Minutes of the meeting held on Tuesday 11th January 2005

 

Attendance:          Rob Dyer (RD) (Chair), Selina Taylor (ST) (Vice chair), Pauline Bevan (PB), Steve Walmsley (SW), Anne Morse-Jones (AMJ), Roger Button (RB)
Apologies:            Sian Jones (NT) by invitation, Christopher Beynon (CB)

 

1.        Declaration of interests.  none
2.       Minutes of the last meeting: Approved
3.        National Trust.  PB reported that she had asked NT why the verges at Pylewell had not been cut back.  They said it was to discourage parking.

4.        Footpaths. Letter from Steve Parry Footpath 9 has been cleared.  Also will be clearing no. 27 Pitton to Keenmoor Lane to re-establish legal line of path which has become overgrown.  Email to thank.  Also ask to clear lane from Pitton to Pitton Cross running alongside CB’s lane.
Footpath leaflet.  RB awiting prices from Mike Lewis.  Suggested approaching businesses for advertising.

5.        Highways and flooding.  RD sent letter and reported that in the recent bad weather the roads had been passable.  Asked Highways if local people could be employed for contract work.  John Beynon had cleared the grid recently to allow water to drain away.
AMJ saw Richard Lewis  (RL) and mentioned previously raised issues.  RL agreed in principle with her, about using local contractors.

6.        Village Hall and Car Park.  ST went to HSBC with sealed envelope to find out if the missing lease was there.  Need covering letter from authourised signatories. 
RD has resigned from the Hall Committee but is still on the  Redevelopment Committee.  Still waiting for results of site investigation. 
Sale of chairs has been completed. 

7.        Clerk.  Request large hole punch, tub of drawing pins.  Also noticeboard in Rhossili in need of repair to bottom hinge.  SW said he would try to repair it.  Expenses have to be documented for NALC.  SW will need list of justifiable expenses.
8.        Illegal Caravans.  RD to check with planning re. caravan in Pitton.  Issue of another caravan in Pilton Green was raised.  RB said it had been there 30-40 years.

9.        Newsletter.  RCC have received a number of positive comments on content of last newsletter

10.     SCC Archives. ST received a letter of receipt for the items deposited in Archives.
11.     WA vision for public services (consultation)  Correspondence has been lost.
12.     One Voice Wales(replacement of Federation).  Invitation to elect member of RCC to Standards Sub Committee.  Agreed not to elect anyone as we don’t know what it is.  Reply to that effect.

13.     Planning applications. No new received since last meeting.
 2004/2347 Provision of outdoor ménage at  Pilton Moor Trekking APPROVED
Letter received from Morawel re. forthcoming planning application.  Write to thank.
Potential breach of planning consent in Talgarths Well, with removal of trees was raised by ST.  Write to ask planning what the agreed consent was before taking further action.  PB suggested contacting Mark Winder in Planning Ecology.
2004/2104 Broadpark has been recommended for approval as has 2004/1818 Agricultural building in Middleton

14.     Finance.  Last year’s precept was £1658.  Agreed to increase to £1800.
Bill for audit to
31/03/04 £58.  SW met Rob Symberlist re. rent for village hall.  RCC agreed to pay £120 per year irrespective of number of meetings.

15.     Correspondence
a. Ask the audience with South Wales Police
20/01/05 16:00 Marriott Hotel, Swansea – reply to say SW to attend.  Also ask for questions from residents for SW to ask on their behalf.
b. WA “Providing indemnities to members and officers of relevant authorities” – RD to read and comment on
