FINANCE COMMITTEE · The Chair reported that the meeting of Finance Committee on 2nd June 2009 was cancelled as there was not a quorum. · 2008/09 National Salary Award for Local Council Clerks. The public and staff were excluded from these discussions on grounds of personal and confidential matters. |

· The recommendation in the report on these matters, which had been circulated with the agenda, were accepted with the proviso that the Assistant Clerk’s pay increase be deferred until the end of the probationary period. Subject to a satisfactory probation period, the increase be back-dated to 1st April 2009. ·
The public and staff were re-admitted to the meeting
on conclusion of this item. ·
Cllr. Thomas raised the point concerning the finances
of the Council and requested a meeting to discuss them and the workings of
the Council. |

Carosi having reduced fee for a dance. · Further report on the condition of the floor following Dog Training sessions. ·

PENNARD AREA COMMUNITY
PARTNERSHIP ·
Cllr. James reported that the maze at the School
grounds to be tidied up, funding for the staging at the Community Hall being
pursued and provision of Tennis or Boules also under consideration. ·
It was agreed that the Newsletter include proposals
for a Youth Council to be formed. ·
Also discussed was the need for an additional access
gate from Footpath 21 to the School, and disabled access from Pennard Road to
the Surgery. |

· Noted that Pennard Community Council one of the 5% of Councils selected for an in-depth audit review by the Wales Audit Office. · There were proposed changes to the Accounts and Audit (Wales) Regulations. It was agreed that: (a) the threshold for R & P Accounts be increased from £100,000 to £200,000 (b) no objection to final accounts being brought forward from 30th September to 30th June. (Reservation when Council part of the 5% in-depth audit). (c) no need for a phased approach towards these changes |
