The recommendation of One Voice Wales was that minor typographical errors, which do not affect the meaning of the report, continue to be dealt with in accordance with Council practice.  Where substantial changes are made, these need to be recorded in the following Minutes.

Cllr. James drew attention to Rhossili’s website document on Freedom of Information.  It was recommended that the Community Channel Working Party be asked for this to be a general document covering all Community and Town Councils in the area.

·        Green Path  Councillor Nigel King and County Cllr. Mrs. Smith to liaise, possibly obtaining finance from the Rural Development Fund.

·        Car Parking – Linkside Drive/Pennard Drive   County Cllr. Mrs. Margaret Smith reported that part of the £4,000.00 Environment Fund could be used to alleviate this problem.

·        National Trust  Cllr. King reported on positive discussions with the City and County of Swansea and the National Trust, on disabled access for Footpath 1.

·        National Trust Car Park – if no response in the mean time the matter will be raised in the July meeting when Sian Jones is visiting the Council.

·        The Minutes of the Field Committee held on 3rd April 2009 circulated and approved.

 

 

 

Decisions of Council

·        The review of the report about ground maintenance and heating agreed in principle.  Further report to Council once details finalised.

·        Agreed free use of the field on Saturday, 13th June 2009 for the Gower Gallop.

·        Concern of overhanging hedge of garden in Burrows Close, which may be affecting the badger run and damaging the fence to the field.
Further enquiries to be made with the Badger Society.

·        Minutes of the Hall Committee of the 2nd April 2009 circulated.  Recommendations in the Minutes agreed by Council.

·        It was agreed that the ground maintenance contractor expedite weed control around the hall as a “one-off”.

·        Minutes of the Environment Committee held on 7th April 2009 were circulated and approved, subject to the following amendment.  Paragraph 7 – bin outside Pennard Stores – refer to rubbish bin not dog bin.

·        Approval be sought from the City and County of Swansea for a banner at the  mini roundabout in Killay advertising the Produce Market.

·        Dog bin at 42 Linkside Drive - City and County of Swansea be requested to clear twice a week

·        Pennard Road (Kittle to Barland Quarry) - City and County of Swansea be asked to paint the fence.

·        Pot holes at Kittle Hill Lane - City and County of Swansea be asked to make good

·        Cattle grids - Pennard Community Council are aware of discussions between the City and County of Swansea and the Commoners on the need to repair the cattle grid on Fairwood Common near Cannisland.  In the meantime, the grid continues to pose a nuisance and possible danger

·        The cattle grid outside Pennard School is noisy and needs adjusting.  The rubbish needs to be removed underneath it, which will ultimately block the drain and be a health hazard.  This is the responsibility of the School.  County Cllr. Mrs. Smith to raise this at the next School Governors Meeting.

·        Refuse bin – the City and County of Swansea be requested to replace the bin on Kittle Green  with a blue bin as the current green bin is unsightly and damaged.

·        Next meeting of PACT on 28th April 2009 at the Parish Hall.

 

 

 

COMMUNITY COUNCILS

·        Agreed that the Chair and Cllr. Nash be Pennard Community Council’s representatives at One Voice Wales Area Committee.

·        One Voice Wales Area Committee Meeting, 9th April 2009 – the Chair reported on discussions re the use of the website for all Community Councils, and that Community Councils may be given more recognition on planning matters.
