In the absence of the Chairman and Vice-Chairman, it was proposed by Mr. Weeks and seconded by Mr. Nash, that Dr. Cook be appointed for the meeting.  This was unanimously agreed.

The Clerk reported that the County Electoral Registration Officer had received no response to the vacancy advertised for a Councillor for the Pennard Ward.  Agreed that the vacancy be advertised for co-option.

(b)          VAT  -  the Clerk reported that he had written to Customs and Excise in accordance with Minute 7/87(b).  As no response received, it could be assumed arrangements satisfactory.

(c)           Planning  -  the Planning Department required further information about the porch and access to the proposed nursery.  This had been referred to the architect for action.

The Clerk reported that under Standing Orders, the annual pay review of the Clerk  shall take place no later than September.  As there were ongoing discussions between the National Association of Local Councils and the Society of Local Council Clerks, he was unable to make any recommendations at this stage.

Application 2007/1446  -  Hunts Corner, Pennard

Planning Officers recommended approval of this application, disregarding the applicant’s ability to satisfy the agricultural tenancy conditions, saying that any breach of these conditions should be referred to the Local Authority’s Enforcement Officer.  It was agreed that:

 

(i)                 the L.A. Enforcement Officer  to be asked to investigate this case

(ii)               the Planning Department be asked to supply a list of agricultural tenancies in the Pennard Ward under the Freedom of Information Act, and clarification in terms of planning regulations as to what constitutes an agricultural tenancy

·        Surface Drainage

The Clerk reported that three tenders sought for this work, to be returned by 3rd September 2007.

 

 

 

 

 

·        Mechanical Sweeper

It was agreed that a mechanical sweeper be used to clean both the Hall and Field car parks every two months, to be reviewed in March 2008.  The cost to be £50.00 for both sweeps bi-monthly with D. Whitehead.

 

 

 

·        Window Cleaner

It was agreed to accept the quote of £12.00 from D. Carosi to clean all the Hall windows bi-monthly, commencing Monday, 27th August 2007.  To be reviewed March, 2008.

 

 

 

Burial Ground

·           The letter to next of kin where bases of headstones exceed 1ft. 6inches front to back, and other plinths or objects placed in front of the base, was agreed as amended.

·           Noted letter of appreciation from Mary Gwynne about the recent burial arrangements for her mother.

·           Concern expressed at the amount of ragwort on the Golf Course, and the allegation of ragwort being dumped by the water tower.  The Clerk to write to the Golf Club.

Minutes of the meeting held on 3rd July 2007 about the Civic Centre Project and the Archive Service noted.

Dr. Cook reported on the meeting held on 9th August 2007.  The general consensus of concern of Town and Community Councils was the apparent disregard the City and County of Swansea had for Town and Community Councils, one example being outstanding replies to enquiries made to the City and County of Swansea.  Agreed to discuss outstanding correspondence sent to the City and County of Swansea at the September meeting.

Environment Committee (Formerly Litter Committee)

·           Letter from Kittle Residents Association to Bishopston Comprehensive School noted.

·           Mrs. Langford reported that posters  at the carnival could have been more successful, that a litter pick is proposed for September, and that consideration was being given to displaying hanging baskets on the Community Hall.

·           It was agreed that the Committee take on board other environmental issues, including ragwort and intrusive highway signs.
