported that 36 bags of litter had been picked up from Pobbles Beach.  Thirty-seven members of the public, including Members of the Council, turned up on a wet Sunday morning for the litter-pick.

Minutes of the Field Committee held on 26th August 2008 and 11th September 2008 were circulated and agreed.

Hedge and fence adjacent to 15 Park Road  -  15 tenders sent out, 5 tenders returned.  Agreed lowest tender from Beds & Borders be accepted.

 

 

 

Mr. Eley and the residents of 15 Park Road had suggested an alternative to the cutting back of trees and 12ft. high fencing.  After discussion, this suggestion was not adopted.

Decision of Council

Tree & Gubb be advised that headstone 160 exceeds the size of permitted headstones, asking if they could, at their own expense, lower the stone so that the concrete bas is below ground level.

Revised Burial Ground fees from 1st April 2009 agreed.

Agreed the sum of £1,400.00 from Isaac’s (exc. VAT) from Isaacs for the refixing of seven memorials.
