09/404 Minutes of 11th of November 2009

Proposed by Cllr G Nash and seconded by Cllr Peter Middleton, it was resolved that the minutes are true and accurate with one minor typographical error.

Minute 09/397 refers to Penarth community charity and it should refer to Pennard Community Charity

 

09/405 Matters Arising

None

 

09/406 Budgets for 2010

(a)    The budgets were discussed, in-depth, and it was agreed that the final revised budget would be agreed at the next Council meeting in January.

(b)    It was agreed that a global planned maintenance/reserve would be created in the new budget year. This global budget was preferred to individual committee reserve accounts.

(c)    Councillor Mark Thomas agreed to produce the Council newsletter. In all probability, this newsletter will be distributed twice yearly.

 

09/407 Subcommittees

(a)    Burial Ground. There was one burial since the last full Council meeting

(b)    Field.

·        Playground equipment. It was agreed that there would be four visual risk assessment inspections of the playground equipment per year. Councillor M Waymark is authorised to train suitable people to undertake these inspections. The Council\'s groundsman will be asked to undertake these inspections. These four visual inspections are in addition to the full annual audit of playground equipment undertaken by The City and County of Swansea or any other suitable body. MW
·        Sign. It was agreed to install a sign in the vicinity of the field showing emergency contact telephone numbers of several  Council members and/or clerk. GN
·        Monkey Bars. It was agreed to remove the monkey bars from the playground. The Field Working Party was delegated authority to arrange for the removal of the bars up to a maximum of £100. GN
·        New Path. It was agreed the recently installed path will need levelling. Cllr G Nash will deal with the matter GN
·        New Pavilion. it was agreed that Cllr L Silver could continue with the investigations into the replacement of the field Pavilion LS
(c) Hall
·        Cleaners\' Contract. This contract is due for renewal in January 2010. The contract is to be reissued to the same contractors and on the same terms and conditions. CFS

·        Increase Revenue. A flyer is to be produced and printed which will advertise the facilities available at the community Hall. It was agreed that the working party could have a budget of up to £200.

·        Coastwatch It was agreed to allow Coastwatch the use of the Hall facilities at a reduced rental of 50% of the normal rental starting from February 2010. A letter to this effect is to be forwarded to Coastwatch. CFS/MW
·        Table Trolleys. It was agreed ta sum of £400 would be used from the Environment budget to provide trolleys for the new tables in the community Hall. MW
(d) Environment.
·        Produce Market Rota. This is to be distributed shortly. PM

·        Schoolchildren. The recent promotion of the produce market via local schoolchildren has proved successful with an increase in visitors to the produce market.

·        Local Bus. The possibility of hiring a bus to collect local people and bring them to the produce market is being investigated. PM
(e) Footpath.
·        Green Path. Councillor M Waymark has met with a local representative of The City and County of Swansea in relation to the footpath. She is to give a supporting presentation to The City and County of Swansea committee on 27 January 2010. The committee is part of the vetting process in relation to the granting of funds. Cllr N King is to also attend this meeting. NK/MW

 Decision: no objection provided it conforms to the Sandy Lane Development Plan
Enforcement

·        Widegate Farm. City and County of Swansea Planning Department intend making a further visit to the site over the next week.

·        35c Linkside Drive. City and County of Swansea Planning Department are investigating the height of the fence.

·        Meadgate Development. Clerk to obtain an update from City and County of Swansea.

·        Great Kittle Farm. The appeal visit took place on 14 December 2009 and a decision is expected within three weeks

Finance and Employment

Members of the public and the clerk were asked to leave the meeting.

The council agreed with the committee’s proposal to purchase an ACER laptop and cordless mouse for the clerk. It was also agreed to re-imburse the present clerk for standing in for the previous clerk whilst he was on holiday in November.

·        Parish Hall/Church. Amended costs of hiring the Parish Hall were provided. To ensure hall booked for Monday council meetings and cancel use of the tables for the produce markets. CFS

·        Community Councils. There is a community Council Forum on Tuesday 19th of January 2010

The Chair gave a brief summary of the recent meeting between representatives all the local community, Community Council, commoners and Pennard golf club. The outcome of the meeting is that a representation is being made to the golf club requesting their permission to enclose part of the golf course with fencing.
