Minutes of the meeting held on Tuesday 11th March 2008

 

1.      Attendance: Rob Dyer (RD) (Chair), Steve Walmsley (SW) (Vice Chair), Roger Button (RB), Nicola Rees (NR), Sally Thomas (ST2), Anne Morse-Jones (AMJ), Christopher Beynon (CB), Selina Taylor (ST) (Clerk)

4.      Minutes of the last meeting: Approved
5.      Matters arising:  Richard Lewis wrote to say that he is pursuing the emergency phone on the beach.  Skips have been ordered for 12th&13th April.  RCC have approved that the invoice be paid.   Flyers have been prepared to be circulated around the village.  ST to put note re. elections on reverse.  Container at Knave has been removed.
6.      National Trust: SJ said that they are hoping that the wall be repaired in mid March.  AMJ said gate on FP 16 beyond Margaret Dixons is very heavy and has dropped and difficult to open/close.  Are you able to re-hang the gate properly,  Gate has sagged on it supports and is very difficult to manoeuvre we would be grateful if you could remedy the situation either by improving the closure of the gate or by provision of a stile.
7.      Footpaths: Proposed diversion of footpaths 35 and 42.  RCC no objections.  Talgarths Well work is in progress.  Gate at Mewslade has been fixed.  Looking at FP 30.  FP around Sluxton,  sleepers covered with wire netting are broken and rotten in places.  Also path down to Paviland, last 2 stiles are rickety.  FP 43.
8.      Highways:  Wall outside Middleton Hall has been repaired.  Water at top of Pitton Cross, running across the road again.  Letter to Highways re. top of Pitton Cross Hill, substantial leakage of water running across the Highway which is a potential hazard to road traffic.  This might be remedied by clearance of the drainage gully on the Northern side of the carriageway going towards Rhossili.  We would be grateful if you could take remedial action.
9.      Village Hall & car park: ST has removed the deeds of the car park from HSBC and given them to the solicitor.  There is no envelope now at HSBC.  All contents were removed.  Quiz night held in March.  Sunday lunch 30th March.  Advert for Hall Administrator circulated.
10.   Community Seating: Letter from Penrice stating that we would not be given permission to put a bench on the Village Green.  RD suggested writing to NT asking for permission to put a bench by the NCI lookout. Defer until new Council. 
11.   Rhossili Noticeboard:  ST said that the noticeboard in Rhossili has been replaced and is very good and even larger than the one that was there before.  Invoice received.  RCC agreed to pay.
12.   Council elections:  Advertise on back of flyer.  AGM 24th April?
13.   WA correspondence: Local Government Code of Conduct.
14.   One Voice Wales: Invitation to renew subscription £32.  RCC agreed to re-subscribe.  Guidance information to display to the public re. forthcoming elections. 
15.   Planning applications:
2007/2290 Kimley Moor has been REFUSED.
2007/1623 Mewslade View and 2008/0118 Highcliffe have been APPROVED.
2008/0214 Glanymor:  Erection of pole for services to new bungalow.  RCC have no comments.
2008/0279 The
Homestead:  Conservatory.  RCC no objections.
16.   Finance:  Notification of precept payment dates- passed to SW.  ST submitted claim for parking and key for £5.50.  Petrol to follow.  Invoice of £115.91 from Darren Powell re. noticeboard in Rhossili.  RD proposed to raise remuneration of clerk for coming annum to £1K.  RCC agreed.  Bill for use of hall outstanding, skips, £115 noticeboard.  RD proposed that annual remuneration for clerk starts 1st April, SW seconded.
17.   Correspondence:   Swansea & Carmarthen Bay Shoreline Management Plan.  Do we want to be involved in the review process?  - YES.  Invitation to chair and clerk to opening of Civic Centre.  Friends of the Earth asking us to all write to our MP asking them to support the changes to the climate bill.  Community and Town Councils Forum.  Agenda for Safer Swansea Consultation.  Scope and Alzheimer’s Society asking for donations.  Glasdon products.  Phone call from Joe Griffin re. thanks for donation.  ST mentioned theft of heating oil from Rhossili.  Lights taken from Thomas’ tractor.  Number of thefts – all members of the community to be advised to be on their guard - item on flyer.

19.   Items for the discussion board on the website:  SCC have financial problem because of rotten stiles.  Feel problem coming up as work done 15 years ago.  Limited maintenance and will be a big job everywhere before long.  Supporting footpath department.  Deferred to next meeting.
