Minutes of the meeting held on Tuesday 10th March 2009

 

1.      Attendance: Attendance: Steve Walmsley (SW) (Chair), Anne Morse-Jones (AMJ)  (Vice Chair), Roger Button (RB), Steve Campbell Kelly (SCK), Nicola Rees (NR), Sally Thomas (ST2), James Beynon (JB), Selina Taylor (ST) (Clerk)

2.      Apologies:  none

3.      Declaration of interests: 

4.      Minutes of the last meeting:  Elaborate on minutes of highways. Otherwise signed as correct.

5.      Matters arising: Some place marks put on signposts, but Ramsgrove marked incorrectly. 

6.      National Trust: Meeting on 4th March for all Rhossili Residents, some residents were not informed.  Most of RCC attended.  SCK said that we have an interest in planning, but do we take an interest in environment, e.g. work carried out by NT at Pilton Green?  NT said that they inform RCC of works, but RCC think that we are usually informed after the event.  Should we be notified of intended works, like planning?  Letter to ST: In your presentation you said that you like to keep people informed, but most of that is about current and past projects, we would appreciate it if you could keep us informed with major forthcoming projects within the RCC area, so that we can pass info on and give an informed response to local enquiries.
7.      Footpaths:  AMJ said that 2 or 3 the stiles at the end of FP 11 are intact but unsteady and rickety.  Reply from SP asking us to elaborate on comments about work on coastal path.  Respond: The new path cut in Paviland Valley is been heavily used by sheep and is becoming a muddy scar with the surface quite loose and unstable.  It looks unpleasant across the cliff face, but we hope that it will weather in.  Diversion order for FP RH30, 31 and 38.  No objections.  RB has 3 versions of footpath map.  Showed mock-ups that he has made.  Need to get quotes for printing.  Bottom steps down to Rhossili beach are really steep.  Write SP: Given impression by NT that SCC were going to do work on this at the end of last year.
8.      Highways:  SCK asked if we had decided that we would monitor the situation on the Green for the moment.  Agreed.
9.      Village Hall: SB said that Mrs Swinnerton asked to mention that the rubbish from the Evening Post box is being going into her garden. Evening Post box is also rotten and needs to be replaced.  Contact Evening Post for their policy.  No bin by the side of it, write highways re. complaints that rubbish blowing about into neighbouring gardens. 
10.  Gower CC Website: Discussion board will be taken down along with items of General correspondence, as they are not being used.  SW explained that it is being restructured.  Facilities cut back to basic. 
11.  Date of AGM:  14th May.  Put on agenda for April 12th election of chair and vice chair.  SW to check with JF about 14th, if not 21st May. 
12.  WA correspondence: Local government Partnership Scheme Annual Report 2007-08.

13.  One Voice Wales: Invitation to renew membership £33.  RCC agreed to renew membership.  eTrading for CTCs.  Certificate in Local Council Administration Wales.  Rough Guide to the EU Citizenship Programme 2007-13, 18th March

14.  Planning applications: 2008/2373 has been APPROVED. 
2009/0163 The Old Rectory, Rhossili.  RCC has no comments to make. 

15.  Finance:  Confirmation of precept payment dates passed to SW.  Notices to be taken down.  Year end £1120 in bank.  Awaiting bank statement.  Compares with over £2000 last year, because didn’t pay clerk on time so overlapped financial years and had expense on noticeboards.  SW will bring completed returns to next meeting.  RB went to HSBC to prove identity, but it took 1h 10mins.  £33 to pay to OVW.

16.  Correspondence: Glasdon products.  Clerk and Councils Direct.  Have your say posters to be displayed.  SCC draft Equality and Diversity Scheme 2009-12.  RSVP 20/03/09.  Mid and West Wales Fire Authourity write about improved system for crewing at Pontardawe Fire Station.  New risk reduction plan to be released for consultation 12th May.  Swansea Rural Development Plan briefing event.  SW attended.  Was to replace funding stream in Objective One.  Will be able to apply for funding in two years time under different categories.  Also example projects from Mid Wales e.g. if we wanted to set up a cycle path, contacts for people who have done it before.  Maybe more useful to Village Hall.  Peter Black Surgery posters.  Invitation to consultation on Proposal on the future of community health councils in Wales, 3rd April 2009 in Swansea.  Rural Swansea Action Job Opportunities to be displayed. Info for community re. digital switch over.
