RESIGNATION

 

It was with regret that the Council received Mrs. Elizabeth Radcliffe’s resignation as a Member of Pennard Community Council.  Mrs. Radcliffe was unanimously thanked for the very positive role she played as a Councillor and the contribution she had made to the community.

MATTERS ARISING

 

(a)       Outstanding Concern with the City and County of Swansea
The Clerk reported that he had not received any acknowledgement to his second letter of 20th September 2007 to the Chief Executive, City and County of Swansea regarding community matters being discussed with a non-elected body rather than a community council.

It was agreed that the Clerk write to the Ombudsman and Edwina Hart, AM, expressing concern at the lack of replies from the City and County of Swansea about enquiries made by Pennard Community Council to the City and County of Swansea.  Copy to the Chief Executive.

(b)       Welsh Assembly Consultation Paper on a Fifteen Year Community Strategy
Mrs. James was thanked for her response to this consultation paper.

FORMER SURGERY

 

Following discussion on the paper circulated by Dr. Waymark, it was agreed that Mr. C. Tilbury be offered a ten year lease, with the option to renew, at a current rental of £9,000pa, to be reviewed every three years.

 

Details in the paper regarding tender process and lease agreement accepted.

 

Agreed that Pennard Community Council’s costs be met first from the hall capital budget, £4,500 from the hall planned maintenance budget and the balance vired from the deposit account.

 

Agreed to call a special Council meeting to finalise details before Council meeting on 14th November 2007.

FACILITIES FOR YOUTHS

 

Skateboard Ramp

Following discussions on a paper circulated by Dr. Waymark, it was agreed that a skateboard ramp, consisting of a half pipe, be located in the corner of the playing field.  Target completion date for all the items listed in the paper is April 2008.  Agreed to proceed with meeting S Wade to consult on special requirements.  At the same time to contact insurance company and Planning Department.

KITTLE CAR PARKING

 

Mrs. James reported on the cost of the limited waiting signs suggested by the City and County of Swansea for the lay-by outside Kittle shops (signs £1,067 plus advertising £400 via Council’s Leader newspaper or £1,500 other newspaper).

 

As no money available in the City and County of Swansea’s Highway Budget, Councillor Mrs. Smith suggested this sum may be financed from the funds she is allocated for environment work by the CCS.

Mrs. James was thanked for her paper reviewing  the Audit and Account Policy, Equal Opportunities, Environment, and Health and Safety Policy.

 

It was agreed that a working party, consisting of Catherine Bryden-Smith, Lynda James, Margaret Waymark, Brian Smith, and Wes Weeks, review Standing Orders.

 

Two additional policies to be considered – the Race Discrimination Act 2003 and Sex Discrimination Act 2007.

(a)       Car Park Drainage
Dr.  Waymark reported that the hall car park drainage would be carried out during the school half-term holidays October/November 2007.

(b)       Parish Hall Dance – 27th October 2007
Agreed the Parish Hall have free use of the Community Hall on 27th October 2007.

(c)       Surcharge
It was agreed that Mr. E.L. be surcharged £30.00 for failing to leave the hall in a clean condition after a Saturday evening function (of this £10.00 to the cleaners,  £3.95 for new pedal bin and £13.50 refund to Sunday evening badminton).  The hall would not be let to him again.  Hall committee to consider the issue of a bond for rentals.

Dr. Waymark reported that a new litter bin had been installed but the problem of moles in the play area not yet resolved.

BURIAL GROUND

 

 

 

Dr. Cook reported on the results of the letter sent to next of kin about vases and other objects placed in front of the headstone, obstructing grass-cutting machinery.

 

All had been resolved apart from three:

·        Grave 296 – stones and a plant in front of base

·        Grave 297 – marble plinth extending more than 1’ 6”

·        Grave 174 – free standing vase

 

Agreed that recorded letter be sent re graves 296 and 297, advising the next of kin that if within 14 days of receipt of letter no action is taken by them, that Pennard Community Council will carry out the remedial action required and any work will be recharged to the next of kin.

The next of kin of Grave 174, Mrs. L. Minshell, had complained that the Clerk had addressed the letter of 17th August 2007 to a deceased member of the family.  The Clerk had already written to Mrs. Minshell apologising for his error and any distress caused.  Mrs. Minshell has sent the same letter of complaint to the Ombudsman.

 

 

 

Mrs. Minshell had also alleged that the Council had agreed to the grave being used by three persons.  These are two person graves.  Agreed that as the first buried was a child, one further person can be buried in grave 174.

 

 

 

The vase at Grave 174, which was the cause of the initial letter, is in memory of Mrs. Minshell’s mother, whose ashes Mrs. Minshell says were poured into grave 174.  The Council has no record of this event.  Provided Mrs. Minshell places the vase on the base of the headstone away from the grass cutting machinery, no further action required.

·        The Chairman reported on the Community Councils Forum Meeting held on 18th September 2007 about Swansea Integrated Waste Management Strategy.

Mr. King reported on the last meeting held on l30th October 2007.

 

Agreed that the Environment Committee join with PACP and representatives of the community hall, surgery, pharmacy, library, school, osteopath, community police, to consider directional signs to the complex, security, car parking, highway signs, litter.

Mrs. Langford reported on ideas for the Environment Committee to pursue, including a site visit to identify street highway clutter; dealing with dog waste; Pennard Community Council taking over bus shelters and displaying litter posters.

 

A litter pick to be organised in November and invite Kittle Residents Association to participate.
