MATTERS ARISING

Twinning  -  Noted the Southern Star article of 5th November 2005 about Passage West Town Council’s intention to invite a delegation from Pennard to visit Passage West during 2006.

COUNCILLOR MRS. M. SMITH

·        Ms. Musgrave, Mrs. James and Mr. Weeks concerned about the fencing from Kittle to Barland Quarry and the fallen tree branches on the opposite side of the road, which are a traffic hazard.

·        Mrs. White concerned about the possible danger the Pennard sign-post (between Kittle and Vennaway Lane) poses in its present condition.

·        Mrs. Gerke concerned at the regular flooding of Fairwood Road near the entrance to the Airport, which poses a traffic hazard.

 

 


 

 

·        Mr. Nash concerned at excessive speed of some cars using Linkside Drive and the need for the streets to be cleaned, particularly around the Londis Store.

·        Mrs. Radcliffe concerned at the condition of the kissing gate at the school entrance and the damaged fencing opposite Linkside Drive.

·        Ms. Musgrave concerned at the pot-holes in Pennard Road (narrows) near Kilvrough Cottage.

Finance Committee  

·        Ten contractors had been asked to tender for ground maintenance.  Responses had been opened by the Chairman and Mrs. White, details of which were circulated at the meeting.

·        It was agreed to accept the lowest tender from Environmental Care Associates Ltd.  This will be a three-year contract.

Planning Committee 

Minutes of the Planning Committee of 31st October 2005 were approved.

 

 

 

·        New Planning Applications

Application No. 2005/2280  -  8 Foxhole Drive

Single storey rear extension, conservatory and porch.

Decision:  no objection

 

 

·        Appeal to the Welsh Assembly

Application No. 2005/1635  -  1 The Drive

Permission to fell a Chestnut tree.

·        Letter 

Noted the letter from Mrs. E. V. Benson about her concerns at the planning application for 9 Heatherslade Road.

New application to be made.  The Planning Department to be advised that as no plans have yet been received for comment, no response can be made by Pennard Community Council until after their next meeting on 12th December, 2005.

Community Hall Committee

Dr. Waymark reported on:

·        Pointing required to the wall surrounding the emergency door to remedy damp penetration, at a cost of £100.00.  Agreed that this be expedited.

·        Pointing required to the whole building.  Agreed this be considered in next year’s budget.

·        Car park flooding. Ongoing discussions with the City and County of Swansea about whose responsibility this is.  Agreed to arrange a site meeting with Councillor Mrs. Smith, the Clerk, Dr. Waymark and a representative from the City and County of Swansea.

·        The Clerk reported on discussions with the Police about youths congregating around the back of the hall.

Playing Field Committee

·        The Minutes of the Playing Field Committee, held on 5th November 2005, were agreed.

·        It was unanimously agreed that Professor Gareth Jones be thanked for turning out on a wet Saturday morning to give his advice about the kissing gate.

·        Edwina Hart, AM, had received a letter from the National Playing Fields Association (NPFA) about playing fields under threat.  Agreed that the NPFA be advised of our playing field for their data base.

·        Mrs. White asked if hardcore could be laid at the entrance to the play area, as it is very slippery.  Agreed the matter be reviewed.

Burial Ground Committee

·        Noted that three trees purchased from Tom Jones Nurseries.  The Chairman and Mr. Lanfear reported that in the course of planting the trees, they found that unknown persons had planted three other trees.

·        The Clerk reported that nine graves are to be turfed, and that the City and County of Swansea had been asked that the unregistered land off Vennaway Lane in front of the Church, be transferred formally to Pennard Community Council rather than remain highway waste.

 

 

 

Footpaths Committee

·        Noted that the diversion of Footpath 20 was now out for public comment.  Replies by 20th December 2005.  Clerk to monitor progress with this diversion.

·        CAP has asked for comments by 6th January 2006 on their services.

Noted letter of appreciation from St. Mary’s Church about the grant from Pennard Community Council and progress report on work to the Church tower.

·        Forum  -  noted the meeting of 18th October about the Draft Unitary Development Plan.

·        Standards Sub-Committee  -  noted that nominations sought for a casual vacancy from Community Councils.

·        One-Day Conference  -  noted the regional one-day conference from SLCC.

PENNARD AREA COMMUNITY PARTNERSHIP

·        Noted the Clerk’s letter to the Secretary of the PACP about receiving the notification of a meeting on the day of that meeting, and that our representative, Mrs. James, had received no notification.  Their next meeting is scheduled for Wednesday, 11th January 2006 at Pennard Primary School.

·        The Minutes of the PACP meeting of the 2nd November were circulated.  Members were concerned at the apparent responsibilities PACP were undertaking without consulting the Community Council.  It was agreed that information be sought from PACP about their constitution, remit, how appointments are made and for how long, and to whom they are accountable.

Green, City and County of Swansea, about highway matters referred to the Minutes of 1st and 10th August 2005, of some concern.  Agreed Mr. Green be asked about flooding near the chicane at Southgate Road, and that he be advised that Members are still receiving numerous complaints from both pedestrians and motorists about potential dangers the chicane poses, and querying how the problem is being monitored.

·        Letter from the Chairman of Bishopston Community Council expressing annoyance at Pennard Community Council’s views on the section of the B4436 passing through Bishopston.  The draft reply by the Chairman agreed.

·        Green Path  -  Noted that the City and County of Swansea could not contribute to the proposed green path under Safe Routes to School, as only two children would possibly benefit.  Noted letter from Mr. K. Jones about the donation of land on the proposed green path.

·        Toilets, Southgate Road  -  Noted that the Clerk had written to the City and County of Swansea asking about progress.

Revision to the policy documents had been circulated.  The following amendments were agreed:

 

Audit of Accounts

S150 (5) review annually payments made by direct debit.

Clause 3 (d) increase sum from £300.00 to £350.00.

 

Equal Opportunities

The Clerk to carry out an audit of Members having undergone Equal Opportunity training.

 

Updating of Documents

It was agreed that all policy documents be updated in line with previous and current amendments, and the updated copies sent to each Member.
