Minutes of the meeting held on Tuesday 10th January 2006

1.       Apologies:             none

2.       Declaration of interests:  none

3.       Minutes of the last meeting: Approved

4.       Matters arising: Gower Society meeting re. Helwick Inquiry.  SW will try to attend.

5.       National Trust: NT newsletter for Gower.  From The Green to Crossfields, brambles are coming over the wall and NT or tenant should be informed.  Letter to SJ.  Particularly bad opposite Crossfields, forcing public into main road.
6.       Footpaths:  None
7.       Highways: Hole opposite Cefneithin has been excavated, filled and cordoned off and surfaced.  Letter to SG, in numerous places, the verge has encroached into the road.  Can they be cleared back, so that the road width is increased?  Chevron at top of Pitton Cross Hill, grateful for that but wanted a double chevron, therefore need one that is visible travelling from Rhossili.
8.       Village Hall: No meeting last month and building work ongoing.
9.       SCC Draft strategy for over 50’s: CB reported and RCC decided no need to respond
10.    Countryside Access Plan: Completed and sent back.
11.    Planning applications: 2005/1214 Pylewell, 2005/2341 Morawel, 2005/1761 Newton Lodge has been APPROVED.  Letter to SCC asking for confirmation of investigation at Middleton Hall.
RB’s shop planning application, has engaged another architect, plans to be submitted to SCC in a week or so.
Breaches of planning:  Need to decide what RCC do when potential breaches of planning come before them.   Have to be consistent.  Procedure will be as such:
a) formal complaint is made (not anonymous) either in writing or in person. 
b) Councillor to go to planning department in SCC asking if any existing planning applications outstanding for the property/plot involved. 
c) Make an appointment to view the property if necessary
d) Consider sending letter to person in breach of planning, pointing out that the breach has been reported and that their observations can be made in writing or in person at the next meeting when the matter will be discussed. 
e) At the meeting, if satisfied that there is no breach, then no further action will be required.  If there is a breach, then it will be reported as such to planning enforcements. 
Will consider this again at the next meeting.  This item to be included in the next newsletter.
12.    Finance:  Accounts approved.  To be held at RD’s house.  Precept form to send back with no increase. Receipt from Gower Website.  Payment requisition passed to SW.  ST presented bill for materials used to print newsletter £32.77.

13.    Correspondence:  Local Association meeting Wed 25/01/06 – discuss disposal of financial assets – send rep. with voting rights.  Letter to Local Association saying no representative will be sent and that unanimous motion of RCC was that funds should go to One Voice Wales.  SCC review of working with community/town councils questionnaires to be returned by 30/01/06.  Wales Audit Office – Countryside Access Study (through Steve Parry), questionnaire and invitation to meeting 10am Tues 31st Jan at Guildhall, no working day.  Fire and rescue service risk reduction plan – reply by 31/01/06 – no reply.    Clerks and Councils Direct.  Transport Guide to Singleton Hospital, RD to take to Doctor’s surgery.  Community Councils Forum 10/01/06 – clash with this meeting.
