Minutes of the meeting held on Tuesday 10th May 2005

1.        Declaration of interests. ST re website.  Councillors completed the “Member’s interest forms” and “Acceptance of the SCC Model Code of Conduct Forms” for the records.
2.       Minutes of the last meeting: Approved with a minor spelling alteration in Point 6.
3.        National Trust.  Nothing to report
4.        Footpaths.  Proposed diversion of Footpath 3 will go ahead. 
Footpath leaflet .  Map to be amended by Steve Parry.  Waiting for costs of copyright from Ordnance Survey.  SDF Grant application form to completed by RB when we know how much the overall cost will be.
5.        Highways and flooding.  ST wrote landowner re. parking tractor at Margam Corner.  Received no reply, but it hasn’t been happening recently.  No reply from Highways re, letter sent to them.   ST to chase.  Also mention road surface between Newton Lodge and Margam Corner and through Knelston on the lhs travelling towards Swansea, holes by Church Park, caused by buses, junction at Higher Pitton, rut between Margam Corner and Pylewell on lhs going to Swansea.
Chevron at Newton Lodge has been cleared.
Highways Asset Management Programme received detailing road resurfacing works to be carried out between now and 2010.
6.        Village Hall.  The lease for the land adjoining the car park has now been found.  RD taken to read.
Letter of congratulations from Edwina Hart on securing Objective One funding for the redevelopment of the Village Hall.
7.        Meeting with Police.  Replies from Llanrhidian Higher, Bishopston and Ilston.  Peter Venables suggested a Police Surgery where someone would be there for an hour or so to answer questions.  St to send letter to Chief Superintendent at Cockett Police Station requesting a meeting and asking to send someone that actually works in the area. 
8.        One Voice WalesAcknowledgement of subscription received.  Next meeting 8th June.
9.        Welsh Assembly Consultations.  Review of Model Code of Conduct – deemed irrelevant because RCC did not adopt it.
South West Wales Regional Committee meeting
20/05/05 regeneration of S Wales Valleys – not relevant.  Acknowledgment of letter sent by SW re. dredging.  Acknowledgment of reply on Statutory Rights on consultation
10.     Newsletter. Articles from Gower Bird Hospital, NT, RB on fireworks, DT on Wednesday Club, VH forthcoming events including Strawberry Tea.  Also find out if there is demand for a skip.  Rd to speak to PV.
11.     Draft Commissioner for older people bill.  CB gave overview and it was agreed not to respond.
12.     Gower Community Councils Website.  Meeting in Pennard which ST and SW attended.  General approval of the mock up that was demonstrated.  Asked to approve a £250 budget for the initial setup of a website.  Agreed.
13.     Planning applications. Minutes of extra meeting approved.
Terrie Brown asked if land ownership of field above her property was known, as they need access across it for their building work.  DT said it used to owned by Barbara and Howard Chalke.  DT to speak to TB.

14.     Finance.  WA Account & Audit regulations 2005 and precept advice note passed to SW.  Accounts to be approved next meeting.  Insurance request of £259.71 for public liability
15.     CorrespondenceSwansea in Bloom – agreed to be removed from mailing list.  Gower Bird Hospital magazine.  Election notices to be put on the boards (they were put up before this meeting).  Senedd 04 – reply no further interest.  Invitation to Inauguration of Lord Mayor.  Childline seeking financial assistance.  SCVS.  Marie Curie Nurses seeking financial assistance.  Glasdon products.  Play for Wales.  Trafalgar Weekend.  Acknowledgement from Edwina Hart re. letter about lack of Rural Status in Gower.  Eisteddfod proclamation ceremony, application for tickets – no interest.  Community Councils Forum.  Gower Society Newsletter.  Training for Councillors  & Clerks from Pennard – no interest.  Clerk & councils direct.  Letter from Steve Jones (SJ) of Coastguard requesting emergency phone at the bottom of Rhossili Cliffs.  Put on agenda for next meeting.  RD to speak to SJ.  ST to look through old minutes.  Shelter Cymru seeking financial assistance.  Society of local Council clerks looking for good examples of good practice in Community Councils - no action.  Uni. Of Swansea introducing MA in Lifelong Learning
