Minutes of the meeting held on Tuesday 11th July 2006

 

1.       Attendance:           Rob Dyer (RD) (Chair), Steve Walmsley (SW) (Vice Chair), Anne Morse-Jones (AMJ), Christopher Beynon (CB), Sally Beynon (SB), Selina Taylor (ST) (Clerk)

2.       Apologies: Roger Button (RB) to arrive late

3.                       Declaration of interests:  none

4.       Minutes of the last meeting: Approved

5.       Matters arising:  Notice board has been vandalised and repaired by SW.  Perspex cost £30.  Other matters placed in relevant sections below.

6.       New Councillors:  One letter of application from Sally Beynon.  RD proposed co-opted, 2nd SW – all in favour.  RD welcomed her to the Council.

7.       National Trust: RD looked at signs on NT land and said that is was debateable as to whether or not there were too many.  No action in the meantime.  ST contacted gave Leigh Freeman replacement invoice and more maps and is expecting a response within the next three weeks.

8.       Footpaths:  St gave cheque to SW for £12.50 for 50 footpath maps sold to Bay Bistro.   Letter to SP about signs at top of Pitton Hill that were vandalised.

9.       Highways:  School Lane drains have been cleared.  CB mentioned that speeding is continuing in Pitton and SB mentioned through Middleton.  Mike Williams has hand held speed detectors that can be used if we ask.  Letter requesting laser speed cameras.  Juliet Norris mentioned that pothole outside her house had increased in width and depth and asked RD to chase it with Highways.  RD could not get Highways to rectify and so has filled it himself.  RD trying to set up meeting with Pullman coaches, Environmental Dept. of SCC & Stewart Goulden.  Richard Lewis has promised support.  At moment is un-adopted land.  RB arrived at the meeting.  Slit in road at Pylewell on bend between Poodle Wharf and Chapel.  Also hedges need to be cut on corner at Pitton Hill travelling towards Pitton.  Speed camera sign in Pitton has disappeared, in RD’s care – will be replaced by SCC.

10.    Village Hall:  Big push to get Hall up to scratch for Royal Visit.  Strawberry Tea raised over £1000 plus match funding from Barclays.  Thanks to Hall Committee and Pauline and her helpers.

11.    Royal Visit: Went well.  Letter to Royals on behalf of Rhossili and surrounding area sending thanks.

12.    Public Inquiry into dredging: Report expected 21st August.  SCC pulled out of coalition at the last minute.  Dredging company had lots of experts.  Decision is down to inspector.  Report will be sent to WA and report can be acted on or ignored.  Also had letter from coalition expressing thanks for both moral and financial support.

13.    WA correspondence: Guidance on providing indemnities to members and officers of relevant authourities - passed to RD.    West Wales ICT roadshow – 19th July.

14.    One Voice Wales: Swansea Area AGM 22nd June.  Main AGM on 14th October in Llandrindod Wells.

15.    Planning applications: 2006/0904 Deborah’s Hole, 2006/0648 Outdoor Pursuits centre, 2006/0750 Pitton Cross have been APPROVED
2005/0099 Plots at Middleton Hall and appeal for 2004/0498 Faircroft have been REFUSED
2006/0666 Broadpark & 2005/1391Talgarths Well 2have been recommended for APPROVAL

16.    Matters relating to clerk: Does the position need to be advertised?  RD and SW to investigate and if so advertise on notice board with closing date of two days before next meeting.  Work out number of hours and remuneration p.a.  RD and SW to create advert.

17.    Finance:  Financial summary distributed.

18.    Correspondence:  Community Councils Forum 1st August.  Public Services Ombudsman 2005/06 annual report.  Mid and West Wales Fire and rescue authourity draft risk reduction plan 2007/10.  Clerk and  councils direct.  Spotlight on Police meeting January 2007.  Review of Community areas and electoral arrangements – passed to RD.  Report of the review of local public services in Wales – launch 10th July.  Better Health Services for Swansea documents -  responses by 28th July – passed to RD.  Society of Local Council Clerks conference 14th September.

19.    Items for the next meeting: Clerk.  Fireworks at school.
