Minutes of the meeting held on Tuesday 10th April 2007 

 

1.       Attendance: Steve Walmsley (SW) (Vice Chair), Anne Morse-Jones (AMJ), Rob Dyer (RD) (Chair), Roger Button (RB), Sally Beynon (SB), Selina Taylor (ST) (Clerk)
2.       Apologies:  Christopher Beynon (CB)

4.       Minutes of the last meeting: Approved
5.       Matters arising:  none that are not covered elsewhere on the agenda
6.       Council elections: By default Nicola Rees is co-opted to the council as no other applications submitted.  Letter to The Chestnuts, Pilton Green accepting on council.
7.       Noticeboard in Rhossili: RD said that appropriate wooden noticeboard cost £469 + VAT.  RCC to make enquiries if local contractor can do it.  No urgent rush, so ongoing.
8.       National Trust: Water safety signs at Rhossili RD forgot about meeting.  Peninsula newsletter.
9.       Footpaths: AMJ said some of stiles too high for elderly people.  RD said enormous tree down on FP 27.  Ask SP if he will check course of footpath through Talgarths to check properly delineated.  SP wrote to say that the stile on the Vile has been replaced, although we have yet to add a dog gate if required.  Other jobs coming up Keenmoor Lane –overhanging branches; School Lane-clearance around cattle grid; Talgarths Well-complete drainage; I’ve got some letters to send out to landowners regarding obstructions/fences etc and I want to have a meeting with the N.T. about marking paths on Rhossili Down.  ST bought 20-£5 footpath maps and RB 100 - £25.
10.    Highways:  AMJ said Steve Jones said there has been a lot of near misses at The Green corner.  White line has disappeared, can it be replaced?  AMJ said hole outside Church Park garage is enormous.  RD spoke to Steve Gouldne’s deputy and is comng down next week to do a survey.  Gordon – letter to prior to visit.  RB mentioned that cars were queuing to The Green over the weekend and blocking the road.  School Lane green bags not collected on Friday up School Lane, and Higher and Lower Pitton.
11.    Village Hall & car park: Excellent opening party for the hall.  Letter to VHC congratulating them on the work that has gone in and the results achieved.  RD to contact BS to find out what he needs. 
12.    WA correspondence: ‘A shared responsibility’ Policy statement from WAG to file.  Consultation on proposals to provide additional protection for recreational open space by 15/06/07 – no comments.
13.    One Voice WalesReceipt of subscription and covering letter.  Summary of key points from A shared responsibility’.  Guidance on establishing a complaints procedure.
14.    AGM: RD to confirm date of AGM with JF.
15.    Planning applications: 2007/0654 – RCC no comments.

16.    Finance:  Bill for 2005-06 audit work £141.00 queried.  New bill for £58.75.  Insurance renewal £268.80 – RD proposed.  RD suggested buying a bench dedicated to Village Hall.  SW to make enquiries with Village Hall.  SW proposed £30 book token to reward PV for work on newsletter – agreed.  Audit has to be made available for public now .
17.    Correspondence:  WAG elections posters to be displayed on boards.  Gower Society newsletter.  SCC Draft Countryside Access plan from SCC – comments by 11/06/07 – passed to RD.   G Butler Consultancy asking for examples of good practice ideas for community projects.  NCI Coastwatch letter thanking for £50 donation.  Society of Local council clerks asking us to join.  How to complain about a public body posters.  Health challenge Wales newsletter.  Letter from Wales Air Ambulance asking for financial support - £50 donation agreed.
