Minutes of the meeting held on Tuesday 5th April 2005

1.        Declaration of interests. ST re website
2.       Minutes of the last meeting: Approved.
3.        National Trust.  Letter sent to SJ about signs on cliffs at Rhossili – awaiting reply.  NT newsletter received.
4.        Footpaths.  Proposed diversion of Footpath 3 – no objection.  Footpath leaflet still waiting for adverts.  ST to chase and extra meeting on 19/04/05 for RB, SW and ST to finalise.
5.        Highways and flooding.  ST wrote to Highways & Planning re signage in Scurlage, sign was moved on Monday.  Awaiting reply re chevron at Margam Corner.  Also ST to write to Highways re. obscured chevron at Newton Lodge.  Problem of dangerous situation occurring with parking of tractor near bend at Margam Corner.  ST to write to land owner.
6.        Village Hall.  ST wrote to JF for a key to hall and to show how central heating works and to request copy of “Disability Access Statement (DAS)” when they have prepared one.  ST now has a key and knows how the central heating works.  Objective One funding has been attained to build the shell of the hall.  The specs are being drawn up and will be submitted four building bye-law and then put out to tender.  Committee looking for extra funding to refurbish the existing hall and furnish the new one.
7.        Clerk.  Hinge on notice board in Pitton becoming detached. WA documents still going to GH despite ST advising and re-advising. 
8.        Meeting with Police.  ST now has postal addresses of clerks of all community councils.  ST to send letter.
9.        One Voice WalesBill for subscription for coming year of £29.  ST to post.
10.     Welsh Assembly Consultations.  Application to extract 300,000 tonnes pa over 15 years on Helwick Bank.  Reply by 6th May.  Agreed SW to reply on behalf of us.
Local government partnership scheme annual report 2003-4.
Draft Commissioner for older people bill – reply by 14th June CB to read and comment on.
11.     Gower’s rural status – letter from Llanrhidian Lower CC expressing concern that Gower is not classed as a rural area and therefore miss out on a portion of the money that is available for grants.  ST to copy letter to EH, MC and RL supporting the letter received.
AONB documentation.  SW to copy and distribute to Cllrs. For comment next meeting.
12.     Planning applications. Letter sent to Rhodri Williams asking to confirm phone call with RD in writing - awaiting reply.  Agreed to send copy of letter to Director of Planning if no reply in two weeks.
2005/0009 amended plans for Morawel, Middleton – no comment.
It was raised that there may be some building going on in the community, without planning consent.  Agreed that the owner would be asked to speak to the planning dept. to see if they do need planning permission.

13.     Finance.  Letter from Audit Commission passed to SW

14.     Gower Community Councils’ Website.  ST & SW attended meeting in Pennard.  ST attended in a professional capacity and not as a Cllr.  ST to create a “mock up” for 3rd May 7:30pm next meeting.  Agreed page of contacts at different levels would be a good idea.
