Minutes of the meeting held on Tuesday 8th December 2009

 

1.      Attendance: Attendance: Steve Walmsley (SW) (Chair), Anne Morse-Jones (AMJ)  (Vice Chair), Steve Campbell Kelly (SCK), Roger Button (RB), Nicola Rees (NR), Selina Taylor (ST) (Clerk)

2.      Apologies:  Sally Thomas (ST2), James Beynon (JB)

3.      Declaration of interests:  none

4.      Minutes of the last meeting: Point 9 SW getting quotes not quoted.

5.      Matters arising:  none

6.      National Trust:  Peninsula newsletter received.  Mince pies re-scheduled for 13th December.

7.      Footpaths:  SP is going to repair the stile opposite Richard’s Rock.  Also sent through “Walkers are Welcome” information from Ramblers Cymru, in case we are interested.

8.      Highways:  AMJ asked us to write to Richard Lewis about Margam Corner flooding.  NR said that the grit on the roads after the floods makes the roads dangerous.  Letter to Highways saying that it repeatedly floods and there has been an accident there before when a motorcyclist came off his bike and we are keen for it not to happen again.  The road past Kimley Moor has no gulleys going through the verge and so the water has nowhere to run away.  Residents getting concerned about the regularity of being cut off.  SCK asked where the grit boxes have gone that we used to have in the community.  AMJ said that Olive Beynon said that bus broke down and driver said he had broken down three times that week.  ST to contact John Davies to say that the buses are unreliable and that residents are unhappy with service provided.

9.      Village Hall:  Still waiting to hear from OVW about the trees.  Quotes for doing the showers in the toilets are coming in very expensive.  ST to enquire about Public Liability on the car park, asset of £15K.

10.  Parking in Rhossili: Request for stone has been made in the newsletter.  SCK waiting to speak to JB to arrange a time for the work.
11.  Newsletter: Newsletter printed at Prontaprint.  SCK owed for the printing. NR mentioned that she was 3 copies short and these addresses need adding to the village map.  SW thanked ST for collating the articles together.
12.  Noticeboards:  ST has placed laminated notices inside the notice boards stating that RCC own them and the conditions for placing notices within them.

13.  Support for the Air Ambulance:  ST to get the address of the sector manager from SCK.

14.  WA correspondence: None

15.  One Voice Wales: Swansea Area Committee 10th December 2009. A new strategy for the Welsh language - Public meeting with Alun Ffred Jones AM. Planning Aid Wales\' e-newsletter.  Briefing note on the recent consultation - Community strategies and Planning.

16.  Planning: Gordon Howe asked ST to raise the issue of the prominent exterior lights at Talgarths Well bearing in mind that the street lighting has recently been modified to limit light pollution; he feels that the bright lights which are often on during the day as well as at night are out of keeping with the rural community.  Other residents have also expressed concern.  SCK to have a word with the owners to say that there have been complaints from local residents. 
17.  Finance:  Letter from steward of Pitton Chapel asking for a donation towards the refurbishments.  RCC agreed £150.  SCK still not receiving statements from bank.  Letter from SCC requesting precept for 2010/11 by 31st January.  Reimbursement of £72 for newsletter to SCK.  Completed Annual Return to 31/03/09 together with invoice for £57.50 from Mazars for the audit to year end 31st March 2009.  Still waiting to receive the payment from NT re. footpath maps.

18.  Correspondence: Code of Conduct consultation from the Ombudsman reply by 12/02/10.  Llangollen International Eisteddfod asking for funds.  Play for Wales Autumn newsletter – passed to JH.  Youth Support Services in Swansea RSVP by mid December.  Rural Swansea Action 19/11/09.  rekk.co.uk  Swansea Rural Development News issue 3 together with copy of Annual Implementation Report for 2008 and the Rural Business Plan 1.  Community Councils Forum 17/11/09.  Clerk & Councils Direct.  Second Life Products (selling street furniture).  Society of Local Council Clerks advertising a bursary for training.  Institute for Employment Studies asking for help with a research project on the provisions for disabled elected members and service provision for disabled people in the community.
