Minutes of the meeting held on Tuesday 10th November 2009

 

1.      Attendance: Attendance: Steve Walmsley (SW) (Chair), Anne Morse-Jones (AMJ)  (Vice Chair), Steve Campbell Kelly (SCK), Sally Thomas (ST2), Roger Button (RB), Nicola Rees (NR), Selina Taylor (ST) (Clerk)

2.      Apologies:  James Beynon (JB)

3.      Declaration of interests:  none

4.      Minutes of the last meeting: Approved with minor alteration JB was absent from the meeting.  Point 15 should read Mr Lloyd Jones

5.      Matters arising

6.      National Trust:  Nothing to report

7.      Footpaths:  ST to check stile opposite Richard’s Rock
8.      Highways:  SCK mentioned National Speed limit sign outside Joe’s café and asked if it should be taken down as obviously it is erroneous.  Enquire to Highways as to why it is there and can it be changed or removed.

9.      Village Hall:  ST reported that Murder Mystery Evening was well attended.  SW said VH are in process of renewing insurance so will make sure that car park is covered.  Awaiting information re. trees in car park from OVW.  SW getting quoted to take switch out so that lights won’t be left on all night.

10.  Parking in Rhossili: SCK spoke with JB who will agree the course of action when he returns from holiday.  RB has refurbished the old sign that was on the land of the old Vanguard Bus Station.
11.  Newsletter: Articles from Coastguard, MacMillan’s Coffee Morning, Wednesday Club, WI, NCI, Village Hall, Ecumenical group, CB farmer’s diary, NT.  Nothing received on Mouse Racing-MB, Keep Fit, Youth Club-JH, Gibbs -RB Church & Chapel and ST still to write RCC roundup (footpath maps, parking in Rhossili, sand dredging, broadband, new clerk).
12.  Noticeboards:  ST in process of making laminated notices.

13.  Support for the Air Ambulance:  SCK mentioned that when the Air Ambulance is called, there are incidents when the helicopter cannot land close enough to the casualty and the casualty needs to be carried on stretcher but then have to wait for vehicle ambulance backup for enough people to carry stretcher.  With a Category A incident, it could be life and death.  The Coastguard only cover the coastal regions and should it be suggested that either the Coastguard could be paged or could a team be put together?  SW asked if Coastguard would do it?  SCK said that Coastguard are trained but it is whether or not they would be allowed.  ST to send letter to Coastguard Sector manager Lee Hague. 

14.  WA correspondence: Proposed guidance for the Wales programme for improvement for the fire and rescue authourities in Wales.  Community asset transfer partnership and programme.

15.  One Voice Wales: Proposed Local Government LCO.  Clerk\'s Salary Scale 2009-2010.  Plunkett Foundation - survey of Parish Councils in England and Wales.  \'Are we being served?\' report.  Swine Flu - Information for Community Councils

17.  Finance:  SCK said £1692 in bank.  ST to chase NT for invoices.  SCK went through minutes to make sure that everything matched.  1st precept payment was not in minutes but have statement etc.  SW approved accounts.  SCK looked at Welsh Audit Office website, said gave case studies that could go wrong.  Couple of points; suggest councils consider holding small reserve for unforeseen circumstances, council fixed asset register.  Clerks wages are employed or self employed?  SW said clerk is self employed and clerk would not earn enough to register for NI.  In meetings regarding authorisation of payment, needs to be covered under finance.  SCK said that Clerk has not been paid since April, so Clerk needs to be paid £250 for Jul-Sep and £250 for Oct-Dec 2009.

18.  Correspondence:  Police newsletter.  Swansea Bay and Carmarthen Bay Key Stakeholder Forum 03/11/09.  NSPCC and British Heart Foundation asking for funds.  Community and Town Councils Forum 17/11/09.  Mid and West Wales Fire and Rescue Authority Annual Action Plan 2010-11.  Clean Cut Lawn and garden services. Alun Cairns surgery posters.
